Leash Law Reminder for Fircrest Residents
Spring is right around the corner, and with warmer weather on the way, more pedestrians and their pets will be enjoying time outdoors. This is a good opportunity to remind everyone of the Cityโs required leash law.
Under Municipal Code 7.03, dogs must always be on a leash unless they are in a designated off-leash area. Currently, the City of Fircrest does not have any designated off-leash areas.
The Police Department regularly receives complaints regarding dogs that are off leash. While parks and open spaces may seem like ideal places to throw a ball or allow dogs to run freely, doing so is a violation of city code. The Police Department is obligated to enforce the law as written.
In the coming weeks, you may see officers contacting dog owners to advise them of the leash requirement. We will begin with a warning period to ensure all residents are aware of the ordinance. Following this education period, officers will begin issuing infractions as part of the enforcement process. The fine for having a dog off leash is $513.00.
Our goal is not to issue citations, but to gain voluntary compliance and ensure a safe and comfortable environment for everyone in our community. While many members of the department are dog lovers, we recognize that not all residents are comfortable around off-leash dogs.
For reference, Municipal Code 7.03.150 states in part:
โUnless in a designated off-leash area (โoff-leash areaโ shall mean any area designated by the city within which dogs, under the effective control of the owner or custodian, may be off leash), it shall be a violation for the owner or custodian of any dog to cause, permit, or allow such dog to roam, run, stray, or be away from the premises of such owner or custodian and to be on any public place or any public property or the private property of another in the city unless such dog, while away from such premises, is controlled by a leash or chain not more than eight feet in lengthโฆโ
