Civilian Human Resources Agency and U.S. Army Civilian Career Management Activity - ACCMA time is running out, applications for the 2024 CHRA Emerging Leader Program (CELP) must be submitted before Nov. 1, 2023. The 12-month program will run virtually from January 2024 – December 2024.

• Eligibility: Applicants must be permanent, non-probationary CHRA Civilian employees in grades GS-11, GS-12, NF-4 or LN/FN equivalent with a minimum 1-year time in grade.

Have a safe and happy Independence Day! 🎇🎉

Fireworks and alcohol are an explosive combination, and not in a good way. As we head into the long Independence Day weekend, please practice safe handling of fireworks to ensure everyone has a safe and enjoyable 4th of July!

Tips to Celebrate Safely
-Never allow young children to play with or ignite fireworks, including sparklers. Sparklers burn at temperatures of about 2,000 degrees Fahrenheit—hot enough to melt some metals.
-Keep a bucket of water or a garden hose handy, in case of fire or other mishap.
-Light fireworks one at a time, then move quickly away from the fireworks device.
-Never try to relight or handle malfunctioning fireworks. Soak them with water and throw them away.
-Never place any part of your body directly over a fireworks device when lighting the fuse. Move to a safe distance immediately after lighting fireworks.
-Never point or throw fireworks (including sparklers) at anyone.
-After fireworks complete their burning, to prevent a trash fire, douse the spent device with plenty of water from a bucket or hose before discarding the device.
-Make sure fireworks are legal in your area, and only purchase and set off fireworks that are labeled for consumer (not professional) use.
-Never use fireworks while impaired by alcohol or drugs.

On June 14, 2023, ACCMA held their second annual Organizational Day. ACCMA's three divisions (Operations-Plans, Career Management Support, and Career Fields) gathered for food, games and activities, as well as meet and greet in person. The day also provided an opportunity to celebrate the U.S. Army Birthday!

ACCMA's Organizational Day allowed team members and families to come together outside of their regular work environment and engage in various activities that promote camaraderie, team building, and morale.

At ACCMA, we remain committed to fostering diversity, equality, and inclusion. We believe that every individual deserves respect, dignity, and equal opportunities. Juneteenth serves as a reminder for us all to reflect on our past, and acknowledge the challenges we still face, and take the action we need towards a more just and inclusive society.

Juneteenth commemorates the emancipation of enslaved African Americans in the United States. On June 19, 1865, Union General Gordon Granger arrived in Galveston, Texas, and proclaimed the end of slavery, two and a half years after the Emancipation Proclamation.

This historical event serves as a powerful reminder that freedom and justice must be fought for and upheld.

Let’s celebrate Juneteenth together, and renew our commitment to future equality and justice prevail. Today we honor the resilience, strength, and contributions of African Americans throughout history.

It was a busy week for ACCMA's Operations and Plans team! Staff and Directors across the team participated in a roundtable providing the perfect opportunity to come together, exchange ideas, and foster stronger bonds within the overall team. Some of the topics on the agenda were streamlining information and services, understanding metrics, brainstorming innovative team solutions, and exploring ways to enhance collective performance. 🌐✨

Fun and exciting team building activities were also conducted between sessions to allow everyone a chance to network and build trust.

But it was not just about work! 🎉 We celebrated the U.S. Army Birthday by singing the Army Song and enjoyed time outdoors at the ACCMA Organizational Day where Career Field staff and ACCMA families joined together for games, good food, and dancing! Video coming soon!

The U.S. Office of Personnel Management (OPM) will host the virtual event “DEIA (Diversity, Equity, Inclusion, and Accessibility) Summit 2022: A Whole-of-Government Approach to Disability Employment” on December 6 – 8, 2022.

The Summit will focus on approaches to integrating disability employment across all areas of DEIA in the federal workforce. Over the three days, agency practitioners will provide presentations, skill-builder sessions, and panel discussions on various topics, including reasonable accommodations, equity and civil rights for people with disabilities, accessibility in strategic plans and mission priorities, best practices for accessibility in built and digital workplaces, and strategic recruitment, hiring, and retention.

The Civilian Human Resources Agency (CHRA) honors U.S. veterans and members of the armed forces by laying a wreath at the Tomb of the Unknown Soldier reinforcing its commitment and support of our nation’s heroes. Accompanying Ms. Hong V. Miller, Director, CHRA, during the ceremony and representing the CHRA HR Community, were members of the HQDA Civilian Personnel Advisory Center (CPAC) who are also forever soldiers – Rebecca Phifer, Rashea Hall, and Sean Ki.

ACCMA Celebrates Native American Heritage Month

What started at the turn of the century as an effort to gain a day of recognition for the significant contributions the first Americans made to the establishment and growth of the U.S., has resulted in a whole month being designated for that purpose.

One of the very proponents of an American Indian Day was Dr. Arthur C. Parker, a Seneca Indian, who was the director of the Museum of Arts and Science in Rochester, N.Y. He persuaded the Boy Scouts of America to set aside a day for the “First Americans” and for three years they adopted such a day. In 1915, the annual Congress of the American Indian Association meeting in Lawrence, Kans., formally approved a plan concerning American Indian Day. It directed its president, Rev. Sherman Coolidge, an Arapahoe, to call upon the country to observe such a day. Coolidge issued a proclamation on Sept. 28, 1915, which declared the second Saturday of each May as an American Indian Day and contained the first formal appeal for recognition of Indians as citizens.

The year before this proclamation was issued, Red Fox James, a Blackfoot Indian, rode horseback from state to state seeking approval for a day to honor Indians. On December 14, 1915, he presented the endorsements of 24 state governments at the White House. There is no record, however, of such a national day being proclaimed.

The first American Indian Day in a state was declared on the second Saturday in May 1916 by the governor of New York. Several states celebrate the fourth Friday in September. In Illinois, for example, legislators enacted such a day in 1919. Presently, several states have designated Columbus Day as Native American Day, but it continues to be a day we observe without any recognition as a national legal holiday.

In 1990 President George H. W. Bush approved a joint resolution designating November 1990 “National American Indian Heritage Month.” Similar proclamations, under variants on the name (including “Native American Heritage Month” and “National American Indian and Alaska Native Heritage Month”) have been issued each year since 1994.

Labor Day, observed the first Monday in September, is an annual celebration of the social and economic achievements of American workers. ACCMA began the holiday weekend with their organization day. The event held on Fort Belvoir brought the ACCMA family together for fun, fellowship, and good food.

Ms. Hong Miller, Director, Civilian Human Resources Agency, visited the Army Civilian Management Activity (ACCMA) at Fort Belvoir, Virginia on Aug. 3. Highlights from her visit included a tour of ACCMA's future headquarters, awards presentation and her weekly CHRA Director's Workforce message.

ACCMA is pleased to announce the availability of a new professional development opportunity for all Army Civilians across the enterprise. That means the whole Army! It’s that simple.

All Army Civilians are eligible to claim a license for unlimited and free use of Udemy Business, an online learning platform that has thousands of courses for professional and personal development on so many topics. Unfortunately, ACCMA funded licenses are not available to military and contractors.

To obtain your Udemy Business license follow these instructions:

From its Galveston, Texas origin in 1865, the observance of June 19th as the African American Emancipation Day has spread across the United States and beyond.

Today, Juneteenth commemorates African American freedom and emphasizes education and achievement. It is a day, a week, and in some areas, a month marked with celebrations, guest speakers, picnics and family gatherings. It is a time for reflection and rejoicing.

It is a time for assessment, self-improvement and for planning the future. Its growing popularity signifies a level of maturity and dignity in America long over due.
