For years, people told individuals with Down syndrome what they could not do.

Victoria Espino de Santiago just changed that forever. She officially became the world’s first practicing lawyer with Down syndrome after completing five intense years of law school at Universidad Autónoma de Zacatecas.

To get there, she had to pass difficult exams, study complex legal systems, and survive the same pressure every law student faces. And now she is using that achievement for something even bigger.

Victoria says she wants to help people with disabilities and fight for greater inclusion and equality within society. Her story is not just inspiring because she became a lawyer. It is inspiring because it forces people to rethink the limits society places on others before they are even given a chance.

Sometimes progress looks like one person proving the impossible was never actually impossible at all.

With overflowing love and boundless gratitude, we reflect on the incredible life of Roxanne Heard Parker—a shining light whose warmth and kindness transformed the Ysleta ISD Special Education Department and touched the very soul of our entire district. Her spirit, vibrant and unwavering, has left an unfading mark on each of us, and her legacy of fierce advocacy, love, and compassion will forever echo in our hearts. Roxie’s presence was a blessing—a beacon of hope, dedication, and unwavering devotion that uplifted all she encountered, inspiring us to be better, to love deeper, and to dream bigger. Though her physical absence leaves a profound ache, her memory will continue to ignite our spirits and guide us. We will forever cherish the love she shared, the hope she kindled, and the extraordinary person she was. Roxie, your light will never fade—we will carry your legacy forward with love, honor, and gratitude, missing you dearly but forever inspired by you.
