SUMMARY OF POSITION
Performs grant administration, financial monitoring, reporting, reconciliation, records management, and compliance duties for County grant programs under the direction of the County Auditor. Coordinates with elected officials, department heads, granting agencies, and County staff to support timely and accurate grant administration. Maintains grant records and monitors grant activity to help ensure expenditures, reporting, procurement, and documentation comply with award terms, County policies, applicable laws and regulations, and grant requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Grant Administration and Financial Management
• Maintain complete grant files for County awards, including applications, notices of award, grant agreements, contracts, approved budgets, amendments, correspondence, financial reports, reimbursement requests, closeout records, and supporting documentation.
• Review grant agreements and award requirements; establish and maintain grant calendars and tracking schedules for budgets, reporting periods, deliverables, matching requirements, reimbursement requests, amendments, performance periods, and closeout deadlines.
• Prepare and submit required monthly, quarterly, annual, and closeout financial reports, expenditure reports, Financial Status Reports, reimbursement requests, and other grantor-required financial documentation.
• Monitor and reconcile grant revenues, expenditures, receivables, reimbursements, general ledger activity, and budget balances; identify discrepancies and coordinate corrections with departments and the County Auditor.
• Review grant-related invoices, payroll, purchases, receipts, and other expenditures for proper authorization, coding, documentation, allowability, period of performance, and consistency with the approved grant budget before reimbursement or reporting, as applicable.
• Assist with grant budget development, budget adjustments, amendments, matching requirements, and financial information needed during the County budget process.

Grant Compliance and Internal Controls

• Monitor grant activity for compliance with award terms, applicable federal, state, and local requirements, County policies and procedures, and established internal controls; promptly report questioned costs, unsupported expenditures, missed deadlines, or other compliance concerns to the County Auditor.
• For federal awards, assist in maintaining financial records and controls consistent with applicable Uniform Guidance requirements, including 2 CFR Part 200 requirements for financial management, internal controls, cost allowability, procurement, property, records retention, reporting, and closeout, as applicable to each award.
• Verify grant-funded purchases follow applicable County purchasing requirements and grant-specific procurement standards; maintain procurement support sufficient to document the purchase, vendor selection, pricing, contract or purchase order, and grant allowability.
• Safeguard confidential, sensitive, and personally identifiable information contained in grant records and follow applicable County and grantor requirements for access, retention, and disposition of records.

Grant Reporting, Monitoring, and Audit Support

• Coordinate with elected officials and department heads to obtain program and financial information needed for grant reporting and to monitor completion of grant deliverables and responsibilities.
• Communicate with granting agencies and pass-through entities regarding financial reporting, reimbursements, budget revisions, deadlines, monitoring requests, and other grant administration matters as authorized.
• Prepare and maintain documentation for monitoring visits, desk reviews, internal reviews, external audits, and Single Audit requirements when applicable; respond to documentation requests and assist with corrective-action follow-up under the direction of the County Auditor.
• Maintain schedules and supporting information needed to identify federal awards and expenditures and assist the County Auditor and external auditors with grant-related financial schedules and audit requests.

Grant Applications and Closeout

Assist departments and elected officials with grant applications by providing financial information, budget assistance, required forms, supporting documentation, and administrative coordination; working knowledge of grant writing and electronic grant submission is preferred.

Coordinate financial closeout activities, including final reconciliations, reimbursement requests, required reports, disposition or tracking of grant-funded property when applicable, and retention of grant records in accordance with award and legal requirements.

GENERAL RESPONSIBILITIES

• Maintain accurate, organized, and audit-ready electronic and paper grant records and continually evaluate grant administration processes for opportunities to improve accuracy, compliance, internal controls, and efficiency.
• Attend meetings, training programs, grant workshops, and informational sessions as requested by the County Auditor and maintain current knowledge of grant administration and applicable compliance requirements.
• Maintain confidentiality, exercise sound judgment, and work professionally with elected officials, department heads, County employees, vendors, granting agencies, auditors, and the public.
• Serve as backup for other Auditor's Office functions and perform financial, accounting, audit, grant, and administrative duties as assigned by the County Auditor.

KNOWLEDGE, SKILLS, AND ABILITIES

• Working knowledge of grant administration, governmental accounting, budgeting, financial reporting, internal controls, and compliance practices, or the ability to develop such knowledge.
• Ability to read and apply grant agreements, budgets, policies, regulations, reporting instructions, and deadlines; analyze financial data; reconcile accounts; identify discrepancies; and maintain accurate supporting documentation.
• Strong organizational, project-management, time-management, written and verbal communication skills, with the ability to manage multiple grants and deadlines independently and collaboratively.
• Proficiency with spreadsheets, word-processing software, email, financial systems, electronic grant portals, and other office technology; ability to handle sensitive information with tact and discretion.
• Strong attention to detail and organizational skills; ability to maintain accurate financial records, prioritize work, meet deadlines, and perform multiple responsibilities accurately and timely.
• Ability to communicate professionally with elected officials, department heads, employees, vendors, auditors, and the public; exercise sound judgment, maintain confidentiality, and effectively use County financial software, spreadsheets, word-processing software, email, and other office technology.

STATUTORY AND POSITION REQUIREMENTS

Performs duties as an assistant to the County Auditor under the County Auditor's direction. Appointment, duties, qualifications, and compensation are subject to applicable Texas law governing assistants to county auditors.

TITLE Groundskeeper-General Maintenance Worker
CLASSIFICATION Nonexempt
SALARY $20.61/hour or $42,874.40 annually plus benefits

GENERAL FUNCTION
The Groundskeeper-General Maintenance Worker performs semi-skilled work in the maintenance, care, and modification of county grounds and landscapes which includes the operation of electrically-powered and gasoline-powered groundskeeping equipment and machines, and the use of small hand and power tools or equipment in planting, cultivating, and trimming grounds and landscaping. The Groundskeeper also performs maintenance on groundskeeping equipment and tools, and makes minor repairs (within demonstrated capability) as directed. The Groundskeeper/General Maintenance Worker changes light bulbs, paints walls, woodwork, furniture, and equipment, makes minor carpentry, plumbing, and electrical repairs, delivers supplies, materials, and equipment as needed.

MINIMUM ACCEPTABLE QUALIFICATIONS
Education: A high school diploma or the equivalent is required.

Experience: At least two years of experience in groundskeeping is required, where knowledge of the methods, materials and equipment used in planting, cultivating, and trimming a variety of types of trees, shrubs, ground cover, flowers and grasses has been gained. Knowledge of the use and proper disposal of chemicals used in groundskeeping is preferred.

Skills: The ability to read English language sufficiently to understand written work orders and instructions as well as directions for the proper mixture, use, and disposal/storage of cleaners, solvents, chemicals, fertilizers and similar products used in groundskeeping is required. Skill in the proper operation and maintenance of grounds maintenance tools, equipment, and machinery is required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.

Effort: Requires the ability to lift and carry groundskeeping supplies and equipment weighing up to 50 pounds on a frequent basis and up to 100 pounds on an occasional basis, prolonged walking or standing, and frequent bending, stooping, kneeling, and reaching on a daily basis. Requires a full range of physical motion in order to operate manual, electrically-powered and/or gasoline-powered groundskeeping equipment and machines. Requires the ability to access facilities and areas which may only be accessible by climbing stairs or by climbing ladders to a height of 20 feet (e.g., for tree trimming). Must be able to move throughout assigned areas, as the work is performed primarily outdoors, year round.

License: Must have a valid Texas drivers license.

Other: Scope of the position requires exposure to and use of chemical compounds for application on trees, shrubs, ground cover, flowers, and grasses which may be hazardous and cause injury if specific instructions regarding their mixture, application, use and disposal/storage are not properly followed.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Performs tasks common to the care of grounds and landscapes by seeding, watering, mulching, fertilizing, and applying chemicals to outside plantings, lawns and turf, as well as inside flowers and cuttings used in transplanting; inspecting plant materials for insects, disease, physical and mechanical damage and identifying replacements; transplanting, pruning, trimming, and cultivating trees, shrubs, ground cover, and flowers.
2. Performs regular and directed grounds and landscape maintenance by mowing lawns with riding or push mowers; trimming and edging around trees, shrubs, ground cover, flowers, sidewalks and buildings; weeding, thinning and cleaning flower beds and other grounds by hand or utilizing proper tools and equipment; and setting up, adjusting, repairing, and cleaning irrigation systems.
3. Removes unsightly trash and debris from public areas by regularly inspecting grounds and drains, for debris; raking, sweeping and bagging leaves, debris, dirt and trash from streets, sidewalks, parking lots and transporting the trash to designated central collection points on a daily basis.
4. Prepares outdoor locations for use by visitors, vendors, and the public as needed by county operations.
5. Applies chemicals used in groundskeeping properly and safely by wearing prescribed protective clothing, masks, and/or rubber gloves and boots, following either written or verbal directions for mixing chemical compounds according to specifications, applying the chemicals properly on grounds and landscapes designated for their use, and disposing of residual chemical products as directed or storing and labeling them for future use.
6. Safely operates light vehicles such as pick-up trucks, or riding mowers and portable power tools and equipment such as saws, grass trimmers, leaf blowers, sprayers, paint machines and other groundskeeping equipment by obeying applicable traffic laws and following operator instructions, and wearing appropriate safety items such as goggles, gloves, or other appropriate protective clothing.
7. Ensures that grounds maintenance equipment and building maintenance equipment are operational by performing routine and preventative maintenance and cleaning of tools, equipment and machines within reasonable capabilities.
8. Performs painting work in the preparation, patching, finishing, and maintaining of building structures, walls, woodwork, furniture, and equipment.
9. Performs minor maintenance work using hand and power tools by making carpentry repairs such as nailing down loose boards, performing minor plumbing repairs, and replacing defective electrical switches, light bulbs, fuses, and fluorescent ballasts.
10. Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
11. Contributes to the overall success of the county by performing all other related duties as assigned.

SUPERVISION
The Groundskeeper/General Maintenance Worker is supervised by the County Judge and generally does not exercise supervision of others.
