Ensuring Election Integrity: Pre-Election Testing Complete
Transparency and accuracy are the cornerstones of our elections here in Davis County. Today our elections team successfully completed the Pre-Election Test and Audit for the upcoming primary election.

We were privileged to have Sheriff Kelly Sparks join us as a representative of the Board of Canvass to observe and certify the process. Having independent oversight ensures that every step of our testing meets the highest standards of accountability.

What was tested?
As required by Utah Code 20A-4-104, we conducted a rigorous "Logic and Accuracy" test on all our tabulation equipment. This included:
DS450 & DS200 Scanners: Processing a pre-voted "test deck" containing ballots from every precinct and contest.
ExpressVote BMDs: Verifying the accuracy of our ballot marking devices.
Firmware Validation: Confirming all hardware is running the official, state-certified firmware versions.
The Results

We are pleased to report that the equipment accurately detected all over-votes and under-votes, and the tabulated results matched our expected outcomes with 100% accuracy.

Did you know? Our vote-counting equipment is NEVER connected to the internet. We utilize multiple layers of physical and digital security, including tamper-evident seals and human observation, to keep your vote safe.

One way we protect the integrity of our elections is to conduct a regular verification of the software we use for tabulating our ballots.

This week we conducted a hash validation of our election management software. This verification was conducted by Davis County Staff and supervised by staff from the Lt. Governor's Office.

Hash validation is designed to ensure data integrity. It's a process to verify that the installed firmware and or software exactly matches the version that has been tested and certified to be used. In other words it verifies that our software is what it should be and that it has not been modified or manipulated in any way.

During this validation it was confirmed that the integrity of our election management software is intact and is the correctly certified software for use within the State of Utah.

Utah's Voter Registration Citizenship Audit results are in, and here is how Davis County did!

The Lt. Governor’s office recently completed a comprehensive review, cross-referencing over 2 million voter records statewide against driver license and federal databases to verify citizenship and ensure election security.

Here is a quick breakdown of the Davis County findings:

99.8% Confirmed Citizens: Davis County has an impressive verified citizenship rate of 99.8%, which is even higher than the statewide average of 99.72%.

0 Confirmed Noncitizens: There were absolutely zero confirmed noncitizens found on Davis County's voter rolls.

0.2% Unconfirmed: A very small fraction of records remain unconfirmed. These are often older legacy records from before driver license or Social Security numbers were required to register. These voters will be notified and asked to provide documentary proof of citizenship.

Probable Noncitizens: The audit identified just 3 individuals in the county as "likely noncitizens."
Under the new state law, these individuals will receive a notice and have 30 days to provide proof of citizenship to the county clerk before being removed from the voter rolls.

Overall, the audit shows that our statewide and local voter rolls are highly accurate, and that election officials are taking active steps to fix potential vulnerabilities and keep our elections secure!

Update on Candidate Petition Signature Verification

As our team completes the final reviews of candidate nomination packets, we wanted to share an update on the signature verification process. This year, our staff has reviewed over 150,000 signatures for more than 40 candidates running for Congress, state legislature, school board, and county offices.

The 2026 process incorporated improvements based on findings from three independent audits conducted after the 2024 petition year:
Audit Findings: All three audits confirmed high overall accuracy rates (between 95.6% and 98.9%) and affirmed that candidates met the requirements under the rules then in place.

Areas for Improvement: The audits also identified that human error and subjective standards contributed to some misclassifications.

Key Recommendations: Recommendations for strengthening future elections included accounting for error rates in the total required signatures, clarifying verification standards, improving training, enhancing transparency, and formalizing chain of custody procedures.

Action Taken to Improve the Process:
-We have implemented several measures to address these recommendations:
-Updated Training: Additional training has been developed and provided to all signature verifiers, who must now pass an evaluation.
-Enhanced Procedures: Improved chain of custody processes are now in place to ensure more complete record-keeping.
-Quality Assurance: Pre-certification audits are conducted for every candidate before the candidates are declared qualified.
-Increased Transparency: We have improved transparency, allowing for watchers and petition inspection by candidates.

We are deeply grateful for the incredible dedication of our staff and the Davis County citizens who serve our community as temporary election workers in this process. We also appreciate the participation of candidates and watchers this year.

Very important changes are coming regarding voter registration records.

The Utah Legislature passed SB153 during the 2026 Legislative Session. A central feature of the bill is the reclassification of previously private voter records to public records unless the voter takes action to apply for additional privacy protection. Notices will begin mailing out to all voters impacted by this change beginning this week along with instructions for any action you may need to take.

The bill also updates voter registration forms to let voters authorize the release of their email or phone number to their affiliated political party, please note that this information may only be shared with your affiliated party if you authorize it.

Additionally the legislation places strict restrictions on the use of voter registration lists, establishing criminal penalties for the unlawful procurement or disclosure of this data.

The Clerk’s Office participates in Sunshine Week because we are passionate about government transparency.
