City of Encinitas Engineering Services Department Enhancing the infrastructure of Encinitas Their goal is to maintain a safe and efficient transportation system.

The Engineering Services Department provides a variety of technical and administrative support functions for the City of Encinitas. The Department provides services related to engineering issues included in public and private development, traffic control, storm water management, and the Coastal Zone Management Program. The Engineering Services Department consists of the following divisions:

**A

dministration
provides oversight of the Department's budget, provides management, analytical and clerical support to the other Engineering functions, solicits grants for public improvement financing, processes sewer annexation applications and administers the City’s Landscape and Lighting District.

**Capital Improvement Projects
plans, designs and administers contracts for the City and District capital improvement projects. Examples of Capital Projects include installation of sidewalks including Safe Routes to School projects, drainage improvement projects, annual roadway overlay project. This Division also works closely with outside agencies such as Caltrans and SANDAG on projects that impact Encinitas.

**Private Development Review
division reviews and places conditions on all private development projects to ensure that the proposed development is in compliance with the City's standards and regulations. Staff responds to citizen requests and queries regarding engineering related issues involved in public and private developments, review, approve and issue grading and encroachment permits, as well as maintain City maps and records.

**Field Inspection Operations
inspect the City’s capital improvement, inspect private construction projects involving the construction of public improvements and grading operations, inspect subdivision construction, monitor and inspect right-of-way permits and utility permits, and investigate right-of-way code violations and grading ordinance violations that occur without the benefit of a permit.

**Traffic Engineering
is responsible for traffic safety and transportation planning issues. The division is responsible for review of plans and specifications for all traffic control devices, roadway and intersection projects and issues traffic control permits and truck permits. Traffic Engineering periodically conducts traffic studies including speed surveys and traffic counts at intersections.

**Clean Water Program
addresses pollutant loading into the City’s stormwater drainage system, local waterways and beaches through an extensive program including water quality monitoring, facility inspection, enforcement and complaint response, multi-agency watershed management, public and private development standards application, training and community outreach and education activities. Further, the Division supports the coordination and oversight of Stormwater operations and maintenance functions including street sweeping, storm drain facility cleaning and inspection, and waste management programs with the Public Works Department to meet compliance standards.

**Coastal Zone Management
focuses on maintaining and restoring Encinitas beaches through beach nourishment projects and regular monitoring and documenting of sand and beach conditions in Encinitas. Represents Encinitas for the US Army Corps of Engineering Shoreline Protection Project and SANDAG Regional Beach Sand Project II.

K Street Improvements at Swami’s and Highway 101:
The construction on the sidewalks that is currently taking place will be completed approximately mid-September. Then landscape work will begin. During the last week of September, the improvements contractor will return to the site to acid wash and seal the new sidewalk in front of the Self Realization Fellowship bookstore (the sidewalk will be closed during this time, but a temporary pedestrian route will be provided). Then planting will begin. The landscape contractor currently estimates a four-week landscape installation.

Third Street Partial Closure Between B and C Streets:
There will be a partial closure on Third Street between B and C Streets beginning next Monday, August 12th which may remain in effect as late as September 13th.

Northbound travel on the section will be restricted during working hours. Southbound travel will be maintained.

The partial closure is related to the Downtown Sewer Improvements project. This is a city capital improvement project.

This sewer improvement project involves the replacement of a 60 year old sewer line in the alley between Second and Third Streets from J Street to north of C Street. A section of this line runs along C Street from the alley to Third Street, then along Third Street from C to B Streets. This sewer line has extensive cracks. The section north of C Street has root damage and significant sags between H Street and C Street. As a consequence of these sags there is heavy buildup of grease and debris and high water levels within the sewer leading to maintenance problems. New sewer lines will be installed through the alley from J to C Streets, down Second Street, C Street, and Third Street, as well as along F Street between Third Street and Second Street, G Street from Third to Second Streets, and I Street from Third to Second Streets. The new sewer will vary in size from 6 inches to 12 inches.

Existing sewer laterals to homes and businesses will be connected to the new sewer lines within the project area. New pavement will be installed in the alley between Second Street and Third Street.

The City of Encinitas is currently working on a project to add sidewalk to Encinitas Boulevard just west of Via Cantebria. In addition to the installation of the sidewalk, the project will include minor improvements at the intersection of Balour Drive and Encinitas Boulevard. There is also an educational component to the project that includes working with Oak Crest Middle School with an emphasis on walking and biking safety and encouraging students to engage in those activities. The project is in the early development stages, however, we have preliminarily scheduled the project to be constructed in the late fall of this year.

Olivenhain Municipal Water District will be installing a reclaimed water line on Leucadia Boulevard that will effect traffic in the #1 westbound lane near the left turn pocket to Quail Gardens. The project is estimated to take 2 weeks. The hours of work will be 9:00 p.m. Sunday night until 6:00 a.m. Sunday night to Thursday night (they cannot work Friday night or Saturday night). Start date should be determined week of March 18th.

On Tuesday, January 29, between the hours of 9:00 a.m. and 10:30 a.m., the signal at El Camino Real and Via Molena will be placed in all-way flashing red mode due to major repairs being made to the signal wiring.

A sewer line replacement project at Second Street, C Street, and Third Street will start construction on Monday, February 4, 2013. This 50-year old sewer line has cracks and root damage, and there are significant sags. Heavy buildup of grease and debris and high water levels make maintenance extremely difficult.

There will be temporary daytime closures of sections of the adjoining alley during construction, and temporary loss of some parking. There will also be a short-term temporary (hours) loss of sewer service when the new individual sewer laterals are tied into residents and business buildings. The contractor, SC Valley Engineering, Inc., will send out written notification one week in advance of the planned temporary shutdown of sewer service to the affected residents and businesses.

The City and the contractor are sensitive to the needs of the community and are committed to minimizing any inconvenience this project may create. To help minimize problems from occurring, the City, the contractor, and DEMA representatives will be holding weekly meetings every Tuesday at 8:30 a.m. in the Gladiola Room at City Hall to answer any questions or address concerns.
