The Low-Income Home Energy Assistance Program (LIHEAP) is a federal program that helps low-income households with heating and cooling costs. Eligibility requirements vary by state, but here are the general qualifications:

1. Income Limits

Your household income must be at or below 150% of the Federal Poverty Level (FPL) or 60% of the state median income, whichever is higher. Each state sets its own income limits.

For example, in 2024, the federal income limits for LIHEAP (before state adjustments) are approximately:
• 1-person household: $21,870/year
• 2-person household: $29,580/year
• 3-person household: $37,290/year
• 4-person household: $45,000/year
(Limits increase with household size.)

2. Priority Groups

Certain groups receive priority, including:
• Households with elderly (60+ years old) members
• Households with individuals with disabilities
• Families with young children (5 years or younger)

3. Citizenship/Residency
• Must be a U.S. citizen or a qualified non-citizen
• Must be a resident of the state where you apply

4. Energy Burden
• Households spending a high percentage of their income on energy may receive priority.

How to Apply
• Applications are processed through state LIHEAP offices.
• You’ll need to provide proof of income, household size, energy bills, and ID.
