This is a standard test that occurs at least once every three years. No action is needed.

We were happy to support our friends Sentara Virginia Beach General Hospital. The NAS Oceana Air Show and seeing the U.S. Navy Blue Angels is a such a quintessential Commonwealth experience! 🇺🇸

We're serving the community at the NAS Oceana Air Show this weekend. A team from our emergency department is staffing a field hospital at the air station Saturday and Sunday. This includes Sentara nurses, ED techs, registration personnel and an inventory coordinator for all the supplies we shipped to the site, and ER doctors recruited through Virginia Beach EMS. The tent clinic was set up by the National Capital Region Incident Management Team from Fairfax, Va. This is a terrific team effort to ensure the safety of everyone attending the air show to see the Navy's storied Blue Angels demonstration team and a host of exciting aircraft performances. Fly Navy!

VDEM is also monitoring Emergency Management Assistance Compact (EMAC) requests. EMAC is a mutual aid agreement among states and territories, and it enables states to share resources during disasters. is the National Coordinating State for EMAC.

Last week, the NCR-IMT held a functional exercise that had been in development for over a year. A big thank you to the team’s Disaster Assistance Specialists who worked on the scenario and assisted in the Simulation Cell to make this happen. The IMT had approximately 120 people participate including a roster of 62 NCR-IMT members, integrating 15 members from Department of Energy’s (DOE) Nuclear Emergency Support Team (NEST), and supplied logistical support to another 30 coaches and evaluators. In addition, the IMT welcomed 30 VIPs including senior leaders from across the region representing law enforcement, fire and rescue, public works, and emergency management.

The exercise scenario was an NCR-IMT deployment to Austin, Texas where a “dirty bomb” had been detonated, resulting in the spread and contamination of numerous radiological agents. Upon arrival, the IMT established a six-agency unified command consisting of local fire and EMS, local law enforcement, local and state health departments, the FBI, and the DOE. Within the exercise scenario the IMT assisted with 29 fatalities, and another 30 injured. Throughout the scenario, the IMT worked with the DOE NEST team, as well as simulated assets from the Federal Radiological Monitoring and Assessment Center (FRMAC). In partnership with the DOE NEST team, the IMT simulated coordination of the survey/sampling of sites south of the blast, where a plume had carried radioactive materials. This sampling/surveying process gave the IMT the ability to refine the actual size of the plume to a much smaller area. Once this information was confirmed, the IMT began working on a plan to coordinate the evacuation of residents who were sheltered-in-place within the impacted area.

Despite the NCR-IMT being a Type III team, this scenario was classified as Type I.

We currently have two members deployed assisting jurisdictions within the Commonwealth, but the planning back home doesn’t stop! Our Training Committee (with most on the ☎) met this AM to discuss topics including: our strategic plan, training during “the new normal”, GIS and Office 365 training/deployment, Incident Qualification System updates, and our next exercise!

Since February, our members have been working diligently in support of efforts to fight COVID-19 across Maryland, Virginia, and the District of Columbia. NCR IMT members have been actively engaged in Emergency Operations Centers, Incident Command Posts, and Departmental Operations Centers across the region. In addition, numerous team members have been tasked with planning to ensure the continuity of operations of public safety agencies in their home jurisdictions.

The team maintains two state of the art equipment caches to ensure that team members can respond to multiple locations at the same time while being prepared with the right equipment to operate independently with maximum efficiency. This logistics capability has allowed the team to fulfill three statewide mutual aid requests in addition to assisting the National Capital Region with requests for assistance for equipment that could not be fulfilled by the home jurisdiction.

Since its inception, the priority of the NCR IMT has always been to increase the preparedness level and response capability of the NCR. Due to a consistently high level of training and support from the NCR jurisdictions, as well as funding from the Urban Area Security Initiative/Virginia State Homeland Security Grant Program, the NCR IMT continues to fulfill its primary mission, while still assisting state governments whenever possible.

The National Capital Region Incident Management Team conducted a 3 day Logistics training Workshop last week. The NCR-IMT is made of of Incident Command professionals from government agencies in Maryland, DC, and Virginia. The workshop focused on sharing best practices with Incident Command professionals from the National Capital Region-IMT, Hampton Roads-IMT, and Central Virginia- IMT as well as the Virginia Communications Cache, Virginia Department of Emergency Management and the FEMA Federal Emergency Management Agency.

Training topics ranged from setting up an Incident Command Post to utilizing software programs for Incident Command in austere environments.
Captain Fitch (3rd from the right) and other members of the National Capital Region Incident Management Team assisted with the Presidential Inauguration by assisting the Virginia State Police with the running of operations.

While Dorian spent the day making landfall in the Bahamas, our team continued to research, develop plans, and train— especially with our new friends from The University of Oklahoma! Our Incident Commander even presented them with team challenge coins. We’re so grateful for this new partnership.
