The Federal Fire and Emergency Services organization operations include: Shipboard, airfield, structural, and wildland, and response to emergencies involving injury and illness, and sometimes situations which may be life threatening. The employee is responsible for driving and operating fire apparatus when responding to fires, emergencies, and emergency medical calls.

Federal firefighters, like many other essential employees, continue to show up and protect lives and property even during a government shutdown. We don’t stop when the pay stops; we keep responding, training, and standing ready, no matter what.

These shutdowns don’t just hit politicians or agencies; they hit the people on the ground. They hit the ones protecting our bases, our communities, and our families.

Just a reminder that behind every shutdown headline are real people doing real work, with the unknown of when we are getting paid.

IAFF mobilizes to support federal members during shutdown

As federal fire fighters continue working without pay, the IAFF is pressing Congress to reopen the government and pay federal fire fighters for their work.

General President Edward Kelly has repeatedly called on Congress to reopen the government as quickly as possible and pay federal members what they’ve earned.

“This kind of political brinksmanship in Washington has real consequences for those protecting America’s military installations, national laboratories, and other federal facilities,” said Kelly.

“Federal fire fighters are doing their jobs. It’s time for Congress to do theirs.”

The IAFF continues to meet with senior administration officials and other lawmakers to push for a resolution.

Brothers and Sisters, from the district. This is why the change to KE or the requirement to use KE. Share this with your members.

As we navigate this shutdown, I want to clarify why our timecard reflects Pay Code KE (Furlough)—even though you’re showing up and doing the job.

Here’s the facts: KE doesn’t necessarily mean you’re not working. It means you’re working without pay—because Congress hasn’t funded us yet.

Under federal law, when appropriations lapse:
- Excepted employees (like us) are required to work.
- But we cannot be paid until funding is restored.
- If we used RG, it is going to trigger funds to be paid, which the government can't do unless we are exempt.

This isn’t a slight. It’s a legal mechanism that:
- Tracks your unpaid labor.
- Ensures you receive retroactive pay once the shutdown ends (as guaranteed by the Government Employee Fair Treatment Act of 2019).
- Keeps agencies compliant with the Antideficiency Act, which prohibits spending money they don’t have.

Bottom line: KE is how we document your sacrifice and make sure you’re made whole.

When the funding returns, your KE-coded hours will convert to paid time. You’ll get every dollar you earned. And we’ll have the paper trail to prove it.

Fallon NAS crews provided mutual aid to the Fallon Churchill Fire Department today, assisting in the response to four fires at one location amid high winds. Crews remained on scene for several hours, working to control the fires and support operations.

Another brother gone too soon! RIP Bull!

Jeffery Roy (Bull) Davis was born on April 7, 1968, in Las Vegas, Nevada, to parents Jerry and Judy Davis.

He passed away peacefully, surrounded by his children, on October 10, 2024. Jeff was 56 years old.

Jeff grew up in Mason Valley and graduated from Yerington High School in 1986. During high school, Jeff participated in football, wrestling, and FFA.

He also volunteered at the Mason Valley Fire Department. Upon graduation, Jeff attended TMCC and completed the Fire Science program. Jeff continued to be a volunteer firefighter for the Mason Valley Fire Department, also joining the Churchill Fire Department.

Jeff landed his dream job at NAS Fallon and created a career for over 32 years serving his country in the U.S. Navy, officially retiring in December 2020. Jeff was quite active in the Mason Valley community. He served as a long-term member and past president of the Yerington Lions Club, a member of the Mason Valley Trap Club, and the Mason Valley Archery Club. Jeff moved to Fallon, where he lived from 2015 to 2022, retiring in Hawthorne, Nevada, in December 2023.

Jeff was an avid outdoorsman who enjoyed hunting, fishing, being outside, and getting lost in the breathtaking scenery of Nevada. Jeff’s unexpected and sudden passing followed his own mother’s passing by less than two weeks.

In addition to his mother, Judith Ann Davis, Jeff is preceded in death by his father, Jerry Davis; sister, Julie Davis (Veil); and nephew, Austin Morgan. Jeff leaves behind his three children: Michaela Davis (Christian Stadtman), Vincent Jerry (V.J.) Davis, and Angelina Davis.

The family will not be holding a service but instead asks that donations in his memory and name be made to the Mineral County, Lyon County, or Churchill County fire departments. Family and friends are invited to sign his online guest book at www.FRFH.net.

Arrangements and cremation are under the direction of Freitas Rupracht Funeral Home, 25 Hwy 208, Yerington, NV 89447, (775) 463-2911.

Today, we assisted the Fallon Churchill Fire Department in tackling a shed fire. Thanks to the crews mutual effort, we managed to control the situation swiftly, preventing what could have been a much worse outcome. Great job, everyone!
