Mission: MICC-Fort Bliss and the 919th CBN provides the 1st Armored Division and other Fort Bliss tenant activities with disciplined and responsive contracting solutions and oversight. On order, the 919th CBN provides trained and deployable Contracting Support scalable to the Operating Force needs.

MICC Leaders on Project Inclusion

Project Inclusion is the Army’s holistic effort to enact initiatives that promote diversity, equity and inclusion, which begins by listening to Army Soldiers, civilians and families. It gives voice to our teammates as the Army undertakes a comprehensive effort to identify any bias and mitigate it. On 07 August, MICC Fort Bliss and the 919th Contracting Battalion had the pleasure of promoting its very own Staff Sergeant Cheryl Hood to the rank of Sergeant First Class! She has been the backbone of the Battalion since her arrival and will continue her great work. The ceremony was held by a small group of 919th personnel adhering to the mandatory social distancing and wearing of mask while the unit gathered on MS Teams to watch. We are so very proud of you! Continue to Be Great!

It’s been a great month for the 919th Contracting Battalion (CBn) of MICC Ft. Bliss, and the United States Army. Along with the return of HQ 919th from Afghanistan we are also blessed to celebrate the frocking of MICC Bliss’s most Senior NCO to the rank of SGM. SGM Rachel Y. Harris was frocked on 26 June 20 and will continue to serve as the Battalion Sergeant Major for the 919th CBn. She was joined by her Parents Mr. Otho and Ms. Sofia Andrews along with her special guest BG (RET) Michael D. Hoskins and CSM (RET) Gerald Wright on this joyous occasion.

On 12 May 2020, LOGCAP, in support of Fort Bliss’s COVID-19 response efforts, was expanded to provide temporary facilities at McGregor Base Camp for Army Reserve and National Guard units to conduct mobilization training simultaneously with the required 14-day quarantine. The effort to execute training while in quarantine creates efficiencies by reducing the amount of days mobilizing units are required to remain at Fort Bliss prior to deploying to support mission around the world. On 18 May 2020, members of 919th CBn conducted a site inspection to ensure the LOGCAP services were fully operational. The services that were inspected includes life support areas, pest management, power generation, and fire protection services. The services were verified fully operational by MAJ Gholston, the Administrative Contracting Officer.

During the week of 12-18 May 2020, MICC-Fort Bliss, TX conducted several planning sessions in preparation for transitioning the workforce from telework to re-occupying the office.
When the COVID-19 pandemic became a major concern across the United States in early March 2020, MICC-Fort Bliss transitioned to a full-time telework policy where 90% of the workforce continuously worked from home in order to reduce the risk of a disease spread within the office. As the pandemic continues and the United States begin to implement plans to re-open businesses, MICC-Fort Bliss is now creating a structured approach for the workforce to transition back to an office work environment. The overarching plan consists of bringing the workforce back in increments while implementing a policy to reduce risks of disease spread. Some examples of the various topics the policy will include are: the wearing of facial masks within the office, social distancing guidelines, daily cleaning of common areas, daily temperature checks of all employees, and leveraging virtual meeting software for collaboration instead of physical meetings.

On 08 Apr 20, GEN Garrett, FORSCOM CG, conducted battlefield circulation at FOB Westbrook in order to conduct a quality of life check for quarantined guests. During the visit, he received an Operational Overview of FOB Westbrook followed by a site tour. BG Eichburg, 1AD Acting Commander, COL James, Fort Bliss Garrison Commander, 1/1 ABCT Leadership, MICC-Fort Bliss leadership and QAs all participated in the event.

In an address to the MICC workforce, Brig. Gen. Christine Beeler, Clay Cole and Command Sgt. Maj. Chantel Sena-Diaz stress the importance of April being Sexual Assault Awareness and Prevention Month. The ceremony recognized over 20 outstanding CORs from 15 different requiring activities. The ceremony was attended by supervisors from our supported activities. CORs had the opportunity to share best practices in Contract Management. Opening comments focused on the critical role of the COR to ensure proper contract oversight.

On 21 February 2020, 919th CBn/ MICC – Fort Bliss conducted a Black History Month Observance and Potluck in order to celebrate Black achievements in the United States.
During the event, guest speaker Mr. White from the Buffalo Soldiers Motorcycle Club of El Paso, TX provided a presentation where he discussed the formation and contributions of the U.S. Army Buffalo Soldiers. SFC Temblador is an Administrative Contracting Officer (ACO) in the RCC-A CCAS Division. SFC Temblador currently serves as the NCOIC of the 609th Contracting Team from Fort Bragg, NC. On 15 and 22 January 2020 the 919th CBn conducted two iterations of diagnostics and NCOIC/OIC certifications in a two-phased, two day event. Back in March of 2019 the 919th CBn began preparing for the ACFT by sending MSG Cueto to receive Level 2, which is now called “NCOIC/OIC”, certification. MSG Cueto brought certification and lessons learned to the CBn where training began. The intent of this first set of diagnostics was to identify events that personnel would pass and fail. After additional training is completed, the second set of diagnostics will determine the highest achievable score from each individual.

On Thursday, 23 January 2020 the 919th CBn presented SFC Jeremy Zelbst with the Joint Service Achievement Medal (JSAM) due to his support of the Arizona Sector Border Wall reinforcement mission, IAW Presidential Priorities. Given only a 72 hour notice, SFC Zelbst deployed to Arizona and established a Regional Contracting Center where he provided contract support for more than 1,500 service members and federal employees over the duration of 4 months. His actions were instrumental in accomplishing the mission.

On 22 January 2020, Regional Contracting Center-Afghanistan with the 609th CT hosted a Contracting Officer Representative (COR) Summit in Kandahar. A great forum to share best practices in contract management and receive group training on procurement fraud, quality assurance surveillance and combat trafficking in persons (CTIP).
