Governor Kathy Hochul stopped by Fredonia and the City of Dunkirk to support Housing Development and the new Brooks-TLC and Kaleida Hospital location. The Governor started out by thanking Mayor Wdowiasz and Planning & Development Director Vince DeJoy and elected officials of the City of Dunkirk, along with thanking Larry Regan of Regan Development Corp., County Executive Wendel and other officials from Chautauqua County, Mayor Ferguson of Fredonia, and everyone else who joined the 4th Street Site event held next to Save-A-Lot in the City of Dunkirk.

The event took place to promote Pro-Housing Communities such as the City of Dunkirk. The Governor went on to highlight appreciation to elected officials in the City of Dunkirk who worked to make the area a Pro-Housing Community. The Governor said, “I’ve been trying to for years for communities to step up and build more housing.” She pointed out that, “families want to stay connected but when you price a family out of an area because you didn’t build enough housing or there’s a limited supply, then this means the rents go up because they can get that amount of money.” She expressed that something has to change. “… seniors who want to downsize from their home, they want something else to live in and to stay in the same community where they were apart of for so many years. We’re in a real housing crisis.”

Regarding the Brooks-TLC and Kaleida North County project, the Governor stated, “… for our local businesses and we are trying to help even more come, to grow and expand…they look at questions like is there a well-served, state of the art healthcare facility for our employees and if the answer is no, the community is not going to be the beneficiary of their investments either, it all ties together.”

The housing development site will break ground on 78 new affordable homes. The Governor joyfully expressed, “… two very different projects, but both reflecting something is going on here. There’s a momentum here. There are people, whether they’re locals or outside developers, who see the potential of this area and that is to be celebrated here today.” Veterans will be among those who will benefit from this new housing development. The Governor was concerned that many of those who serve our country often stress about where they will work or where they will live when they finish serving. She hopes housing projects like this will help give back to those who gave to this great nation.

NEWS UPDATE: To those parked on the Southside of the Washington Parking Lot on the corner of Washington and Route 5, please move your cars immediately to the Northside of that lot. Construction crews are going to be fencing off the Southside portion of the lot for construction staging & lumber. Parking will remain fenced off for the reminder of the year. 2025 CDBG Annual Action Plan Amendment Public Hearing

Notice the draft 2025 Annual Action Plan Amendment public hearing. The City of Dunkirk is a Grantee of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). As a CDBG Grantee, the City annually funds housing and community development programs and projects for the community, which are primarily intended to benefit low- and moderate-income residents.

A draft of the Amendment of the 2025 Community Development Block Grant Annual Action Plan will be available for public comment beginning on July 15, 2026. The 30-day public comment period will close at end of day on August 14, 2026. Draft of the Amendment of the 2025 Community Development Block Grant Annual Action Plan will be available at The City Hall Clerk’s Office, 342 Central Ave., Dunkirk NY 14048. Drafts of the plans will also be available at the City of Dunkirk’s Development Department located in the Stearns Building, 342 City Hall, Dunkirk, NY 14048. Drafts will also be available on the CDBG page of the City of Dunkirk’s website at: https://www.cityofdunkirk.com/government/departments/planning_and_development/cdbg.php

The public hearing will be held on July 20tht, 2026 at 5PM in the Mayor’s Conference Room within City Hall (Stearns Building), First Floor, 342 Central Ave., Dunkirk, NY 14048.
