A seasoned policy specialist, community organizer, and advocate for fairness, Dora has spent her career dedicated for transparency, accountability, and opportunity for all. Raised in the Lower Valley, Dora learned from her parents Raul, a retired auto mechanic and Dora a homemaker and arts and crafts vendor, the words that guide her life:
“El buen juez por su casa empieza” — A good judge begins by
setting an example at home. Her story is one of strength and resilience. After losing an eye as a child, Dora turned adversity into empathy and service using every challenge as motivation to help others find justice and dignity. She went on to graduate from UTEP and earn a postgraduate with a Master of Business from UOP. Dora has achieved a successful career at multiple levels of government and in the private sector, all while being an active and involved single mother. As former Chair of the Democratic Party, she led the win for the 2024 State Democratic Convention in El Paso and brought a multi-million-dollar economic boost to El Paso, proving leadership isn’t talk, it’s outcomes. Dora has served at the state and local government as a Chief of Staff and Senior Advisor, where her job was not politics, but execution. She has led and directed a Welfare-to-Work program, spearheaded the effort for government agencies to install long-denied water lines in Colonia Revolucion, and managed the Welcome Home 50th Commemoration honoring Vietnam veterans, turning recognition into action. She has consistently served on boards advancing healthcare, education, and working families. Most recently, Dora orchestrated the creation of both the City of El Paso Women’s Rights Commission and the County Women’s Rights Commission, turning advocacy into lasting institutional change. She serves her neighbors as Legacy Project Chair of the Las Palmas Neighborhood Association, where residents trusted her to secure grant funding for park improvements at Argal Park, resulting in approved funding for new pickleball courts. Dora remains deeply committed to her community through organizations that promote literacy, housing opportunity, and government accountability. Alongside her husband, Henry Rivera, she remains grounded in faith, family, and community.
