Over the past several months, Howard County Ambulance has worked to provide factual information regarding the proposed property purchase and future facility plans presented to the City Council.

This proposal was not developed overnight. The need for expansion was identified in 2023 after reviewing years of call volume data, staffing needs, response patterns, and the limitations of our current facility.

Some important facts presented to the City Council include:

• Our annual call volume has grown from approximately 1,000 calls per year to over 1,500 calls per year.

• The second crew is now utilized on nearly 500 calls annually.

• Approximately 67% of our calls leave the base and travel Highway 5, making this location the most effective single-site option for serving the entire district.

• The proposed facility is designed to support two 24-hour in-house ALS crews, which our current building cannot adequately accommodate.

• The goal is to build a facility that blends into the neighborhood with a residential appearance, green space, preserved trees, and community-friendly design features.

• The project is also intended to improve recruitment and retention by providing an environment where EMS professionals can live and work during 24-hour shifts in a safe, functional, and family-conscious setting.

• It is also important to note that the current ambulance base was built in 1993 and later zoned as R1 residential. The current base already sits in the same RS1 zone as the proposed location.

The Board explored multiple options, including split-base concepts and alternative locations. After reviewing response data, logistics, staffing considerations, and long-term operational needs, it became clear that a single expanded location best serves the needs of Howard County as a whole.

We understand that not everyone will agree, and we respect the opinions being shared. However, we believe decisions of this importance should be guided by facts, long-term planning, operational data, and what best supports emergency medical care for the entire community.

🚑 Exciting News from the Howard County Ambulance District 🚑

Beginning May 10, Howard County Ambulance District officially started staffing two 24-hour ambulance crews - a major step forward for emergency medical services in our community.

This is the level of service improvement we discussed during the recent sales tax proposal conversations, and we are proud to begin moving forward with that commitment. Having two fully staffed 24-hour crews helps improve response availability, reduces reliance on overnight on-call staffing, and strengthens our ability to serve the residents and visitors of Howard County.

As call volume and service demands continue to grow, this staffing model allows us to better support:
• Faster and more consistent emergency response coverage
• Improved crew availability during multiple simultaneous calls
• Reduced fatigue on staff
• Stronger long-term EMS readiness for our community

We appreciate the continued support from our community, our staff, and everyone who believes in maintaining reliable emergency medical care in Howard County. This is an important investment in the safety and future of our district.

The Howard County Ambulance District plans to move forward with building its new ambulance base a few blocks from its existing facility in Fayette.

The District knows some people have questions after the City of Fayette denied a local permit request. The District respects the City and its leaders, and hopes to work with them to ensure the best emergency services in Howard County. But the District believes state law allows it to build this public safety building without city zoning approval.

A “zoning” rule is a city rule about how land may be used. A “conditional use permit” is city permission for a special use of land. While the zoning rules indicate that the District’s new structure will be located in a Residential 1 zone, the City’s own ordinances recognize that a public building is an appropriate use of such area. However, the District believes those rules do not stop this project because the District is a public body created by Missouri law, with a special purpose directly given to it, namely, providing the best ambulance service available to its citizens.

Missouri law recognizes an ambulance district as a political subdivision. That means it is a public agency, like a school district or fire district, with a special governmental purpose. Missouri law also gives ambulance districts the job of providing ambulance service. The new base will help the District keep ambulances, tools, and crews ready to answer calls.

“This station is about saving time and helping people,” said Greg Prothero, Chairperson of the District Board of Directors. “Our goal is to serve the public and be ready when people need us most. This location in Fayette will allow us to increase the number of jobs in our community, while maintaining our central location to serve all of Howard County.”

The District has sent a letter to the City explaining its position and expressing its intent to move forward. The District will continue to work with the City on practical issues like utility service, access to the facility, traffic, storm water, and building safety.
