Driver: 62 –year old Rafaela Alamos Moraga of the 4500 block of Hellas Dr.

Special Traffic Investigators were called yesterday evening to a fatal collision involving a motorcycle and 2 vehicles. The preliminary investigation indicated 63 –year old Eartha Jean Jones was northbound in the center lane at the 10300 block of Gateway North Blvd. 20 –year old Abril Janeth Garcia made a right turn from Junction Ave., onto Gateway North, into the same lane. Jones and Garcia changed lanes into the left lane simultaneously, causing Jones to veer back to the center lane. As Jones attempted to make the lane change, her 2018 Can-Am Spyder Motorcycle collided with the 2003 Buick Century driven by Garcia. The collision caused Jones to be ejected from her vehicle and land in the lane of traffic. 62 –year old Rafaela Alamos Moraga was unable to avoid striking Jones as she was northbound in the center lane. Jones sustained life-threatening injuries and was transported to a local hospital where she was pronounced dead upon arrival. This is the 62nd traffic fatality of 2020, compared to 56 this time last year.

Press Release: Man Charged with Cruelty in Canine Death

Arrested: 32 –year old Alberto Cruz Bocanegra of the 1200 block of Ohio St.

Detectives with the El Paso Police Department’s Animal Cruelty Investigations Unit have charged 32 –year old Alberto Cruz Bocanegra with Cruelty to Animals after Bocanegra’s 2 –year old Australian Blue Heeler, Kira, endured a slow and painful death due to tick infestation. Bocanegra was previously given a warning after a neglect tip was received. Bocanegra failed to comply and upon follow up, Kira was found deceased in deplorable conditions, no water or shelter and temperatures above 100 degrees. A necropsy conducted by a veterinarian determined the cause of death to be tick anemia and Ehrlichiosis, a disease caused by tick infestation. Kira was found to have thousands of ticks on her body. Bocanegra was booked early this morning into the El Paso County Detention Facility on a $5000 bond issued by Jail Magistrate Myers.

Arrested: 26 –year old Patrick Von Ballester of the 400 block of Wenda Dr.

Investigators with the El Paso Police Department’s Gang Unit, the US Marshals Lone Star Fugitive Task Force and Texas Department of Public Safety arrested 26 –year old Patrick Von Ballester today on outstanding warrants stemming from an October 23rd incident. Officers with the Pebble Hills Regional Command were dispatched to the El Paso Draft House on George Dieter that night, on a subject disturbance. As an officer attempted to stop Ballester in the parking lot, Ballester reportedly drove his vehicle in reverse at a high rate of speed, narrowly missing the officer. Ballester proceeded to ram the patrol car, another vehicle in the parking lot, and the police car a second time before fleeing the scene at a high rate of speed. Ballester was booked into the El Paso County Detention Facility for Aggravated Assault against a Public Servant, Evading Arrest / Detention with a Vehicle and 3 traffic warrants. His bonds totaled $45,306.00. Bonds for the criminal charges, $30,000 and $15,000 respectively, were issued by Judge Serra.

Crime Stoppers of El Paso

Help solve a crime...

Last month, we began a new PSA called Crime Files, in partnership with the El Paso Police Department and Axess Multimedia. The segment aims to generate new leads on open murder cases and other violent crimes.

In our second installment of Crime Files, we look into the murder of Chester Charles "Chet" Woodward. A friend to many in the Kern Place entertainment district.

On the night of Wednesday, September 18, 2019, "Chet" Woodward had been visiting the Rockin' Cigar Bar at 226 Cincinnati Ave. Sometime after 10:30 p.m., Woodward left the bar to catch the streetcar to go home for the night. At 10:42 p.m., 911 received a call about a man that was unconscious on the street.

When police officers arrived, they found Chet Woodward stabbed. He was taken to the hospital but did not survive his injuries. Detectives from the Crimes Against Persons Unit located a security video that captured a man by the victim. Investigators believe the man to have critical information on the case.

Press Release: STEP Grant Boosts Traffic Enforcement


The El Paso Police Department is conducting a yearlong Selective Texas Enforcement Program (STEP), which began October 1st and will run through September 2021. STEP, a grant-funded program through the Texas Department of Transportation, focuses on traffic infractions such as seatbelt violations, driving while intoxicated, speed violations, distracted driving and intersection traffic control. All of which were found to be the top contributing factors in recent traffic fatalities. STEP will put an additional 20 officers on the streets on an overtime basis to enforce these, as well as, all traffic violations. This extra staffing is in addition to officers regularly assigned to enforce traffic. The goal of STEP is to reduce traffic collisions through enforcement.

Special Traffic Investigators continue their investigation into yesterday morning’s single-vehicle collision that claimed the life of another El Pasoan. The preliminary investigation indicated an unknown male was westbound at the 800 block of E. Cliff Dr. when he lost control of a 2003 Ford Expedition and collided with a rock wall. The driver fled the scene on foot, leaving his mortally wounded passenger behind. 31 –year old April Pedroza succumbed to her injuries and was pronounced dead on the scene. The investigation is on-going at this time and charges are pending against the driver. This is the 58th traffic fatality of 2020, compared to 50 this time last year.

Carjacking on I-10 Leads to Arrest

Victim: 36 –year old Maria Echavarria of El Paso
Victim: 29 –year old Chastity Santina Lewis of San Antonio, Texas

Crimes Against Persons was called late Thursday afternoon following a carjacking on I-10 East at Piedras. Investigators learned 36 –year old Travis Termel Harris of Universal City, Texas was driving through El Paso with a friend, 29 –year old Chastity Santina Lewis of San Antonio, Texas. Harris was reportedly driving erratically in a Ryder moving truck, swerving in and out of traffic, when he collided with a Mitsubishi Montero. The driver of the Montero, 36 –year old Maria Echavarria, pulled the vehicle over to the freeway shoulder following the collision. As Echavarria retrieved her documents from her glove compartment, Harris approached the vehicle, opened the driver side door and forcefully pulled Echavarria out of the car. Echavarria was still partially seat belted as Harris gained control of the car and began to drive away, dragging Echavarria along the roadway. Harris then kicked Echavarria on the chest, causing her to roll and hit her head on the pavement, as Harris fled the scene in the Montero. Echavarria sustained multiple injuries and was transported to a local hospital for treatment. Responding officers also learned Lewis had been assaulted by Harris as well, just minutes before the carjacking. Lewis told investigators Harris punched her in the head and neck after a verbal argument. Harris was soon located after the Montero was found abandoned a short distance from the scene. Harris was taken into custody and charged with Aggravated Robbery and Assault. He was booked into the El Paso County Detention Facility on bonds, issued by Jail Magistrate Myers, totaling $305,000.

Special Traffic Investigations was called yesterday morning to assist Pebble Hills Regional Command officers with a two-vehicle collision involving a fatality. Investigators learned 45 –year old Claudia Del Hierro was northbound at the 3300 block of Lee Blvd., stopped at the red light. 74 –year old Frederick Martinez was also northbound on Lee, behind Del Hierro. As Martinez approached the intersection, he failed to brake or slow down. The Chevrolet Colorado Martinez was driving collided into the rear of Martinez’s Yukon, causing the Colorado to roll on its side. Martinez sustained mortal injuries and was pronounced dead on the scene. Del Hierro sustained serious injuries and was transported to a local hospital where she remains in critical, but stable, condition. Investigators learned Martinez was reportedly intoxicated before leaving his residence that morning. They believe speed and alcohol are contributing factors in this collision. This is the 57th traffic fatality of 2020, compared to 49 this time last year.

Arrested: 35 –year old Samad Keller

Investigators with the multi-agency Lone Star Fugitive Task Force received information an armed and dangerous fugitive from justice was believed to be in the El Paso area. 35 –year old Samad Keller was wanted out of Broome County, New York for a Felony Assault warrant stemming from a 2015 shooting. Members of the El Paso Police Department’s SWAT Team and the Lone Star Fugitive Task Force located Keller Tuesday afternoon at the 5400 block of Viceroy Dr. Keller was taken into custody and booked into the El Paso County Detention Facility on a Fugitive from Justice warrant, awaiting extradition to New York.

Detectives with the El Paso Police Department’s Animal Cruelty Investigations Unit have arrested 24 –year old Chevance Smith on the charge of Bestiality, a state jail felony. ACIU was called on October 3rd after a witness discovered Smith engaged in sexual contact with an 8-month-old female Boxer/ Pit Bull mix breed dog. A subsequent examination by a veterinarian found the canine had suffered genital injuries and trauma consistent with the contact observed by the witness. Smith was booked into the El Paso County Detention Facility on a $7,500 bond issued by Jail Magistrate Estrada.

Crimes Against Persons were called Sunday afternoon to the Wyndham Hotel on Airway Blvd after a 2 year old male was abducted from the swimming pool area of the hotel by 20 –year old Lianna Martinez. Martinez, the biological mother of the victim, reportedly hid by a secured gate, waited for the gate to open and slipped onto the property to abduct the child. Martinez’s parental rights were legally terminated earlier this year, however, a court order allows her to have designated, supervised visits with the child. Investigators believe Martinez was tipped off regarding the child’s whereabouts that day, as the child was visiting extended family at the hotel. After snatching the child and ignoring pleas from family members, Martinez fled the scene at a high rate of speed. She was located a short time later at the 1900 block of Raynor St where she was taken into custody and charged with Kidnapping. The child was found unharmed and returned to his legal guardians. Martinez was booked into the El Paso County Detention Facility on a $500,000 bond issued by Jail Magistrate Priddy.

Investigators with the El Paso Police Department have charged 40 –year old Ivan Esparza and 33 –year old Grecia Sanchez with multiple charges relating to a string of trailer thefts and other offenses that occurred in the east and lower valley areas of the city. Area TAC officers worked in cooperation to investigate multiple incidents involving the thefts and burglaries of vehicles. Esparza was booked into the El Paso County Detention Facility on Unauthorized Use of Motor Vehicle, (2) counts of Burglary of Vehicle, (3) counts of Theft O/$2,500 – U/$30,000 and (2) counts of Theft O/$750 – U/$2,500. His bonds totaled $64,000. Sanchez was booked on Theft O/$2,500 – U/$30,000, and (2) counts of Theft O/$100 – U/$750 (enhanced due to previous convictions). Her bonds totaled $4,100.

21 –year old Shawnson Lacour Nixon was arrested Friday for Theft of Service (O/$2,500 – U/$30,000) and booked into the El Paso County Detention Facility on a $20,000 bond issued by Judge Horkowitz. Detectives with the Pebble Hills Regional Command sought a warrant for Nixon’s arrest after a police report, filed in August, indicated Nixon wrote over $10,000 in bad checks to a cleaning company he secured services for. Nixon reportedly hired the company in June 2020 to clean and perform small jobs at a building located at 10726 Chert St. Nixon repeatedly paid the company for services with checks that were returned unpaid. After several attempts to collect, the company filed the report against Nixon.

The El Paso Police Department’s Gang Unit, working jointly with Texas DPS Troopers and members of the EPPD SWAT team, arrested 3 known gang members on Wednesday. 24 –year old Thomas Hong was wanted out of the 34th District Court for Evading Arrest or Detention with Motor Vehicle and was taken into custody at 1830 George Dieter Dr. He was also charged with misdemeanor Possession of Marijuana. 28 –year old Letre Lee Bell and 34 –year old Leonard Strickland, both wanted for parole violations, were taken into custody at the 1500 block of Larry Watkins Dr. All three were booked into the El Paso County Detention Facility on various bonds.
