Julie Ryan for Humboldt Community Services District Humboldt Community Services District can do more than just provide water, sewer, and street lights to unincorporated townships adjacent to Eureka.

I promote water conservation, climate change planning, and creating recreation opportunities. I want to join the Humboldt Community Services District (HSCD) Board to ensure that the unincorporated communities that adjacent to Eureka have clean water, well run services, and plans in place for climate change. HCSD serves approximately 7400 residential and 300 business customers. An adequate supply o

f water is essential to the health and safety of the unincorporated communities HCSD serves. Other Community Services Districts provide additional essential services like parks, recreation, libraries, fire departments, community gardens, and open space conservation. I would like to have community wide conversations and collaborate with ratepayers to work toward shared goals that improve the district for everyone. It is crucial to plan and adapt to climate change as drought, wildfires, and sea level rise are realities we need to contend with. It is prudent to prepare for emergencies such as earthquakes, winter flooding, and PSPS events. Ensuring safe water service for future generations is an act of hope and working with other organizations to protect watersheds is a practical step to maintain a high level of water quality. My degree in Environmental Planning gives me a science and policy foundation to inform research and decision making that will prioritize safe, efficient water and sewer systems. I have served the Humboldt community both in my career and through many volunteer endeavors which has given me a deep connection and appreciation of the people and place we call home and it is a gift and privilege to be able to serve our community. Tour Photos part 2: Arty photo of the grate covering a sewer wet well - maintenance sometimes requires gearing up and going in, so staff are SCBA certified. The Small Sewer lift station looks like a utility box; lift stations move waste water from lower to higher elevations through pipes. The Myrtletown station overlooks the Eureka slough, Capital improvements are needed to ensure we protect Humboldt Bay and the aquaculture industry that brings us OysterFest and local jobs.

The HCSD infrastructure is a shared resource and seeing everything up close was informative as to how we all benefit by having clean water and waste that is treated in a manner that meets or exceeds health and safety requirements. I am appreciative of the staff who took time to educate myself and other board members and share their invaluable knowledge.

I recently had a the opportunity to go on a tour of HCSD and I was impressed with everything I saw and learned. HCSD serves approximately 8000 residences and 300 businesses. The entire 15 square mile district is maintained by 12 field staff. There is a SCADA system that monitors the various locations and helps staff monitor system functions and send alerts when there are abnormal readings. Regular scheduled monitoring and maintenance keep everything functioning well. During storm events, staff work overtime to prevent wastewater spills. The staff demonstrate pride, hard work, and are a group who has specialized technical knowledge and are skilled workers.

I am very pleased to have been sworn in at the end of 2022 and am now settling in to the role of new director. I am enjoying getting to know my fellow board members and the staff. I knew when I took this on that I was prepared to do the job and that I would also have much to learn.

I was impressed at the quick and dedicated agency response after the Solstice and New Year earthquakes and winter storms to ensure that systems were operating safely.

I must once again acknowledge that it is a privilege to be able to serve the community and I am thankful for the support that got me here.

I am so grateful to have earned your voted and a seat on the HCSD Board! I am looking forward to serving the community in a fair, transparent, and inclusive & respectful manner. I am prepared to take on the role and I humbly acknowledge that I have things to learn along the way.

Only two day until Election Day and I sure am glad that I spent the last few months knocking on doors while the weather was nice.

I had such a great experience meeting people in the HCSD neighborhoods. I appreciate all the questions, suggestions, and support! I have enjoyed researching issues and sharing that Community Services Districts have the ability to do more than utilities.
I also appreciate how many of you expressed shared values and that gives me hope for a more inclusive equitable and sustainable future!

Vote Ryan for community services board

I am so pleased that my neighbor, Julie Ryan is running for the Humboldt Community Services District Board. I always enjoy seeing Julie when she is out walking her dog (Chloe) because she helps keep our neighborhood connected, is community-minded, and knows quite a bit about local resources.

Julie spoke to me about community services districts across the state providing other essential services like neighborhood parks, fire departments, libraries, and conservation measures. She wants to pursue pocket parks after hearing that many families would like a park they can walk to. We also discussed disaster preparedness and climate change planning (esp. on the coast) and the potential of incorporating solar power like a microgrid to increase independence and resiliency.

I am supporting Julie Ryan because she has the education, skills, and experience to serve on the HCSD board. She will support the quality water, sewer, and streetlight services that Humboldt Community Services District currently provides. She also brings ideas that can improve our ability to prepare and respond to climate change.

Julie Ryan is the right choice for HCSD

Julie will listen to the community and work hard to make things happen. I’ve personally worked with Julie and seen for myself how dedicated she is to this community. Working with many local programs such as the Raven Project, she works tirelessly to help those in need no matter what their situation.

As a former board member on the HCSD board, I believe Julie will be a strong voice that will move the district forward to protect the environment, ensure we have clean, safe and affordable drinking water, and improve existing infrastructure to prepare for sea level rise. In addition, she will work hard to get parks and recreation added to the district’s responsibilities so that we can enjoy our local parks in the outer Eureka neighborhoods.
