05/18/2026 Question: "Are 'golf carts' allowed on Village Streets?"

Answer: Mostly yes, pursuant Village Ordinances in EM10-1-48. Some restrictions include:

-Must be a "golf cart" and not be an ATV, UTV, LSV (low-speed vehicle or other vehicle requiring registration under Wisconsin Statutes). ATVs, UTVs, and LSVs are allowed, but under different restrictions in Village Ordinances.

-Must remain slower than 25 MPH

-Only allowed on ‘Village Streets’ (possible exclusion of CTH H/Holly Avenue and USH 12/Menomonie Street?)

-May cross a “state trunk highway”

-May only operate during daylight hours

-Must have a “Slow Moving Vehicle” sign

-Must have headlight and tail lamp operational when in use

-Must have “reflectorized tape strips” on the sides

-Must conform to manufacturer specs; no other modifications

-Must operate single-file on the far right side of the street and yield to other traffic

-Must have liability insurance

-Must not be unattended

-Operator must have a valid driver license

-Must not operate in parks or other Village-owned properties without prior Village Board approval

-Must not operate on private property without consent of the property owner

05/18/2026: Elk Mound Police have fielded a report of a juvenile going door-to-door in the Village, asking for money; a resident reports concern for the juvenile's safety as the juvenile went into at least one residence uninvited.

Elk Mound Police would like to provide safety resources like KidSmartz https://www.missingkids.org/education/kidsmartz which can provide safety tips for our youth.

Applications are now being accepted to fill a new position: the Part-Time Police Administrative Assistant for EMPD.

Position Summary:
The Part-Time Police Administrative Assistant provides general administrative, clerical, and customer service support to EMPD. This role is responsible for many administrative aspects of law enforcement work, including interacting with the public, document and records management, records processing, and general office coordination; the Part-Time Police Administrative Assistant ensures efficient, accurate, and professional office operations in support of law enforcement services. This position requires a high level of discretion due to exposure to confidential and sensitive information.

Type of Opening:
Part-Time, averaging approximately 10 hours per week, varied based on EMPD needs

Position Responsibilities:
The Part-Time Police Administrative Assistant will assist EMPD with administrative aspects of law enforcement work (including, but not limited to):

• Completing police report data entry, maintaining accurate records management practices, and the importation of data from outside sources

• Completing transcription of audio recordings into police report narratives

• Completing records requests: Freedom of Information Act (FOIA) public records requests, EMPD Policy 804 compliance, compliance with public records and property duties pursuant Chapter 19 of the Wisconsin Statutes, forwarding reports to outside agencies, and forwarding approved reports to prosecutors (Village Attorney and District Attorney)

• Completing parking citation data entry and tracking, including working in the Traffic Violation and Registration Program (TVRP)

• Completing Use of Force and Death (UFAD) tracking and monthly reporting to the Department of Justice (DOJ), including filing “zero reports” (if no qualifying incidents took place)

• Completing National Incident Based Reporting System (NIBRS) tracking and monthly reporting to the DOJ, including filing “zero reports” (if no qualifying incidents took place)

• Completing Search Warrant tracking and monthly reporting to the DOJ, including filing “zero reports” (if no qualifying incidents took place)

• Completing pursuit tracking and reporting as required to the DOJ, including filing “zero reports” (if no qualifying incidents took place)

• Assist with monthly reporting of EMPD activities to the Elk Mound Village Board

• Completing background checks: Adoption / foster records requests, outside agency requests, FBI U21 requests, ATF records inquiries, Village Alcohol Operator License background checks, and Village Transient Merchant background requests, as determined by the Chief of Police

• Maintaining supply management: administrative analysis and tracking for equipment (uniforms, tools, forms, etc.), evidence collections items (bags, labels, boxes, etc.), general office supplies (pens, paper, ink, DVDs, etc.), ensure PBT calibration and tracking

• Assist the Evidence Custodian: evidence purging, evidence tracking and control, evidence forwarding to the appropriate crime lab, complete an annual evidence audit, act as a safety officer for sensitive evidence, and a “drug take back event” coordinator

• Completing Public Relations: able to handle general questions to EMPD, including referrals to local ordinances, state laws, federal laws, or other resources
• Assist with scheduling and coordination of EMPD activities based on upcoming events and total calls for service

• Completing grants, to include applications, tracking, reporting and closing

• Completing Preliminary Breath Testing (PBT) Administration

• Completing Facebook / social media management, to include long-range planning for soft news and instant entry for urgent events impacting the community

• Completing fingerprinting as needed

• Maintains strict confidentiality when handling sensitive information, reports, and photographs; this role includes exposure to sensitive or graphic information related to law enforcement activities

• Performs other duties as assigned to support EMPD operations

Salary:
$18 per hour

Minimum Qualifications:

• Minimum Age: 18

• United States citizen

• Good driving record, with valid driver’s license; some travel may be required

• Good verbal and written communication skills with clear and concise speech

• Ability to handle several tasks simultaneously

• Able to adapt to multiple and concurrent deadlines

• Ability to perform essential functions of this position, to include the ability to accomplish the above-listed position responsibilities

• Previous experience in law enforcement records management preferred

• Able to work occasional evenings, weekends, and holidays

• Knowledge and skills in operating basic office equipment (phones, fax, copier, document scanner) in concert with law enforcement computer systems; preference will be given to those with the Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) certifications, experience working with Microsoft Office365 and related programs, and other computer programs to include (but not be limited to): Badger TraCS (Traffic and Criminal Software), Mobile Architecture for Communications Handling (MACH), eTIME, the Zuercher Central Square records management system, and Lexipol policy platform software.

• Must be able to obtain a CJIS certification for criminal justice information handling and data entry upon hire.

• Must not have any felony convictions, domestic abuse convictions, or other criminal convictions, which would preclude obtaining a CJIS certification.

• React quickly and effectively to stressful situations

• Must be able to lift up to 50 pounds, depending on evidence needs

• Must be able to provide courtroom testimony following Brady and Giglio standards; must not be previously dismissed from any public service for just cause.

• Free of any physical, drug, substance abuse, or mental health conditions which would prevent anyone from performing any of the essential job responsibilities listed above

• Able to complete a satisfactory pre-employment background investigation

• Able to complete a 780-employment hour initial probationary period

• Able to follow standards set forth in EMPD department policy and the Village of Elk Mound Personnel Manual

Education Requirements: High school diploma; able to accurately and effectively read, write, and understand the English language. Additional coursework or experience in office administration is preferred.

DRUG TAKE BACK DAY: On Saturday, 04/25/2026, from 8am to Noon, Elk Mound Police will be hosting a drug take back event at EMPD, 206 E Menomonie Street in the Village of Elk Mound.

Prescription and over-the-counter medications may be disposed of at Drug Take Back Day collection events, including at EMPD; pet medications are also accepted. You may dispose of solid, non-liquid medication(s) by removing the label or blacking out personal information on the label of the plastic pill container or by putting the medication into a clear sealable plastic bag. Liquid medications may be disposed in the original packaging. Blister packages without the medications being removed are also acceptable. V**e pens are accepted with the batteries removed. Dispose of any items properly to keep them out of our waste facility, groundwater, or even the wrong hands!

REQUEST FOR INFORMATION: On Friday, 04/10/2026, at approximately 4:30 P.M., law enforcement responded to Interstate 94 at the South Holly Avenue overpass (CTH H) in the Village of Elk Mound, for the report of suspects throwing an object off of the bridge and striking a passing vehicle.

Suspects were reported to be older male teenagers, on foot, with one wearing a red shirt and one wearing a gray shirt.

EMPD is continuing our investigation; anyone with information is asked to leave a message on the EMPD Patrol Office Phone (715) 879-4411.
