East Bridgewater Police Department Statement Regarding S*x Offender Community Notification

The East Bridgewater Police Department understands and appreciates the concerns expressed by residents regarding the recent community notification involving a Level 3 S*x Offender residing, or working in town. We recognize that information of this nature can generate strong emotions, particularly when residents are concerned about the safety of children and the proximity of offenders to schools, parks, and neighborhoods.

We would like to provide some clarification regarding the role of the Police Department and the legal framework governing s*x offender registration and community notification in Massachusetts.

The notification was issued pursuant to Massachusetts law and the regulations of the Massachusetts S*x Offender Registry Board (SORB). The East Bridgewater Police Department is required to notify the community when a Level 3 S*x Offender resides or works within the town or uses an address for contact purposes. The purpose of this notification is to promote public awareness and safety by providing residents with information that allows them to make informed decisions for themselves and their families.

It is important to understand that the Police Department does not determine where a registered s*x offender may reside unless specific court orders, probation conditions, parole conditions, or other legally enforceable restrictions apply. Likewise, the Police Department does not have the authority to impose additional punishment or restrictions beyond those established by law.

Registered s*x offenders who have completed their sentences and are living in the community retain the same constitutional and legal rights as other citizens, subject to any conditions imposed by the courts or supervising agencies. Decisions regarding incarceration, release, residency restrictions, probation conditions, and offender classification are made by the courts, correctional authorities, parole officials, probation departments, and the S*x Offender Registry Board and not by local police departments.

The East Bridgewater Police Department remains committed to protecting the community and will continue to monitor compliance with all applicable registration requirements and investigate any violations of law. If residents observe suspicious or unlawful behavior, they are encouraged to contact the Police Department immediately.

We also remind the public that the information provided through community notifications is intended solely for public safety purposes. Harassment, threats, intimidation, or attempts to interfere with an individual's lawful activities are inappropriate and may constitute criminal offenses.

The East Bridgewater Police Department remains dedicated to balancing public safety, community awareness, and the fair enforcement of the laws of the Commonwealth of Massachusetts.

Community Notification – Level 3 S*x Offender

Pursuant to Massachusetts General Laws and the Massachusetts S*x Offender Registry Board (SORB) regulations, the East Bridgewater Police Department is providing community notification regarding a Level 3 S*x Offender residing in the Town of East Bridgewater.

Gage Matthew Rich, a Level 3 S*x Offender, is currently homeless and uses his grandmothers address at 52 Riddell Road, East Bridgewater, Massachusetts for registration.

Information regarding Level 3 S*x Offenders is made available to the public in accordance with Massachusetts law to promote community awareness and public safety. The purpose of this notification is to assist members of the public in taking appropriate precautions and making informed decisions regarding the safety of themselves and their families.

Additional information regarding registered s*x offenders may be obtained through the Massachusetts S*x Offender Registry Board in accordance with applicable laws and regulations.

ELECTRIC DIRT BIKES VS. E-BIKES – KNOW THE DIFFERENCE!

The East Bridgewater Police Department has seen an increase in the use of electric dirt bikes throughout town. We want to remind operators and parents that not all electric-powered bikes are treated the same under Massachusetts law.

Many of these vehicles can reach dangerous speeds and may require registration, a driver's license, and other safety requirements.

ELECTRIC BICYCLES (E-BIKES)

Massachusetts recognizes two classes of e-bikes:

✅ Class 1 – Pedal-assist only, maximum speed of 20 MPH
✅ Class 2 – Throttle-assisted, maximum speed of 20 MPH

Both classes must have fully functioning pedals.

E-bike operators:

Follow the same laws as traditional bicycles.
Do not need a driver's license or registration.
May ride on roadways, bike lanes, and bike paths.
Children under 16 must wear a helmet.
Are not permitted to ride on sidewalks.

ELECTRIC DIRT BIKES

If a vehicle:
❌ Has no pedals, or
❌ Can travel faster than 20 MPH,

it is NOT considered an e-bike and may be classified as a recreational motor vehicle, moped, or motorcycle under Massachusetts law.

Electric dirt bikes require:

✔️ Vehicle Registration
✔️ Driver's License (where applicable)
✔️ DOT-Approved Helmet

Potential penalties include:

💲 $500 citation for operating an unregistered recreational vehicle
💲 $500 citation for failing to complete the required safety course (under 18)
💲 $250 citation for failing to wear a DOT-approved helmet
🚓 Vehicle may be towed

IMPORTANT REMINDERS

⚠️ Electric dirt bikes are designed for off-road use and are generally prohibited from operating on public streets and roadways except where specifically authorized by law.

⚠️ Riders under 18 are subject to additional safety and training requirements.

⚠️ Parents should be aware that many electric dirt bikes marketed to children and teenagers are not legal for operation on public roadways.

Before purchasing or operating an electric-powered bike, make sure you understand the laws and requirements.

The convoy serves as the largest single-day fundraising and awareness event on the Law Enforcement Torch Run calendar. Officers participated by cheering on athletes, presenting medals, and interacting with families. Sergeant Dennis Andre took place in the cruise convoy and was able to award several athletes with their medals during the ceremonies.

The event featured more than 220 law enforcement officers converging on Harvard Stadium in Boston. The cruisers traveled in from across the state—stopping at designated areas like the South Shore Plaza in Braintree and Chestnut Hill—before escorting athletes into the stadium to celebrate the opening of the games.

East Bridgewater Police Launch Solicitor Registration Program and No Solicitation List: EAST BRIDGEWATER — The East Bridgewater Police Department is informing residents and businesses that new online resources are now available following the adoption of the Town's Door-to-Door Solicitation Bylaw.

The bylaw establishes requirements for individuals seeking to conduct door-to-door sales and solicitation activities in East Bridgewater and creates a No Solicitation List for residents who do not wish to receive door-to-door sales visits.

Under the bylaw, commercial solicitors must register with the East Bridgewater Police Department before conducting door-to-door solicitation in town. Applicants must complete an application, pay an $80 fee, and appear in person at the Police Department for fingerprinting as part of the review process.

The registration process is intended to help verify information provided by applicants and give residents greater confidence when interacting with door-to-door solicitors.

Residents who prefer not to receive door-to-door solicitation may enroll in the Town's No Solicitation List. Addresses on the list will be provided to approved solicitors so they can avoid contacting homes where solicitation is not welcome.

Residents who join the list may also receive a No Soliciting sticker to display at their residence and MUST come to the police station to pickup their sticker.

The bylaw does not apply to certain exempt groups, including political campaigns, religious organizations, youth organizations, school fundraisers, charitable organizations and other activities protected by law. Residents may also continue to post No Soliciting signs on their property.

Chief Michael Jenkins encourages residents and solicitors to review the bylaw and registration requirements before participating in door-to-door solicitation activities in East Bridgewater.

Residents interested in joining the No Solicitation List and solicitors seeking registration information may visit the East Bridgewater Police Department website and search under the "Resources" tab at the top of the homepage.
