The Chemung County Sheriff's Office is a full service law enforcement agency with approximately 142 members and an annual budget of approximately $15 million. The Sheriff's Office is comprised of four divisions: Community Services/Civil, Corrections, Criminal Investigation Division and Police Services. The Sheriff's Office also has a Corrections Emergency Response Team (CERT) and a Special Services Unit (SSU), a Community Resource Officer Program (CRO), a DWI Officer Program, a K-9 Program, as well as several other community based programs that enhance the agency's ability to adequately service the citizens of Chemung County.

The Chemung County Sheriffโ€™s Office announces the arrest of 30-year-old SEAN M. RIBBLE, for Grand Larceny in the 3rd Degree and Criminal Possession of Stolen Property in the 3rd Degree, which are both Class D Felonies, and Criminal Mischief in the 3rd Degree, a Class E Felony.

On August 27, 2026 at 8:25 A.M., the Chemung County Sheriffโ€™s Office Road Patrol was dispatched to a business in the Town of Big Flats, for a larceny report. It was reported that a locked toolbox on a construction contractorโ€™s equipment trailer was broken into, and approximately $7,800 worth of power tools, welder, generator and other miscellaneous equipment and material were stolen. The Criminal Investigation Division was made aware and took over the investigation.

During the investigation, investigators developed a suspect who resides in the City of Elmira. Investigators responded to the suspectโ€™s residence where an initial interview took place and admissions were made regarding involvement in the larceny. A subsequent search resulted in the recovery of all of the stolen tools and material. All of the property was subsequently returned to the owner.

RIBBLE was arrested for the above charges and arraigned in the Town of Big Flats Court. RIBBLE was released on his own recognizance and is scheduled to appear in the Town of Big Flats Court at a later date.

The Chemung County Sheriffโ€™s Office announces the arrest of 39-year-old LEE R. DEWERT, of Elmira, New York, for Criminal Possession of a Controlled Substance in the Third Degree, Methamphetamine With Intent to Sell, a Class B Felony, in violation of the New York State Penal Law.

On August 25, 2026, an Investigator and Deputy from the Chemung County Sheriffโ€™s Office conducted a field interview in the City of Elmira on DEWERT, who was known to have an active Superior Court Warrant out of the City of Elmira Court for dangerous drugs.

Upon being searched subsequent to arrest, DEWERT was found to be in possession of a large quantity of Methamphetamine, illicit narcotic equipment and a sum of US currency.

DEWERT was processed and arraigned in the City of Elmira Court and remanded to the Chemung County Jail due to the active Superior Court Warrant.

The Chemung County Sheriffโ€™s Office announces the arrest of 45-year-old YANCEY L. SNYDER, of Gillett, Pennsylvania, for Assault in the Second Degree, a Class D Felony; Driving While Intoxicated/Refusal, a Class D Felony; Resisting Arrest, a Class A Misdemeanor; and Obstructing Governmental Administration, a Class A Misdemeanor.

On August 21, 2026, the Chemung County Sheriffโ€™s Office Road Patrol Division conducted a traffic stop on a motor vehicle in the Town of Southport, where SNYDER was identified as the lone operator. During the course of the investigation, it was determined that SNYDER was under the influence of alcohol. SNYDER was asked to exit the motor vehicle; however, he failed to do so. SNYDER was subsequently removed from the vehicle, and during the course of SNYDER being removed from the vehicle, a Deputy from the Sheriffโ€™s Office sustained physical injuries.

The Chemung County Sheriffโ€™s Office Criminal Investigations Division was notified of the investigation and assisted with the investigation.

As a result of the investigation, SNYDER was arrested for Assault in the Second Degree, Driving While Intoxicated/Refusal, Resisting Arrest, and Obstructing Governmental Administration. SNYDER was processed, arraigned in the Town of Southport Court, and remanded to the Chemung County Jail in lieu of $20,000 cash bail.

The Chemung County Sheriffโ€™s Office announces the arrest of 32-year-old JOSEPH L. GLOVER, of Jamaica, New York; 48-year-old CORREY E. SHOULDERS, of Elmira, New York; and 47-year-old APRIL R. THOMASON, of Elmira, New York, each for two counts of Criminal Possession of a Forged Instrument in the First Degree, a Class C Felony.

On August 21, 2026, the Chemung County Sheriffโ€™s Office Road Patrol Division was dispatched to the Community Bank in the Town of Southport after subjects attempted to cash a fraudulent United States Treasury Check using fraudulent identification cards.

The Chemung County Sheriffโ€™s Office Criminal Investigations Division was notified of the investigation and assisted with the case.

On August 25, 2026, the Criminal Investigations Division was notified by representatives of the Community Bank that the same subjects, who previously attempted to cash the fraudulent checks, had also attempted to cash the same checks at various other Community Bank locations, including the Village of Horseheads and City of Elmira.

Investigators and members of the Road Patrol Division were able to locate the vehicle and subjects in question in the City of Elmira. All three subjects were detained and found to be in possession of multiple fraudulent United States Treasury Checks totaling over $20,000.00 in value, as well as fraudulent identification cards identifying them as other subjects.

As a result of the investigation, GLOVER, THOMASON, and SHOULDERS were all arrested for two counts of Criminal Possession of a Forged Instrument in the First Degree. All subjects were processed and arraigned in the City of Elmira Court.

Due to GLOVERโ€™s criminal history, GLOVER was remanded to the Chemung County Jail. THOMASON and SHOULDERES were released on their own recognizance and will appear in the City of Elmira Court at a later date. Additional charges will follow.
