The England Police Department is proud to announce that Lieutenant Richard Harper has successfully graduated from the Arkansas School of Law Enforcement Supervision (SLES), a premier leadership development program for law enforcement supervisors in the State of Arkansas.

The School of Law Enforcement Supervision, hosted by the Arkansas Criminal Justice Institute (CJI), is an intensive multi-week program designed for first and second-line supervisors in law enforcement agencies across the state. The program focuses on leadership, professionalism, ethics, communication, personnel management, and supervisory skills necessary to lead modern law enforcement organizations effectively. Conducted in Little Rock, SLES is widely recognized as one of the top leadership training programs available to Arkansas law enforcement professionals.

Lt. Harper’s graduation reflects his continued commitment to professional development and serving the citizens of England with integrity and excellence.

Chief Richard Friend praised Lt. Harper for his dedication and leadership.

Terry Oswalt pled guilty today in Lonoke County Circuit Court and was sentenced to five years in the Arkansas Department of Corrections stemming from a February 2025 arrest in England for Possession of Methamphetamine with Purpose to Deliver, Possession of Drug Paraphernalia, and Endangering the Welfare of a Minor.

England Police officers responded to the Oswalt residence following reports of drug activity at the home. During the investigation, officers located a quantity of methamphetamine in Oswalt’s possession. Investigators determined Oswalt attempted to hide the methamphetamine inside a couch where a child was sitting when officers arrived.

Following sentencing, Oswalt was taken into custody by the Lonoke County Sheriff’s Office for transfer to the Arkansas Department of Corrections.

ENGLAND, AR — Kylan Rogers of England has been sentenced to ten (10) years in the Arkansas Department of Corrections after pleading guilty to charges stemming from an aggravated assault and domestic violence incident that occurred in December of 2025.

The charges arose after Rogers unlawfully entered a residence on SE 6th Street in England and threatened an individual and a former domestic partner during a dispute. Following the assault, both victims were able to flee the residence. Rogers remained inside the home, prompting a coordinated law enforcement response.

The Arkansas State Police SWAT team responded to the scene and safely surrounded the residence. Rogers ultimately surrendered without incident and was taken into custody.

“This individual has a documented history of violence, and this plea ensures he is removed from our community for a significant period of time,” said Chief Richard Friend. “Cases like this highlight the importance of coordinated law enforcement efforts and our continued commitment to protecting victims of domestic violence and holding offenders accountable.”

No injuries were reported as a result of the incident.
The case was investigated by the England Police Department with assistance from the Arkansas State Police and Lonoke County Sheriff's Office.

England Man Sentenced to 10 Years for Methamphetamine Distribution

England, AR — Terry Wright of England pled guilty Monday in Lonoke County Circuit Court to Possession of Methamphetamine with Purpose to Deliver and was sentenced to 120 months in the Arkansas Department of Corrections.

Wright’s arrest stemmed from a long-term investigation conducted in 2025 in England. The investigation was a collaborative effort between the Cabot Police Department Narcotics Unit, the Drug Enforcement Administration (DEA), the Bureau of Alcohol, To***co, Fi****ms and Explosives (ATF), and the Lonoke County Sheriff’s Office.

In addition to the state conviction, Wright has also been federally indicted on fi****ms violations. If convicted on those charges, he will serve his federal sentence following the completion of his state sentence.

Chief Richard Friend of the England Police Department stated,
“This case is a clear example of what happens when law enforcement agencies work together and stay committed over the long term. Individuals who choose to distribute dangerous drugs in our community should understand that we will pursue these cases relentlessly, and the result will be significant prison time. Long-term sentences like this remove repeat offenders from our streets and make our community safer.”

The England Police Department remains committed to working with local, state, and federal partners to combat illegal narcotics and protect the citizens of England.

The City of England Police Department reports the arrest of Eric “Main Thang” Epperson on Friday following a month-long investigation into suspected drug sales within the community.
Epperson was taken into custody by England Police Officers at a residence on W. Banks without incident. He has been charged with Delivery of a Controlled Substance, Use of a Communication Device to Facilitate a Crime, and Use of Another’s Property to Facilitate a Crime.

This investigation and arrest were the result of a joint operation involving the England Police Department, the Lonoke County Sheriff’s Office, the Drug Enforcement Administration (DEA), and the Cabot Narcotics Unit.

According to records, Epperson is currently on parole and previously pled guilty last year to drug-related charges stemming from a nine-month investigation, which resulted in probation.
Police Chief Richard Friend stated that he intends to work closely with the prosecutor’s office to seek incarceration in this case.

“Illegal drug activity continues to have a serious impact on our community, contributing to crime and endangering the safety of our residents,” said Chief Friend. “We remain committed to aggressively pursuing those who distribute drugs and to working with our partners in the justice system to hold offenders accountable.”

The England Police Department encourages residents to report suspicious activity and remains dedicated to maintaining a safe environment for all citizens.
