The Flowery Branch Police Department proudly announces the law enforcement retirement of Chief Christopher Hulsey following more than 20 years of dedicated law enforcement service to the City of Flowery Branch and a lifetime of service to his country and community.
Chief Hulsey began his law enforcement career in June 2004 with the Hall County Sheriff's Office, where he served as a Deputy Sheriff until November 2006. He was then recruited by Chief Gerald Lanich to join the Flowery Branch Police Department as a Police Officer. Through hard work, unwavering dedication, and exemplary leadership, Chief Hulsey steadily advanced through the ranks, serving as Police Officer, Corporal, Sergeant, Lieutenant, Deputy Chief, Interim Chief, and ultimately Chief of Police.
Following the retirement of Chief David Spillers in April 2021, Chief Hulsey was appointed Interim Chief of Police. After an extensive selection process, he was officially named Chief of Police in March 2022.
Prior to his law enforcement career, Chief Hulsey proudly served in the United States Marine Corps from 1988 to 1996, attaining the rank of Corporal (E-4). The values of honor, courage, and commitment that defined his military service remained evident throughout his distinguished law enforcement career.
Under Chief Hulsey's leadership, the Flowery Branch Police Department experienced significant growth and achieved numerous milestones, including:
• Achieving Georgia State Certification.
• Expanding the department to 31 full-time employees.
• Developing and implementing the department's K-9 Program.
• Creating and implementing the Special Response Team (SRT).
• Establishing a full-time Training Coordinator position.
• Establishing a full-time Crime Scene and Evidence position.
• Partnering with community stakeholders to transform the department's firing range into a full-service law enforcement training center.
• Increasing the number of Georgia P.O.S.T.-certified instructors from one to five.
• Successfully advocating for substantial pay increases for all department personnel.
• Securing private grant funding to acquire a Command Response Vehicle.
• Establishing memorandums of understanding for task force assignments with the Georgia Bureau of Investigation Regional Appalachian Drug Enforcement Office, Homeland Security Investigations, the Georgia Bureau of Investigation Internet Crimes Against Children Task Force, the Drug Enforcement Administration, the United States Secret Service, and the Internal Revenue Service.
While these accomplishments are remarkable, Chief Hulsey's greatest legacy is the culture of professionalism, integrity, accountability, and service that he fostered within the department. Throughout his career, he led by example and remained committed to serving the citizens of Flowery Branch with humility, honor, and unwavering dedication.
Chief Hulsey's message to every officer has always been simple:
"Do Right, Be Right, Act Right."
Those words have become a guiding principle of the Flowery Branch Police Department and will continue to shape its officers and future leaders for years to come.
Although Chief Hulsey is retiring from a long and distinguished career in law enforcement, he will continue his lifelong commitment to public service. Chief Hulsey has been selected to serve as the City of Flowery Branch's first Assistant City Manager. His final day of service with the Flowery Branch Police Department will be September 30, 2026. On October 1st, 2026, Chief Hulsey will assume the duties of Assistant City Manager.
