Water and wastewater services are a critical function of a healthy community. The Department of Water Management has more than 300 dedicated employees that provide an adequate supply of safe drinking water to customers and visitors of Durham. We are also responsible for protecting the environment by making sure that wastewater treated at the water reclamation facilities meets all discharge/permit

limits. The department has a wide variety of support divisions and programs to maintain the existing infrastructure that provides these integral services and strive to be a responsible steward of the City’s Physical Assets. Treatment facilities are staffed 24 hours a day, 7 days a week, 365 days a year. Emergency response teams for water main breaks, sewer spills and other emergency maintenance are always available as well. Maintaining the financial integrity of the water and sewer systems is also a priority and key function of the department. Customer Billing Services strives to accurately bill all customers for their water and sewer services. Rates are evaluated annually to ensure that the department is providing cost-effective services while ensuring that necessary capital projects are funded appropriately. Durham Water Management will be upgrading its utility billing systems from August 27-31 to improve our reliability, efficiency, and your overall customer experience.

As part of the transition:

Water and sewer service will continue uninterrupted.

From August 27-31, there will be a pause in our ability to accept in-person and pay-by-phone payments.

Online payments through the InfoSend portal will be accepted, but they will not post until September 1.

AutoPay payments will continue as scheduled.

Mail-in payments will continue as received.

Your utility account number will change. You will receive a letter within the next week that includes your new account number.

If you are enrolled in InfoSend, your new account number will be updated and visible in the InfoSend portal on September 1.

Some customers may see a slight change in their billing schedule this fall. Water Management is still finalizing details for billing schedule changes. Most changes will be minimal—typically 2-4 days. Please review your September bills for any changes to your billing schedule.

Please note: September bills for a small group of districts were uploaded earlier than planned. This caused AutoPay to temporarily stop processing August payments for those affected customers and led to some receiving “Pay Immediately” notifications despite having current accounts.

We sincerely apologize for the confusion and inconvenience this caused. Our team is actively resolving the issue, and no action is required from customers who were impacted. AutoPay will resume normal processing in September and will draft payments for both August and September bills at that time. Impacted customers may still log in to InfoSend to pay their August bill manually if they choose. No late fees will be assessed for affected customers.

You will also see a change to your water bill’s appearance in the near future. Stay tuned for updates on your water bill's appearance.

We’re aware that a limited number of customers experienced confusion with recent water bills, and we sincerely apologize. As part of our upcoming billing system upgrade, September bills for a small group of districts were uploaded early. This temporarily blocked AutoPay from processing August payments and caused some incorrect “Pay Immediately” notices.

If you were affected, no action is needed. AutoPay will resume normal processing in September and will draft both August and September bills. You can still pay August manually through InfoSend if you prefer, and no late fees will be charged.

9:30 a.m. UPDATE: City Hall now has power and our staff are working to bring all systems online. The building should open to the public and staff at 11 a.m.

Due to a power outage, Durham City Hall is delayed opening until 11 a.m. on Wednesday, July 8.

City staff are working with Duke Energy to fully restore power to City Hall.

We will provide updates as they are available if today's opening is delayed further.
