City of Elmhurst The City of Elmhurst form of government was established by referendum in 1953.

The City of Elmhurst is committed to provide Responsive and Superior governmental services in an Environment of Respect in order to protect and enhance the Quality of Life of those who live, work, visit or conduct business in our community. The referendum established Elmhurst's Council/City Manager form of government in a specific fashion wherein two Council members are elected in each ward of the

city and with a Mayor, Clerk and Treasurer elected at large. The legislative responsibilities and policy setting authority of the City of Elmhurst rests in the City Council which consists of fourteen (14) aldermen representing the seven (7) wards of the City of Elmhurst. The Council, through its power to pass ordinances; approve the budget; levy taxes; award contracts; appoint certain city officers, committees and commissions, directs the course of the City government. City Council meetings are formal, with the Mayor acting as presiding officer, and follow Elmhurst ordinances relative to procedures and Robert's Rules of Order relative to parliamentary process. The City Council has direct control over the City Manager and the City Attorney, the two employees of the city who are appointed by the Mayor with the consent of the City Council. The City Manager directs and controls the efforts of all other full-time and part-time employees of the city. The municipal government in Elmhurst is a multi-service organization, providing a variety of services designed to meet the public needs. The City Manager interacts with the head of each department to formulate and direct operational procedures. City administrators are readily available to the public and welcome the opportunity to meet with Elmhurst residents. The goal of the City management is to provide the best possible services to the public.

Regular refuse and yard waste collection begins tomorrow. As storm cleanup continues, please remember that tree debris from private property is the responsibility of the homeowner. To be collected with your regular refuse and yard waste service, small branches must be cut, properly bundled, and prepared in accordance with City guidelines. Larger limbs and damaged trees may require removal by a private tree service.

A Severe Thunderstorm Watch is in effect for our entire area until 2:00 PM this afternoon. The primary threat is destructive winds (some of which could be in excess of 80 mph). Tornadoes may occur, as well.

Have multiple ways to receive warnings and a plan to quickly get to shelter if needed.

Throughout his tenure, Jim helped guide Elmhurst through significant growth and lasting improvements that will benefit residents for years to come.

The Elmhurst Fire Department encourages older adults who live alone, have a disability, or mobility issues to consider participating in the Knox Box Program, a secure emergency access system designed to help firefighters and paramedics quickly enter a building during an emergency without causing unnecessary damage to doors, windows, or locks.

City crews continue to make steady progress responding to storm-related impacts throughout Elmhurst, including clearing debris from public streets and parkways.

As recovery efforts continue, here are a few reminders for residents: If you have tree limbs, from public trees only, in the public parkway (between the sidewalk and street) please submit a request through Elmhurst Connect so City crews can respond. Tree debris from private property remains the responsibility of the homeowner. Regular refuse and yard waste collection resumes Wednesday, July 29. Small branches may be bundled for regular yard waste collection in accordance with City guidelines, while larger limbs may require removal by a private tree service.

Residents still without electrical service should report outages directly to ComEd and monitor restoration updates through the utility provider. Please continue to use caution around damaged trees and downed power lines, and call 911 for emergencies.

Thank you for your patience and cooperation as recovery efforts continue. We recognize the inconvenience these storms have caused for many residents and appreciate the community's support as City crews continue working across Elmhurst. IL RT 83 is closed between North Avenue and St. Charles Road (both northbound & southbound). IDOT is on scene.

Palmer Drive Underpass is closed between Schiller St and S. York Street. Public Works is on scene.
