The City of Elgin is advancing a redevelopment agreement to transform the long-vacant building at 61–65 S. Grove Ave. into a mixed-use project with ground-floor commercial space and second-floor apartments.

The proposed $5.1 million investment includes structural stabilization, historic façade preservation and Central Area TIF assistance. Final approval is anticipated later this month.
