PUBLIC REVIEW AND COMMENT PERIOD: 27 April - 30 May 2023
Community Involvement Plan for the Edwards Air Force Base Environmental Restoration Program

The U.S. Air Force is accepting public comments on the Community Involvement Plan for environmental restoration activities at Edwards Air Force Base, California. Base officials developed the Community Involvement Plan, or CIP, to guide environmental investigation and cleanup communications.

In preparation for the CIP, Edwards AFB conducted research and interviews with 18 community members, elected officials, Air Force personnel and other stakeholders in the fall of 2021. The CIP identifies current and potential community concerns, provides guidance for communicating with the local public and establishes an action plan to address those concerns through various activities.

The CIP is available for review online at https://www.edwards.af.mil/About/Environment and at the following repositories:

The public review and comment period for the Community Involvement Plan ends 30 May 2023.

Written comments can be mailed to: Gary Hatch, 305 E. Popson Ave., Edwards AFB, CA 93524. Electronic comments can be emailed to [email protected]. Air Force officials will respond in writing to any public comments received on the CIP. A public meeting to discuss the CIP may be held if there is sufficient public interest. Details of the time and location of the meeting, if held, will be provided at a later date during the comment period.

Public Notice: Relative Risk Site Evaluation, Edwards AFB, California

The U.S. Air Force completed a Relative Risk Site Evaluation, or RRSE, for Edwards AFB to support sequencing of environmental restoration work. The RRSE process is used to evaluate the relative risk posed by an environmental restoration site in relation to other sites across Air Force installations. Restoration sites in Comprehensive Environmental Response, Compensation and Liability Act, or CERCLA, phases prior to remedy-in-place are evaluated in the process.

Due to the discovery of perfluorooctane sulfonate and perfluorooctanoic acid — PFOS/PFOA for short — an RRSE was completed for Edwards AFB. Relative risk is not the sole factor in determining the sequence of environmental restoration work, but it is an important consideration in the priority setting process.

At Edwards AFB, 24 aqueous film forming foam — AFFF — areas were evaluated in the process. The overall site category scores were 18 “high,” two “medium” and four “low.”

This Relative Risk Site Evaluation is issued in accordance with the Department of Defense Environmental Restoration Program and is available for public review until Feb. 7, 2022.

This RRSE can be found online at the Air Force’s Administrative Record website at https://ar.afcec-cloud.af.mil. Scroll to the bottom of the page and click “Continue to site,” select the “Active Duty” button, scroll down the Installation List and click on “Edwards AFB, CA,” then enter 6094 in the “AR #” field. Click “Search” at the bottom of the page and click on the spy glass to view the document.

For more information or to submit written comments, contact Gary Hatch, 412th Test Wing Public Affairs at (661) 277-8707 or e-mail [email protected].
