The 'window of opportunity' to finally build a pipeline to take gas off the North Slope is not indefinite. Banks that are considering financing the project and potential customers who are looking for a secure supply of LNG to fuel their economies are also looking at competing LNG projects throughout the world. If they loose interest in this project, Alaska will not only loose a secure source of gas to replace our dwindling Cook Inlet reserves, we will also loose the potential to produce more gas and oil from Alaska North Slope fields as is pointed out in this article recently posted in Petroleum News.

SB 239, Motor Vehicle Registration, passed the Legislature today and will now be transmitted to the Governor for consideration.

While this is a simple one-page bill, it carries significant impacts for many Alaskans—especially car enthusiasts who enjoy driving, restoring, and owning older imported vehicles.

If signed into law, this legislation will allow Alaskans to register imported vehicles that are 25 years or older, opening the door for owners of classic and specialty vehicles that previously faced barriers to registration.

I heard from many constituents who reached out in strong support of this legislation, and I was encouraged to see so many people engaging in the legislative process and advocating for issues important to them. Public participation matters, and it truly makes a difference.

I was proud to cosponsor this bill and grateful to my colleagues in the Legislature for supporting and passing it. I look forward to seeing it reach the Governor’s desk and hope this commonsense legislation becomes law for Alaska.

Additionally, the Senate also amended an additional provision into this bill related to SR-22 insurance and Proof of Financial Responsibility requirements. This provision establishes a framework for how long an individual is required to maintain an SR-22 filing. SR-22 requirements play an important role in ensuring financial responsibility and protecting the public, but they should not remain in effect indefinitely. This bill creates a reasonable timeline for removing that requirement while maintaining accountability.

I want to extend a sincere thank you to Governor Dunleavy for officially calling the Alaska State Legislature into a second special session beginning tomorrow, May 21, in Juneau.

The Governor has tasked us with taking up HB 381, critical legislation regarding the taxation of natural gas pipeline property and municipal taxation limitations. I cannot stress enough how important this legislation is to advancing the Alaska LNG Project and providing the certainty necessary to help move this long-awaited project forward.

We spent a tremendous amount of time working on this legislation during the regular session, but unfortunately, the Legislature was unable to reach an agreement that would allow the Alaska LNG Project to move forward. That is why we now find ourselves in a special session. If there was ever a piece of legislation that could not wait until next year, this is it. We have to get this done now.

I am eager to continue the work on this legislation because Alaska’s future depends on responsibly developing our natural resources, growing our private sector economy, and creating new opportunities for jobs and long-term revenue. The Alaska LNG Project has the potential to strengthen our economy, provide affordable energy, and reinforce Alaska’s role as a global energy leader.

It’s time to get to work for the benefit of all Alaskans!

Press Release: HB 96 Passes the Legislature and moves on to the Governor's office.

Yesterday, I voted to sustain the Governor’s veto of HB 78, the Retirement Systems; Defined Benefit Option bill. This was not a decision I made lightly. I deeply respect our public employees and recognize the important work they do every day for Alaska. Recruiting and retaining a strong workforce is a challenge that deserves serious attention.

However, I also have a responsibility to look beyond the immediate appeal of a proposal and consider its long-term impacts on Alaska taxpayers and our state’s fiscal future. Alaska has experienced firsthand the significant financial burdens associated with defined benefit retirement systems. Those obligations can create substantial long-term liabilities that future generations are left responsible for funding, particularly when investment returns or actuarial assumptions do not align with expectations.

While supporters argued HB 78 would help with recruitment and retention, I remain unconvinced that returning to a defined benefit structure is the best or most sustainable path forward. Recruitment challenges should be addressed, but we must do so in a way that balances workforce needs with fiscal responsibility and protects taxpayers from potentially significant future obligations.

Defined contribution plans provide predictability and avoid placing uncertain long-term liabilities onto future state budgets. At a time when Alaska continues to face fiscal challenges, I believe we should be cautious about creating obligations that could impact future legislatures and future Alaskans.

My vote was not a vote against state employees. It was a vote for long-term fiscal discipline and ensuring that we do not repeat mistakes that have contributed to financial challenges in the past. We owe it to both our public workforce and taxpayers to pursue solutions that are sustainable, responsible, and built to last.

A bill that I sponsored, HB 314 Architects, Engineers, Surveyors; Registered Interior Designers, took another important step forward yesterday by passing out of the Senate Finance Committee. The bill has now advanced to the Senate Rules Committee, bringing it one step closer to final passage.

HB 314 is about improving the process and ensuring Alaska can continue moving important infrastructure and development projects forward in a practical and responsible way. I appreciate the work of committee members who took the time to review and advance this legislation.

The legislative process takes persistence, and each step matters. I’ll continue working to move HB 314 across the finish line and will keep everyone updated as it progresses.
