The East St. Louis Police Department is under the command of Colonel Kendall Perry Sr. who was appointed Chief of police in May 2019. Colonel Ontourio Eiland is the Assistant Chief. It is located in St. Clair County, Illinois. Our police department is comprised of 33

sworn officers. We patrol 14 square miles of land and serve approximately 27, 006 residents, as well as more than 250,000 people who travel through the city each day. The East Saint Louis Police Department strives to meet the community’s needs by continually seeking ways to improve our services. It is currently organized in four primary units listed below: (1) Patrol Division, (2) Bureau of Investigations, (3) Bureau of Support Services and (4) Bureau of Internal Affairs:

PATROL DIVISION
The Patrol Division is the largest and most visible division in the department. It has the responsibility of providing uniformed patrol services to the six police districts. These officers are also responsible for the public safety needs of our city on a 24-hour basis. Generally, the patrols are divided strategically with a minimum of one officer per district. BUREAU OF INVESTIGATIONS
This division is responsible for the follow-up on all reported crimes, investigation of vice and narcotics, the collection processing and storage of evidence, and the detention of prisoners. The Detective Division investigates crimes against persons and property. The detectives are trained in specialized areas of investigation such as, arson, homicide, criminal sexual assault, fraud, and forgery. Five of them are members of the Greater St. Louis Major Case Squad. The Investigations Bureau also consists of the Juvenile Division and the Strategic Anti-Felony Enforcement Team (S.A.F.E.). This team apprehends felony fugitives, enforces narcotic laws, and street gang eradication. The School Resource Officers are also assigned to this division. BUREAU OF SUPPORT SERVICES
The Support Services Division provides the necessary support services required to various units of the department. These services include Communications, Records Management, and Fleet Maintenance. Communications is the heart of the police department they are the link between the citizens in need of assistance, and the police, fire, and medical personnel in the field. The Records Division is responsible for the management of departmental records. The dissemination of open records to the public and insurance companies is available Monday through Friday, excluding holidays, between the hours of 9:00a.m. and 4:00p.m. The Jail Division is oversees the operations of the City of East St. Louis’ jail, which is located in basement of city hall. Fleet Maintenance oversees all vehicles and equipment owned by the department. BUREAU OF INTERNAL AFFAIRS
The purpose of the Internal Affairs Division is to ensure the continued confidence of the community by upholding the integrity of the department. This division vigorously and confidentially investigates all complaints with the understanding that a thorough investigation will not only bring to light any misconduct or inappropriate activity, but will also protect employees and the department against unfounded and unwarranted accusations. The Internal Affairs Division has the authority to conduct investigations in the following instances: When an allegation or complaint of misconduct is made against an employee of the department; Whenever an employee discharges a firearm, other than for training or practices; Whenever an allegation or complaint of misconduct is made against a city employee and the Chief of Police authorizes the investigation; and Su***des or deaths that occur while in the custody of this agency. Whenever a complaint of criminal misconduct is made against an employee of the police department, or the probability exist that criminal charges may be filed against an employee, Internal Affairs will conduct an administrative investigation. East St. Louis Police Arrest Man Following Domestic Battery Investigation

On Friday, August 28, 2026, at approximately 2:50 p.m., officers of the East St. Louis Police Department responded to the area of the 1300 Block of East Broadway regarding a report of a domestic disturbance in progress.

Officers located the involved parties at the 5th and Missouri MetroLink Station. During the investigation, the female victim reported that Lamar R. Strong, 41, of East St. Louis, struck her several times in the face and placed both hands around her neck and squeezed, restricting her breathing. She also reported that Strong had burned her near her right eye with a cigarette earlier that morning.

Officers observed visible injuries to the victim, including red scratches on her left arm and red scratches on both sides of her neck. The victim also reported that she was approximately six weeks pregnant.

Strong was also found to be on probation for a previous domestic battery incident involving the victim.

Strong was taken into custody and, after further investigation, was charged with the following:

Aggravated Domestic Battery (Class 2 Felony)

Domestic Battery – Prior Conviction (Class 4 Felony)

Domestic Battery – Prior Conviction (Class 4 Felony)

Domestic Battery – Prior Conviction (Class 4 Felony)

Domestic Battery – Prior Conviction (Class 4 Felony)

The investigation remains ongoing.

All charges are allegations, and Strong is presumed innocent unless and until proven guilty in a court of law.

On Monday, August 24, 2026, at approximately 10:46 a.m., East St. Louis Police Department officers responded to the 1800 Block of North 44th Street regarding a reported domestic battery.

Officers contacted an adult female victim who reported that a male suspect struck her once in the face with a closed fist before fleeing the area on foot. The victim reported facial swelling and provided officers with a description of the suspect.

During the investigation, officers observed a subject believed to be the suspect entering nearby brush. Officers deployed a K9 Officer and K9 to conduct a track. The K9 tracked through brush, residential yards, and wooded areas before the track concluded near a roadway where assisting officers had established a perimeter.

During the search, the K9 located a green backpack. Officers recovered a ARP with no serial number, commonly referred to as a “ghost gun”, a R***r Pistol, a jar containing suspected ma*****na, and other items from inside the backpack. Officers found no identification documents in the backpack to establish ownership.

The investigation remains ongoing. Charges related to the domestic battery and recovered items are pending further investigation.

Arrest Made Following License Plate Theft Investigation

On August 20, 2026 at approximately 2:46 p.m., officers of the East St. Louis Police Department were assisting with a service call at the McDonald’s located at 588 North 24th Street when officers encountered a male suspect identified as Governor V. Quinn IV, 47, of East St. Louis.

Quinn was identified as a suspect in a related license plate theft investigation. Officers attempted to take Quinn into custody, at which time he resisted officers’ efforts to place him in handcuffs and into a marked patrol vehicle. Officers were ultimately able to gain control of Quinn and transport him to the East St. Louis Police Department.

During the booking process, officers located four live .22-caliber rounds concealed in the pocket of Quinn’s vest, a scale, and a wallet containing various cards that did not bear Quinn’s name.

After further investigation, Quinn was charged with the following:

Possession of a Weapon/Ammunition by a Person
Previously Convicted of a Felony (Class 2 Felony)

Resisting a Peace Officer (Class A Misdemeanor)

Theft (Class A Misdemeanor)

Dispatch also confirmed that Quinn had more than 20 active warrants.

The investigation remains ongoing.

All individuals are presumed innocent unless and until proven guilty in a court of law.

Traffic Stop Leads to Arrest Following Vehicle Pursuit

August 20th, 2026——-On Wednesday, August 19, 2026, at approximately 11:55 p.m., officers with the East St. Louis Police Department were conducting routine patrol when an officer observed a silver Honda Civic traveling over a curb designated for pedestrian travel near 2419 State Street.

The officer initiated a traffic stop by activating the emergency lights of a marked patrol vehicle. The Honda Civic continued northbound onto the 700 block of North 24th Street, which is designated as a one-way street for southbound traffic only.

The officer notified dispatch that the vehicle was failing to stop. During the ensuing pursuit, the vehicle disregarded multiple traffic control devices. Officers maintained communication with dispatch while the patrol vehicle's emergency siren and lights were displayed.

The vehicle eventually stopped in the 6100 Block Of Lake Drive in Cahokia Heights., Illinois. The driver, identified as Titus R. White, 68, attempted to exited the vehicle and run. Officers were able to detain White.

A subsequent records check determined that White's Illinois driver's license was revoked.

The vehicle's owner also arrived at the scene and advised officers that he had permitted White to operate the vehicle. The owner further advised that the vehicle was uninsured.

Because dispatch was initially unable to obtain a registration return, officers conducted a VIN check. The VIN returned clear but was associated with a different registration. The vehicle was subsequently towed, and assisting officers conducted an inventory of the vehicle.

White was transported to the East St. Louis Police Department, where he was booked and processed.

White was cited for:

* Fleeing or attempting to elude a peace officer
* Operating an uninsured motor vehicle
* Improper use of registration
* Driving on a revoked driver's license

All persons arrested are presumed innocent unless proven guilty in a court of law.
