3 Trustee Seats on the Durand Board of Trustees will be available in the Consoldiated Election Tuesday April 6, 2027.

IMPORTANT DATES AND INFORMATION:

*August 25, 2026 - 1st Day to Circulate Petitions.
Election Petition Packets are available for pick-up at Durand Village Hall or reach out to Village Clerk Jessica Travis @ [email protected] to answer questions or arrange to get a packet outside of Village Hall hours.

*November 16, 2026 - 1st Day to File Petitions with the Clerk

*November 23, 2026 - Last Day to File Petitions witht the Clerk

The Durand Village Clerk is not in-house during business hours. TBD some days and times when the Clerk will be in-house specifically to receive petitions.:

*Names appear on the ballot in the order received. All packets will be reviewed for completeness and time and date stamped.

*November 25, 2026 - Time and Place determined for Ballot Placement Lottery should 2 or more petition packets come in at once

PUBLIC HEARING UPDATE: Has been moved to MONDAY, AUGUST 24 AT 7:30PM. If you planned for coming to the meeting tonight, we will still give a brief summary of the plan and field a few questions. Otherwise, there we be 2 other meetings noted below:

ATTENTION Village of Durand Residents

The Village of Durand is looking to make improvements along Center St, to enhance the overall experience and safety for it’s walk/bike/pedestrian users. The Village’s proposed project is for the construction of a new multi-use path along the East side of Center St, between South St and Cameron Drive. The proposed project will create a safe multi-use path for residents of Durand, by constructing a sidewalk network that will connect the South and North portions of the Village. The Village is currently working to gather costs and public input about the potential project, which is why the Village is asking for resident feedback. The Village is inviting residents of Durand to attend the Public Information Meetings to discuss the proposed project. There will be two total meetings held – August 24, 2026 at 7:30 pm & September 28th at 7:30 pm. Both meetings will be held at the Durand Village Hall – 308 W Main St, Durand, IL. 61024.

The Village is looking to apply to the Illinois Department of Transportation (IDOT) – Illinois Transportation Enhancement Program (ITEP) grant program. This grant program can pay up to 80% of the overall eligible project costs, which will provide the Village with financial assistance and help in stretching the Village’s revenue to complete additional projects.

Monday, August 10, 2026, during the Village Board Meeting, that begins at 7:30pm, before Public Comment, there will be a preliminary, informational "Public Hearing" to introduce the Multi-Use Path Project that the Village has been working on for the past 5 years.

The Village has received a $650,000 IDOT LPF (Local Project Fund) 100% Grant that IDOT has specified is to be used for Phase 1, Phase 2 and Environmental Engineering. IDOT has suggested applying for the IDOT ITEP (Illinois Transportation Enhancement Program) Grant 80/20% Grant for the construction phase. Any funds left over from LPF funds are approved to be used as the Village's 20% responsibility with the ITEP Grant. The ultimate goal is to have the project 100% paid for with Grant funds.

Estimated construction, should the Village be awarded the ITEP Grant, would be Summer of 2028.

The Multi-Use path would run from South Street & Center Street (by the school) to Cameron Street & Center Street, safely connecting the North and South ends of town, connecting the footbridge and getting pedestrians from the roadway and providing safe access to Dollar General.

WATER/SEWER RATE CHANGES:

The July utility bill announced the changes to take place on the August billing. Those bills are planned to be sent today.

In Illinois, the requirement that municipal water and sewer systems remain self-sustaining through user rates and utility bills is established under the Illinois Municipal Code (specifically 65 ILCS 5/11-139-8)

A thorough audit of the Village of Durand's Operation and Maintenance costs and research of other area Village's rates and processes revealed the need to revamp how utility bills are being calculated to sustain the system. Multiple possibilities were reviewed and calculated, while trying to keep in mind those single or retired residents on a fixed income.

The Village of Durand has moved to a pay-per-gallon model, similar to Pecatonica and Lena, with a Consumer Price Index increase each year of 2% - 5% to, ideally, eliminate the need for large increases in the future.

The base rate for both water & sewer have been LOWERED. The rates DO NOT INCLUDE any gallons of usage. Sewer will now bill per gallon of water usage at a lower rate to allow for water that does not go into the sewer, such as watering a garden or washing a car in your driveway.

Water Base Rate: from $33.00 to $30.00
Included gallons: from 3000 to 0
Cost per gallon: $.008

Sewer Base Rate: from $37.00 (flat rate) to $25.50 (metered rate)
included 0 gallons
Cost per gallon: $.007

For example:
The bill for an elderly or single person using 967 gallons/month WILL NOT CHANGE. Every gallon over that will bill at .008/gallon for water and .007/gallon for sewer.

The bill for couples/families that were using the average 3000 gallons will increase by an estimated $30.00 depending on exact reading of usage

Businesses or Residents using high amounts could increase significantly depending on metered usage reading be higher.

Essentially, the idea was to pay for what the home or business uses.

Durand rates fall in even or slightly less that Pecatonica and Lena

Disclaimer:

*The calculator is not set up for multiple units. To calculate multiple units, each unit is has a base water and base sewer fee and then the total number of gallons usage is multipied by the rate for water and sewer.

Example:
A apartment or commercial building with 5 units would consist of
5 x $30.00 water base =$150.00
5 x $25.50 sewer base =$127.50
The entire building used 30,000 gallons (meter reading):
30,000 x $.008 water = $240.00
30,000 x $.007 sewer = $210.00
Admin fee: $2.50

Total usage charge: $730.00

Plus:
Paper statement fee (if applicable) $3.00

The four large users will now follow the same pay-per-gallon model:
