Water & Sewer Study Requirements and implementation

Act 605 of 2021 assigned additional responsibilities to retail water providers regarding the operation of water & sewer systems. One of the key requirements is the completion of a water & sewer study every five years . The rates recommended by the study must be implemented within one year of the study’s completion and are monitored by the Arkansas Department of Agriculture.

Failure to complete the required rate study or implement the recommended rate adjustments may result in the water & sewer provider being declared in fiscal distress. Such a determination could affect the provider’s eligibility to receive financial assistance and funding opportunities.

In addition, completed rate study must be filed with both:

Arkansas Legislative Audi
Arkansas Department of Agriculture, Natural Resources Division

The England Water & Sewer Department has recently completed its water and sewer rate study. As a result of the study, a rate increase will take effect with the December billing cycle and will be collected beginning in January 2027. We will have a public hearing on September 8, 2026, at 6:30 p.m. in the courtroom to discuss the increase.

The next required rate study for the City of England Water & Sewer is scheduled to be completed in 2031. If you have any questions, please call our office 501-842-2231.

ENGLAND CLEAN UP DAY is set for SEPTEMBER 19, 2026! The City will be providing dump trucks for items at the end of Elm Street and at the England Police Department parking lot. NO TIRES WILL BE ALLOWED!!!

The City of England Street Department has a full-time position available. Salary is determined by experience. Excellent benefits which include paid health, dental, paid leave time. Must have a valid driver's license, be 18 years old and pass a drug test. For more information contact the Mayor's Office at 501-842-3911. Applications can be picked up at the Mayor's Office. Applications will be accepted until September 4, 2026, until 4:00pm.
