In Memory of the Honorable Philip Carey Elect Phil Foster to the Orphans' Court

It is with deep sadness that we share the passing of Judge Phil Foster, Chief Judge of the Orphans' Court for Talbot County.

Phil served this community for more than fifty years, as a prosecutor, a state delegate, a member and President of the Talbot County Council, and most recently as a judge of the Orphans' Court. I want to personally acknowledge his leadership in Talbot County. Across many roles and many decades, he did the work with care and consistency.

Phil also held a conviction that deserves to be remembered. He believed deeply that partisan politics had no place in the Orphans' Court. The families who came before the bench were not Democrats or Republicans; they were neighbors seeking a fair hearing and a just result. He approached every matter that way, and that belief is part of the legacy he leaves to this court.
A funeral service will be held on Tuesday, September 8, 2026, at 1 p.m. at Christ Church in Easton.

We extend our sympathy to his family and friends. Phil served this county with integrity, and he will be missed.
