The senate introduced the Shell bill (HR. 2579) today. What is a shell bill? Look at the graphic below.

The shell bill is a neutral bill where both sides (Democrats and Republicans) can attach their own amendments. Each amendment has to be voted on and have 60 votes to be part of the bill. Bills like the Durbin/Graham bill, Lankford/ Grassley bill, and Dream Act can be considered up for a vote as an amendment.

After the amendment process, the shell bill still needs to be debated and up for vote on the Senate floor.
