As of October 15, 2025, Pennsylvania requires liability insurance for ATVs and UTVs with general registration to register or renew. You’ll also need to carry proof of insurance when riding off your own property.

If you’re buying or titling a UTV or ATV through a Notary, proof of insurance will now be required as part of the process. (Farm and business-use vehicles are exempt.)

Did you know an identification card can be issued to any Pennsylvania resident who is at least 10 years of age. This is not a driving product. IDs may be available for free for individuals experiencing homelessness, otherwise the cost is $43.50.

Plenty of reasons to get one sooner than later; in the event of an emergency where a child is unable to speak, it can help identify them, helps protect against identity theft, easier for children to travel, enroll in school or activities and may expedite the process of them getting their drivers license in the future.

Please note: If you are under the age of 18 applying for a Photo ID card, a parent, guardian or person in loco parentis must accompany you to a PennDOT Driver License Center.
