Council Candidate Forum

The Escalon Times will be hosting a Council Candidate Forum on Thursday, September 24, 2026, at 6:30 pm at the Community Center.

This Forum aims to provide a platform for the four (4) candidates to present their ideas and vision for the community, while also giving the community an opportunity to hear directly from the candidates.

Have a question for the candidates? We are seeking, and will potentially use, questions submitted by residents during the forum. Please submit to [email protected].

CITY SEEKS APPLICANTS FOR OPENING ON MEASURE P ADVISORY COMMITTEE
The Escalon City Council is accepting applications for two partial terms on the Measure P Advisory Committee:
One Term Expiring 08/31/2027
One Term Expiring 8/31/2028
Applicants must be City of Escalon residents and registered voters in San Joaquin County.
The Measure P Advisory Committee obtains input and feedback from the community and develops recommendations for the Escalon City Council regarding community priorities and the use of revenue generated by Measure P, the one percent sales tax approved by Escalon voters in November 2024.
Committee members are expected, when feasible and practicable, to:
• Meet at least four times per year to obtain community input and discuss community needs and priorities for Measure P funding.
• Present at least two reports each year to the City Council including one before midyear budget approval and one before adoption of the annual fiscal year budget.
• Seek input and feedback from a wide and diverse range of community stakeholders.
• Remain open minded and make recommendations based on the greater good of the City of Escalon rather than the interests of any particular individual or organization.
• Work with City staff to understand the City’s budget, financial condition, obligations, limitations, and other technical considerations.
• Coordinate and communicate with City staff to support clear and well-informed recommendations to the City Council.
The Committee does not have regular meeting dates. Meetings are scheduled as special meetings and members are also expected to obtain input from the community outside of Committee meetings.
Application packets are available at www.escalon.gov or may be requested by emailing [email protected]. For additional information, please call 209-691-7400.
Completed applications must be received no later than 5:00 p.m. on September 9, 2026, using one of the following methods:

On August 17, 2026, the Escalon City Council:

- Recognized and celebrated Lumberyard Cellars for being named the 2026 Small Business of the Year for California’s 9th Assembly District by Assemblymember Heath Flora.

- Adopted a Conflict of Interest Policy for Design-Build Contracts—a construction project delivery method in which the City would contract with a single contractor to provide concurrent design and construction services. The City is exploring the use of design-build for the Wastewater Treatment Plant Upgrade Project.

- Approved the annual assessment adjustment for the City’s Landscape and Lighting District (Assessment Districts).

- Approved securing a software platform to assist City Hall in processing business licenses and permitting, which is intended to improve customer service and satisfaction, improve customer accessibility and transparency, streamline these processes, and reduce required staff time.

- Considered becoming a Goldback Distributor, but ultimately determined that this was best run outside of government. Goldback is a private gold-infused ‘currency’.

- Approved a Councilmember Training and Travel policy.

- Directed staff to develop an Automated License Plate Reader (ALPR) and digital surveillance policy. The specific policy will include limiting the number of ALPRs to the current five (5) around the City and any new ALPR technology shall be approved by the Council after the public has a chance to weigh in, and the Police Chief shall provide a semi-annual update/audit on the use of ALPRs.

On August 10, 2026, the Escalon City Council:

- Recognized Elias, Amaya, Isaiah, and Julius Krumeich for their significant achievement in qualifying for the US Track and Field Junior Olympics, as well as their success at the event.

- Formally approved the annexation, subdivision map and related planning entitlements for the proposed 72-unit Murphy Ranch residential project located at the southeast corner of Brennan Road and State Route 120. This was the second step in a multi-step process, which includes approval by the San Joaquin Local Agency Formation Commission (LAFCO), which could occur later this year.

- Formally approved the annexation of the City Owned property north of the current Hogan-Ennis Park, which is intended for the future expansion of the park. This would also include approval by LAFCO, which would occur later this year.

- Approved the 2023-2031 6th Cycle Housing Element, and adopted Zoning changes to implement the Housing Element and ensure consistency with State housing law.
