• I-10 Eastbound will be reduced to one lane for approximately a half mile between the North Mesa Overpass and the Resler Overpass.
Crews will be conducting structural bridge work. [Map 1]

• I-10 Eastbound will be completely closed at the Sunland Park Exit Ramp (Exit 13).
Detour: Motorists will exit at Sunland Park (Exit 13) and be detoured onto North Mesa Street (SH 20), and will be able to re-enter I-10 from Executive Center Boulevard. [Map 3]
Crews will be conducting structural work on the westbound Paisano Drive (US 85) Bridge over I-10.

• North Mesa Street (SH 20) will be completely closed in both directions between North and South Desert Boulevard frontage roads.

Crews will be installing bridge deck panels on the I-10 Overpass at North Mesa Street (SH 20). This marks the first of three phases that will transform the I-10 Overpass at North Mesa Street (SH 20).

Crews will be setting steel beams into place at the Resler Flyover Ramp.

Traffic Updates:

The Border West Expressway has many exciting things happening across the 7 mile long project.
Please take note of the list below and travel safely.
• Starting Monday, December 5 at 9:00 p.m. until Friday, December 23 at 5:00 a.m., Delta Drive will be completely CLOSED between from San Marcial Street to Coles Street.
This closure is needed to safely construct the bridges and connectors in the area.

• The eastbound right lane on Paisano Drive will be closed nightly from 7:00 p.m. to 5:00 a.m. starting Wednesday, December 7 until Friday, December 9. This closure will be between Park Street and Coles Street and is needed to relocate gas lines.

• Paisano Drive will be closed nightly from 9:00 p.m. to 5:00 a.m. between San Francisco Street to Spur 1966 on the following days.
Saturday, December 3 through Monday, December 5
Wednesday, December 14 through Friday, December 16

• There will be a rolling lane closure on eastbound I 10 in increments next week. This closure will be between Sunland Park Drive and Schuster Ave. Please make note of the following dates and times this will occur.

Why: The intent of the meeting is to empower impacted tenants and property owners with useful information and provide them with the opportunity to ask questions and share their concerns.

More information below:
The City has identified a site immediately south of the Convention Center for the master planning area of the $180 million Multipurpose Cultural and Performing Arts Facility – one of three signature projects approved by voters as part of the 2012 bond program.
The City will not acquire all properties within the master planning area. The goal is to impact the fewest number of properties possible for the MPC and its access points. The actual footprint of the proposed facility is located on one and a half blocks from South Santa Fe Street south to Paisano, west to the alleyway before Leon Street, up the alleyway to West Overland Avenue and east to South Santa Fe Street.
Additional community meetings with tenants and property owners will be scheduled throughout the land acquisition process.
The site was one of three identified in a Site Evaluation Report developed by HKS, as part of an urban planning contract awarded to them by El Paso City Council in December 2013. In 2014, HKS launched a community outreach campaign to provide the public with opportunities to offer input for the Site Evaluation Report. The outreach campaign included a public planning kick-off event followed by six public outreach workshops and community project briefings that were held between February 2014 to January 2015.

• A left lane on I-10 in both directions will be closed for approximately a half mile at the North Mesa Intersection.
Crews will continue work on temporary shoring walls. This area will continue to be the focus of intense work for another eight months or more. This work is the first of three phases at the I-10/Mesa interchange. [Map 1]

Monday, Nov. 21 or Tuesday, Nov. 22 (exact date is to be determined)

• I-10 Westbound will be completely closed at the Sunland Exit Ramp (Exit 13). Detour: Traffic will exit I-10 West at Sunland Park (Exit 13) and re-enter I-10 West prior to the Sunland Park Overpass.
• I-10 Eastbound will be completely closed at the Sunland Exit Ramp (Exit 13). Detour: Traffic will be detoured onto North Mesa Street (SH 20).
Crews will be pouring concrete deck onto the new Paisano Drive (US 85) Bridge over I-10. [Map 3]

• The Resler Entrance Ramp to I-10 Eastbound will be closed.
Motorists should use an alternate entrance ramp to I-10 Eastbound, such as the Sunland Entrance Ramp or the North Mesa Entrance Ramp. Crews will be removing an illumination pole. [Map 2]

We are so excited for TopGolf to come to El Paso! Council voted unanimously on Tuesday for the TopGolf Entertainment Facility that will bring more than 500 jobs to El Paso! This $15 million private investment will break ground in the coming months and will be located on the Westside of El Paso at the Monticello Development! City leaders approve incentives to aid in development of Topgolf entertainment complex
Expansion to spur economic growth in El Paso

EL PASO, Texas – On Tuesday, the El Paso City Council approved a Chapter 380 incentive agreement that will aid in the development of a Topgolf entertainment facility that will spur more than $15 million in private investment.

Per the agreement, Topgolf is eligible for a 75% city real and property tax rebate totaling $1.7 million, a 75% city sales tax rebate totaling $3.4 million, and a 100% rebate on certain building and planning fees up to $34,000.

“As Mayor of El Paso I am proud to welcome Topgolf to our community,” said Mayor Oscar Leeser. “Their expansion efforts will bolster new economic development opportunities that will strengthen our economic climate. Today’s announcement is another example of how El Paso is open for business, and how the City Council is committed to improving our quality of life amenities.”

Topgolf brings together the fun of golf in a unique environment that includes a chef-driven food and beverage menu, music, and games. Topgolf currently has 29 venues worldwide that serve 13 million guests annually, spurring economic development opportunities in the cities where they reside.

“We are excited that El Paso will be home to an attraction like Topgolf,” said City Manager Tommy Gonzalez. “This entertainment complex will not only improve our overall quality of place, but it will also be a catalyst for growth. We view this expansion as an economic development milestone that will bring great opportunities to both the City of El Paso and the Topgolf brand.”

Topgolf is expected to break ground in the coming months at the Montecillo development in El Paso’s westside. Once open, Topgolf is expected to hire more than 400 people.

These efforts support the City’s strategic goal to create an environment conducive to strong, sustainable economic development.

City launches website, social media campaign to keep public informed

EL PASO, Texas – The City of El Paso is devoting a section of its website to provide an avenue for informing the public about the development of the arena project.

The $180 million Multipurpose Cultural and Performing Arts Center, or arena, approved by the voters as part of the 2012 Quality of Life Bonds will provide a venue for athletic, performance, cultural and recreational events in the heart of El Paso’s Downtown.

The process to begin negotiations to acquire land in downtown for the development of an indoor arena was approved by City Council earlier this week. Community meetings are being scheduled to provide impacted property owners and tenants with the opportunity to discuss the land acquisition process and the development of the arena. The arena design process will involve additional public meetings.

The arena master planning area is bounded by West San Antonio Avenue, South Santa Fe Street, West Paisano Drive and Leon Street. The City will not acquire all properties within the master planning area – only the smallest area needed for the arena.

The City has identified a total of 22 properties for the arena footprint. Out of those parcels five are vacant or surface lots, seven are commercial, seven are residential and two are city owned. The project design professionals will be asked to incorporate the city’s existing fire stations, the Police Area Representative station, and the Firefighters Memorial Park into the arena development.

Streetcar Update:

Lane Closures on Kansas Street

Motorists may encounter intermittent daytime lane closures on Monday, September 26, and Tuesday, September 27, 2016, on Kansas Street between Missouri Avenue and Overland Avenue. At least two southbound lanes will remain open on at this time.

Beginning on Thursday, September 29, 2016, Kansas Street will be down to one southbound lane between Franklin Avenue and Mills Avenue. Additionally, Main Drive will be reduced to one lane in each direction at this time.
