DIGITAL MARKET'S GERRY LEBEL: MASTER AT ELAS AND FUNDRAISING FOR USMA
As an acquisition specialist focusing on software agreements at PEO Enterprise, Gerry Lebel serves as the Digital Market team’s government lead for several key enterprise license agreements that provide critical software products to all Army Commands and several Department of War Combatant Commands. Lebel first joined the Digital Market team — formerly known as Computer Hardware, Enterprise Software and Solutions — in 2019, following nearly six years of support for the enterprise licensing division at the once combined CIO/G-6 organization.

Earlier in his career, Lebel served for nearly 30 years in the U.S. Army after graduating from the U.S. Military Academy in 1975. He has been a huge champion for the academy, leading fundraising efforts to ensure that graduating cadets are prepared to meet the technological challenges of the future.

In 2015, Lebel was the fundraising chair for the Class of 1975 40th Reunion Gift, which raised $1.25 million for the Cadet Character Development Program endowment for the Simon Center for Professional Military Excellence. The main purpose of this endowment is to ensure West Point will continue to graduate leaders of character for the Army and the nation in perpetuity.

And as the fundraising campaign chair for the Class of 1975’s 50th Reunion Gift, Lebel and several classmates walked across the football field during a timeout in the Army Black Knights’ September 2025 game against North Texas, presenting to West Point leaders a symbolic check for more than $3 million they raised for the academy. According to Lebel, the funds will support the South Redoubt for the Goethals Hall Cyber Engineering and Academic Center, a new academic facility tentatively slated to open in fall 2026.

Besides supporting the academy financially, Lebel and his family have made a tradition of attending the annual Army-Navy game. He also has helped judge entries at regional high school science and engineering fairs, and he runs a National Football League Pick ‘Em football pool for co-workers, family and friends.

Lebel considers his PEO Enterprise teammates an important part of his six-year tenure at the organization.

“What I like best about working for Digital Market, first and foremost as with my 29+ years in the Army, are the people it has been my privilege to work with and for,” Lebel said, “and for the opportunity to contribute to the critical mission support PEO Enterprise provides to warfighters worldwide.”

ITES-4H: YOUR NEW SOURCE FOR COTS IT ORDERS
Effective Nov. 20, U.S. Army, Department of War and other federal customers can use the ITES-4H contract vehicle, which enables streamlined procurement and leasing of commercial off-the-shelf IT hardware, software and related services. ITES-4H is the replacement for ITES-3H, which officially ended Nov. 19.

The ITES-4H contract — a 10-year, $10 billion vehicle with 49 awardees — is managed by PEO Enterprise’s Digital Market.

US ARMY LAUNCHES SOLDIER-CENTERED TRAINING MANAGEMENT SOLUTION
The U.S. Army has taken a significant step to modernize how it manages Soldiers’ training data. On Nov. 15, ATIS Training — a streamlined, intuitive platform for managing individual and unit training records — launched to every Soldier across the Army.

As the Army’s authoritative enterprise training management solution, ATIS Training replaces the Digital Training Management System. ATIS Training offers an efficient suite of applications designed to empower leaders and Soldiers by modernizing the planning, visualization and management of individual and unit training data.

The launch of ATIS Training is a significant milestone, reflecting the Army's commitment to adopting modern, agile solutions to meet the evolving needs of leaders and Soldiers.

The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted activities will be placed in a non-work, non-pay status.

DELIVERING AT THE SPEED OF RELEVANCE
The FMS-ACES team deployed the initial capability of the Army’s modernized solution for managing foreign military sales cases on Sept. 19, 2025 -- on time, on budget and within one year of the program’s birth in the Software Acquisition Pathway.

The new FMS-ACES system is a cloud-based, low-code software solution that eventually will completely replace the Army’s 50-year-old, COBOL-based case management system.

LAUNCHING A CAREER AT PEO ENTERPRISE
Connor Turko has quickly launched a promising career at PEO Enterprise.

After attending Centenary University for data analytics, Turko started a part-time summer job with PEO Enterprise’s Logistics Modernization Program and soon was hired full-time to provide direct desktop support and cybersecurity services.

In November 2024, he joined PEO Enterprise’s Force Management — formerly known as Global Force Information Management. At Force Management, Turko leads the cyber division as the information system security manager.

A quick learner devoted to supporting the Army, he also has assumed a role in migrating and modernizing Army readiness reporting capabilities.

According to Turko, what he likes best about his new role is that every day is different, and every detail matters.

“Being here at Force Management, has shown me how close I really am to the Soldier,” he said. “We are right there behind them … tracking the Army force, providing crucial data at any moment, providing the quick accurate data the Army needs.”

Outside of the office, Turko enjoys soccer, hockey, Formula 1, museums and “random facts.” The Northern New Jersey native and New Jersey Devils fan also likes exploring his new home in the Washington, D.C. area.

Turko strongly encourages soon-to-be graduates in IT and cyber fields to consider a career as an Army civilian.

“Take the leap — the opportunity to go into work every day and know you are making a global difference, no matter how big or small, is the greatest feeling,” he said.
