Volunteer Fire Fighter: Module I - Alabama Fire College

Kowaliga VFD is hosting the Volunteer Firefighter Training course starting 27FEB2023. This training is conducted by KVFD certified trainers and is available to anyone interested in gaining this certification.

If you are interested in joining KVFD, or any volunteer department, this is a great opportunity to gain your certification under experienced/certified Firefighter trainers sponsored by KVFD. Your only cost will be your textbook, your time to attend live trainings and your attention to the course material to ensure you pass the chapter and block tests.

Below are a few tips from the Red Cross...

Install smoke alarms on every level of your home, inside bedrooms and outside sleeping areas.

Test smoke alarms every month. If they’re not working, change the batteries.

Talk with all family members about a fire escape plan and practice the plan twice a year.

If a fire occurs in your home, GET OUT, STAY OUT and CALL FOR HELP. Never go back inside for anything or anyone.

ALABAMA FIRE FIGHTERS....

It is with great honor that MRM manages and serves our Alabama firefighters throughout the state of Alabama. In January 2020 MRM was awarded the opportunity to manage and oversee the Alabama First Responders Benefits Program which provides cancer and disability services to firefighters throughout our state, who are diagnosed with cancer while on the job. It is with great honor that we were asked to speak this past week at the annual fire chiefs association in Perdido. Kendra Harrington MRM‘s Director of Marketing for Public Entities, spoke at this event on the “keys for firefighters converting this valuable benefit of cancer and disability coverage” when they go into retirement.

Thank you Kendra for doing a wonderful job and thank you to the fire chiefs association for allowing us to serve you and all the firefighters in the state of Alabama.

If you received your Alabama Municipal Journal this week, you received two articles where the Alabama League of Municipalities has officially endorsed the “First Responders Benefits Program.” This program will be the state wide entity delivering the new “Firefighter Cancer and Disability Insurance Program” to all Firefighters throughout the state of Alabama. First Responders Benefits Program (FRBP) is excited to bring this product to the Firefighters/First Responders and their families throughout the State of Alabama to protect and support them with this invaluable benefit and service.

This program will provide the Cancer and Disability Insurance to meet the guidelines and requirements of the house bill that was signed by the Governor in 2019. This bill became law, ACT 2019-361, and will be effective on January 1, 2020.

This program will have two primary options, the first option will be to provide benefits that meet the “minimum requirements” of the new law. The second option will be an “enhanced product to meet all of the minimum guidelines and provide some additional benefits” to our Firefighters and First Responders, for just a few dollars more than the basic plan.

We have received numerous calls from cities, counties, fire districts, etc., requesting information, and asking if we could give an “indication of the projected cost” so they could build this into their finance budgets this month. With that said, First Responders Benefits Program has partnered with Hartford Insurance Company, who has delivered the same Firefighter Cancer/Disability product throughout the U.S. to several other state wide programs. Hartford has developed the following “tentative rates” for the state of Alabama, subject to final approval of the Alabama Department of Insurance. We do not see any issues with these rates being approved, but they must have the final blessing from the Department of Insurance. We are waiting for that final approval and expect to get it within the next few days.

TENATIVE RATES:

CAREER PAID FIREFIGHTER
If you are a “Career Paid Firefighter,” the cost for the enhanced benefit option of cancer and long-term disability will be $198.24 per year per firefighter. The cost of the basic plan for this same category of “Career Paid Firefighter” which meets the “minimum standards of the law” will be $186.48 per year per Firefighter. The primary difference in the enhanced benefit option and the basic plan is the cancer coverage. The basic plan covers the 21 named cancers, per the law. The enhanced benefit option covers all cancers. (***Note: Premiums must be paid by employer for all Firefighters in this category based on the law.)

CERTIFIED VOLUNTEER FIREFIGHTER
If you are a “Certified Volunteer Firefighter” the cost for the enhanced benefit option of cancer and long-term disability will be the same as the career paid firefighter at $198.24 per year per Firefighter. The cost of the basic plan for this same category of “Certified Volunteer Firefighter” will also be the same as the career paid firefighter at $186.48 per year per Firefighter. The primary difference in the enhanced benefit option and the basic plan is the cancer coverage. The basic plan covers the 21 named cancers per the law. The enhanced benefit option covers all cancers.(***Note: Premiums must be paid by employer/volunteer department for all Firefighters in this category to get these rates.)

NON-CERTIFIED VOLUNTEER FIREFIGHTER
If you are a “Non-Certified Volunteer Firefighter” the cost for the enhanced benefit option of cancer and long-term disability will be $150.24 per year per Firefighter. The cost of the basic plan for the “Non-Certified Volunteer Firefighter” will be $138.48 per year per Firefighter. The primary difference in the enhanced benefit option and the basic plan is the cancer coverage. The basic plan covers the 21 named cancers per the law. The enhanced benefit option covers all cancers. Also note that the premiums are less for this category because the monthly disability benefit for “NON CERTIFIED VOLUNTEER FIREFIGHTERS” is LESS. (***Note: premiums must be paid by employer/volunteer department for all Firefighters in this category to get these rates.)

All three of the above categories assume that the employer/department will be paying for 100% of the cost of all Firefighters (Career Paid, Certified Volunteer and Non Certified Volunteers) in the department.

*** If there are “Volunteer Departments” in the state that will not be paying for this coverage for their Firefighting team, please call the 800 phone number below for the rates for the individual paid Firefighter plans. ***

Within the next 10 days, we will launch the Alabama First Responders Benefits Program website that you may utilize for additional information, as well as request an online quote for your department. We have also set up a dedicated 800 phone number and a dedicated email address below for all questions and support during the enrollment process for your Municipality and Volunteer Departments.

In addition, we will be mailing a packet to the Fire Chiefs with product and informational literature in the next 10 to 14 days. Please be on the lookout for this information. You will receive this packet in a bright red Tyvek envelope, addressed to the Fire Chief in your department. If by some chance you do not receive this packet within the next 10 to 14 days, please give us a call so that we can make sure that we get you this informational packet to you.

Please feel free to forward this email to anyone that you feel needs to receive this information going forward. If you have someone that needs to be added to this email list please simply hit reply to this email and we will add them to future emails. It will be our goal going forward to communicate to you weekly on key bullets and information about this program.

Firefighters are 10% more likely to develop and 14% more likely to die from cancer than the average person, due to the by-products of fires. Rep. Phillip Pettus introduced HB 360 today, a bill that will help firefighters fight cancer after diagnosis, establishing a program for all firefighters to get affordable supplemental plans. In this meeting we will present an overview of the fire department for the last year. We will also nominate and elect the board members for the fire department for 2019. The Kowaliga Volunteer Fire Department had its spring/summer raffle and we drew all of the winners on Saturday morning July 2, at 10 AM at the fire station on Prospect Road. We had firefighters as well as community members present for the drawing. Thank you to Laura Smith the 10 year old daughter of Rhett Smith who drew all of the winning tickets for us!

***PRESS RELEASE FOR IMMEDIATE RELEASE***

On January 10, 2016 at 20:56, the Eclectic Fire Department was dispatched to reports of a structure fire within the 1400 block of North Ann Street. The EFD arrived on scene at 21:08 to find a single story structure with heavy smoke and flames showing. Fire personnel took an immediate offensive and were able to confine the fire to one corner of the residence. Once the scene was rendered safe by the power company, fire personnel were able to extinguish the fire and begin salvage and overhaul operations. The cause of the fire is still under investigation.

At the time of the fire, there was one adult and three children in the residence. All four were able to escape the structure safely and without any injuries. It was determined that a smoke detector was activated and woke the mother, who was then able to evacuate her children.

There were a total of 26 fire fighters and 9 apparatus on scene. Eclectic Fire Department responded with 13 fire fighters, 2 fire engines, 1 tanker, 1 command vehicle, and 1 ambulance. Red Hill Fire Department responded with 7 fire fighters, 1 fire engine, and 1 tanker. Kowaliga Fire Department responded with 6 fire fighters, 1 fire engine, and 1 tanker. During the fire attack, two fire fighters with the Eclectic Fire Department sustained minor injuries, but were checked and cleared by EMS personnel on scene. We would like to thank our neighboring fire departments for their response and assistance.

Kowaliga Volunteer Fire Department responded to a 2 vehicle head on collision accident this morning in the area of Hwy 80 and Indian Campground Road. Both drivers were trapped in the vehicles and injured.
Both drivers were extricated from the vehicles and transported by Haynes LifeFlight for further medical treatment. Thank you to Eclectic Fire Department for their continued support and backup this morning, and as always the support from Elmore County Sheriffs Department for keeping us all safe while we worked.
Appreciate all the help with cleanup today!!!
Kowaliga Volunteer Fire Department responded to a single vehicle rollover accident today. The driver was transported by Haynes LifeFlight for further treatment. A big thank you to the Eclectic Fire Department for their support on this call. Calls in the middle of the work day tax the volunteer force.
