Fillmore City Request for Proposals – Library Building Expansion (Architectural & Engineering)
May 2026

Fillmore City is requesting bids for architectural and engineering services for a planned library building expansion. Drawings of the proposed expansion are included to provide an idea of what the city is looking for.
Proposals will be received by FILLMORE CITY until 2:00 pm on Thursday, June 4, 2026 addressed to:
FILLMORE CITY (Attn: Kevin Orton) at 75 West Center, Fillmore, Utah 84631.

At this time a formal bid opening will take place.
(6) copies of the Proposals shall be submitted in a sealed envelope with the name of
the project and the name of the design-build team shown clearly on the front of the
envelope.
Format:
i. Proposals shall be submitted in hard copy format.
ii. Maximum number of pages: (14) standard letter-size 8.5 x 11 pages

Requested Submittal Elements:
1. Cover Page that provides:
a. Architectural/Engineering Team Members
b. Architectural/Engineering Team Primary Point of Contact/Project Manager
c. Address
d. Phone number
e. Email address
2. Executive Summary Letter
3. Description of Qualifications: The description of qualifications should provide
the following information:
a. Description of Architectural/Engineering Team Structure, to include:
i. Brief company profile of the Architectural firm
ii. Brief firm profile of the Primary Designer/Architect
b. Description of Past Experience
i. Provide a concise summary of similar architectural/design projects
and that have been completed by the architect/engineer in
the past 5 years. Precedence should be given to design
projects in which the architect and primary
designer have teamed, design projects in general,
architectural projects that have been completed in Utah. Include
the name of the projects, date completed, location, and size
in terms of square footage and dollars.
ii. Provide a concise summary of similar design projects that
have been completed by the primary designer/architect in
the past 5 years.

Cost Proposal
The architectural team shall submit a cost proposal for the proposed building in
accordance with the architectural team’s schematic design
that are included in the contract documents. The cost proposal shall be
submitted in the format shown on the cost proposal form, and should include the
lump sum cost for the design.
