The Howard County State's Attorney's Office recently held an all-staff meeting focused on communication, professional development, and supporting the well-being of our team.

State's Attorney Rich Gibson shared updates on the future of the office, including his continued leadership following the close of the election filing period. He also discussed the importance of mental health and wellness in the legal profession and highlighted several creative initiatives designed to support staff during particularly stressful times.

In addition, Mr. Gibson provided updates on personnel changes within the office, recognizing valued staff members who are preparing for retirement, celebrating recent promotions, and discussing upcoming opportunities as vacancies arise.

The meeting also featured a special presentation by Thomas DeGonia of the Maryland Attorney Grievance Commission's Office of Bar Counsel. Mr. DeGonia provided our prosecutors with an informative overview of the Office of Bar Counsel, its role and responsibilities, available resources for attorneys, recent case and complaint trends, and the Maryland attorney disciplinary process.

Our prosecutors were engaged throughout the presentation, asking thoughtful questions and participating in a productive discussion about professional responsibility and ethics in the practice of law.

Members of the Howard County State’s Attorney’s Office were honored to participate in Friday: Day of Awareness at Howard County Medical Center, a meaningful event that brought together healthcare professionals, community organizations, and advocates committed to reducing violence and supporting those impacted by it.

Our team had the opportunity to speak with hospital workers, learn more about the important services available to patients and families, and connect with fellow community partners, including RISE (Resilience in Stressful Events) and BERRT (Behavioral Emergency Rapid Response Team).

Events like these highlight the power of collaboration and the critical role that healthcare providers, victim advocates, first responders, and community organizations play in promoting healing, resilience, and safety.

Thank you to the organizers for the invitation and for bringing together so many dedicated individuals and organizations working to make a difference.

Inspiring the next generation of Prosecutors!

Assistant State’s Attorney Kendall Goldsten recently spent the day at Greencastle Elementary School participating in Career Day, where she spoke with six different classes of enthusiastic 3rd, 4th, and 5th grade students.

During her presentations, she shared what it takes to become a prosecutor, discussed her educational and career path, and explained the important role prosecutors play in the justice system and in serving the community.

The students asked thoughtful questions and were eager to learn about careers in law and public service. Opportunities like Career Day help young people explore future possibilities and understand the many ways they can make a difference in their communities.

Last week, Howard County State’s Attorney Rich Gibson joined C4 and Bryan Nehman to discuss the sentencing of 19-year-old Emmetson Zeah, who was sentenced to Life Without the Possibility of Parole plus 70 years for the fatal shooting of two teenagers outside The Mall in Columbia in February of 2025.

During the interview, Rich also addressed ongoing concerns surrounding the Department of Juvenile Services and discussed the potential impact of the Maryland Youth Charging Reform Act, which is set to take effect in October 2026. The conversation explored how changes to the law could affect accountability, public safety, and the prosecution of serious juvenile offenses.

Please join us in welcoming Michelle Martinez to the Howard County State's Attorney's Office.

Michelle is a dedicated professional with a strong commitment to public service, operational excellence, and making a positive impact in the community. She is passionate about using her research and analytical skills to help advocate for others and support the pursuit of justice.

Prior to joining our office, Michelle worked as an Appraiser Coordinator at an appraisal services company in Ellicott City, completed seasonal work at a nursery, and gained additional customer service experience working in retail. She also interned with the Frederick County State’s Attorney’s Office, where she conducted legal research and assisted with organizing case files, evidence, and confidential materials.

Michelle earned her Bachelor of Science in Criminal Justice from Towson University and brings with her valuable educational and practical experience that has prepared her well for her role as a paralegal in our District Court Unit. She is familiar with legal terminology, criminal case preparation, legal document review, and has observed court hearings and trials while supporting attorneys throughout the legal process.

We are excited to have Michelle as part of our team and wish her continued success in this next chapter of her career!

The Howard County State’s Attorney’s Office extends warm wishes to all who are celebrating Eid Al-Adha.

Eid Al-Adha is a holiday observed by Muslims around the world to honor the devotion and obedience of Prophet Ibrahim to God. It is a time centered on faith, charity, sacrifice, family, unity, and reflection, as well as the Hajj pilgrimage to the holy city of Mecca.
