04/27/2026: The Enterprise Police Department is seeking the assistance of our local and surrounding communities in identifying the individuals in the pictures below. These individuals are persons of interest in recent unlawful breaking and entering of vehicles in the area. We are requesting that anyone with information regarding the identity of these individuals to contact us at (334) 347-2222 or leave an anonymous tip at www.enterprisepd.com.

The Enterprise Police Department has completed a targeted enforcement operation conducted under its Guardian Shield Initiative, a proactive program focused on combating human trafficking and online exploitation.

The operation, designated Operation INTERCEPT, was conducted on April 23-24 and targeted individuals using online platforms to solicit illegal sexual activity with minors. During the operation, undercover officers posed as decoys in digital environments commonly used to facilitate these offenses.

As a result of the operation, the following individuals were arrested:

• John Warren Agan, age 38, was arrested and charged with Human Trafficking 1st, Traveling to Meet Child for Unlawful S*x Act, Electronic Solicitation of a Child, Possession of Controlled Substance, and Possession of Drug Paraphernalia.

• Edgar Leonardo Q**m, age 21, was arrested and charged with Human Trafficking 1st, Electronic Solicitation of a Child, and Traveling to Meet Child for Unlawful S*x Act.

• Stephen Vickrey Weaver, age 43, was arrested and charged with Human Trafficking 1st, Electronic Solicitation of a Child, and Traveling to Meet Child for Unlawful S*x Act.

• James Robert Brock Jr., age 35, was arrested and charged with Human Trafficking 1st, Electronic Solicitation of a Child, and Traveling to Meet Child for Unlawful S*x Act.

• Alan Baker, age 39, was arrested and charged with Human Trafficking 1st, Electronic Solicitation of a Child, and Traveling to Meet Child for Unlawful S*x Act.

• James Santiago, age 39, was arrested and charged with Human Trafficking 1st, Electronic Solicitation of a Child, and Traveling to Meet Child for Unlawful S*x Act.

The Guardian Shield Initiative is designed to disrupt the demand that fuels human trafficking and exploitation. By targeting individuals attempting to solicit victims online, the department aims to prevent exploitation before it occurs and protect vulnerable members of the community.

The Enterprise Police Department partnered with Covenant Rescue Group (CRG), which provided specialized training and served in an advisory role throughout this operation. Their expertise in human trafficking investigations and victim-centered practices enhanced the effectiveness and coordination of this operation.

The Enterprise Police Department would like to thank the Coffee County Sheriff’s Office, Coffee County District Attorney’s Office, Daleville Police Department, Elba Police Department, Opp Police Department, and Covenant Rescue Group for their assistance on this operation.
