EMAP seeking Jurisdictions interested in Continuity Assessment Tool (CAT) Pilots EMAP has partnered with FEMA to conduct pilot assessments of the Continuity Assessment Tool (CAT), a tool designed to identify and address gaps in continuity programs and plans. The goal of the CAT Pilots is to utilize Continuity of Operations (COOP) Plans from Emergency Management Programs to implement and assess the CAT. The CAT Pilots help FEMA gauge the status of continuity planning across the country.

The CAT Pilot is 2.5 days in length but would not require a lot of your Program’s time and effort. On the first day of the pilot, we would schedule an entry briefing to explain the process and a daily briefing to update FEMA and your Program on the progress made by the assessment team throughout the day. A daily briefing would also be scheduled on the second day. The last half day would feature a debriefing that would address the results of the Continuity Assessment Tool and the assessment team’s recommendations for improving FEMA’s Continuity Assessment Tool and the Program's continuity plans. The assessment team may have some questions for the Program during the pilot assessment and we would just ask for a point of contact to be available for some interviews as needed.

At the end of the CAT Pilot, EMAP would provide your Program with the results of the Continuity Assessment Tool in the form of two (2) completed Continuity Assessment Tool worksheets, one (1) for the Emergency Management COOP Plan and one (1) for the COOP Plan for the governing body or the Continuity of Government Plan and recommendations for the jurisdiction's continuity program and continuity plan based on the 2022 Emergency Management Standard. At the conclusion of the grant period, EMAP will put together a final report with the results of the CAT Pilots and recommendations for improving FEMA’s CAT. EMAP would provide a copy of the final report to your Program so you could see how the CAT Pilot helped shape FEMA recommendations. If you are interested in participating, please visit:

The EMAP Commission’s intent is to continuously evaluate and improve upon the delivery of Emergency Management and Urban Search and Rescue (US&R) services to the public through the assessment and accreditation of Emergency Management Programs and certification of US&R resources.

The Commission strives to evaluate and improve delivery of assessment and accreditation opportunities for Emergency Management Programs and certification processes for US&R resources through professional enhancement directed at all facets of comprehensive programs. This is done in collaboration with public, private, and non-governmental sectors through the application of recognized standards development by the accrediting organization.

DEMA staff visited the Pennsylvania Emergency Management Agency (PEMA ReadyPA) in Harrisburg today. DEMA is pursuing emergency management accreditation through the Emergency Management Accreditation Program - EMAP. The EMAP program fosters excellence and accountability in emergency management and homeland security programs, by establishing credible standards applied in a peer review accreditation process. The visit allowed our personnel to review what PEMA has accomplished as an accredited agency and prepare for our upcoming site visit and assessment.

A huge "Thank you!" to the PEMA leadership and staff for their time and effort in helping DEMA prepare for the process.
