Rikers Island Fraternal order of Police Lodge 89 remembers Correction Officer Noreen Patricia O’Connor and her more than 40 years of dedicated service to New York City’s BOLDEST.

Visitation will be held Monday, August 17, from 4:00 to 9:00 p.m. at Denis S. O’Connor Funeral Home in Rockaway Beach.

The Funeral Mass will take place Tuesday, August 18, at 11:00 a.m. at St. Francis De Sales Church in Belle Harbor. May she rest in eternal peace.

A message from NYSFOP President Michael Essig:

It is with deep sadness that we announce the passing of William “Bill” Lombard, Past State President of the New York State Fraternal Order of Police.

Bill was instrumental in restoring the New York State FOP’s Empire State Lodge. At a time when the Lodge had little presence within the Fraternal Order of Police, Bill worked to bring it back into existence, laying the foundation for the State Lodge we know today. During his time as President, he was deeply involved in bylaws work and collaborated closely with the State office. Even after retirement, Bill remained active within the State Lodge, always ready to assist members and the Board wherever he could be of service.

Please take a moment to honor Bill’s memory. He was one of our brothers, and though we have lost him, he will not be forgotten. Bill served as the first President of the New York State FOP Empire State Lodge.
