The Joint Project Manager Transformational Medical Technologies (JPM-TMT) is doing ground-breaking work to advance our nation's medical countermeasures capabilities. JPM-TMT is focusing on the advanced development of adaptable platform technologies and broad-spectrum medical countermeasures to counter emerging, genetically engineered, or unknown threats. Rather than the traditional "one drug, one

bug" approach of many current medical capabilities, JPM-TMT is transforming the medical treatment paradigm into a "one drug, many bugs" approach.

JPM-TMT issued an RFI on March 4, 2013 requesting information on the development of therapeutics for antibiotic resistant Biological Warfare Agents. The continuing emergence of multi-drug resistant bacteria is a problem recognized by DoD as well as other government agencies. DoD’s program within JPM-TMT is focused on bacteria classified as Biological Warfare Agents (BWAs). These bacteria—outlined in the RFI—have the potential to be genetically engineered or used as weapons. The goal is to develop long-term, broad-spectrum therapeutics to defeat antibiotic resistance should these bacteria become weaponized or naturally spread.

LTC David Gibson shows his appreciation as BG Jess Scarbrough signs the Milestone B Acquisition Decision Memorandum (ADM) for JPM-TMT’s Emerging Infectious Diseases-Influenza medical countermeasure (EID-Flu MCM) acquisition program. An ADM is the official approval for the program to move to the Engineering and Manufacturing Development (EMD) phase. In the EMD phase, the EID-Flu MCM acquisition program will complete Phase 3 clinical trials required for U.S. Food and Drug Administration (FDA) approval and will submit a New Drug Application to the FDA. The program has contracted with Boston’s MediVector, Inc. to further develop Favipiravir (T-705), a broad-spectrum drug candidate that has shown to be efficacious against multiple strains of the flu, including the 2009 H1N1 virus and drug-resistant influenza strains. A new study testing a drug candidate to treat Marburg virus demonstrated significant survival rates up to four days after exposure to the disease. Referred to as AVI-7288, the drug is a post-exposure prophylactic targeting the Marburg virus which may cause hemorrhagic fever, a severe, life-threatening disease that exhibits fever and bleeding. The development of AVI-7288 is funded by Joint Project Manager Transformational Medical Technologies (JPM-TMT). Sarepta Therapeutics—formerly AVIBioPharma—conducted the study to determine the efficacy of AVI-7288 when administered at various post-exposure time points. The results demonstrated a high degree of survival, between 83% and 100%, in each of four post-exposure cohorts that received daily treatments with AVI-7288 beginning immediately and then one, two and four days after infection.
