Opened in January 2001, WHINSEC has delivered professional military training and education to more than 37,000 students from over 30 countries. Benning, GA. With about 250 assigned military and civilian personnel, both U.S. and partner nation, it presents 38-40 iterations of 18 resident courses to more than 1300 students each year. At WHINSEC today, we took the opportunity to honor both Canada Day (July 1) and the upcoming U.S. Independence Day (July 4) in a single, joint ceremony. While we shared Canada Day commemorative videos on behalf of WHINSEC leadership and our U.S. Department of State representative, and look forward to posting their U.S. celebration videos this weekend, bringing both milestones together this morning was a powerful testament to the strength of the U.S.-Canada relationship.

WHINSEC wishes to send a very special thank you to Mr. Darren Croswell, a Consul stationed at the Canadian Consulate General in Atlanta, who braved the long drive out here to join us. WHINSEC was both honored and thrilled to have Canadian diplomatic representation at this important activity - yet another sign of our unbreakable relationship!

After mastering the fundamentals of urban combat operations and Stryker Infantry tactics, the students of ’s Spanish language version of the Maneuver Captains Career Course (MCCC-W) hit downtown Columbus for a Tactical Exercise Without Troops (TEWT). This exercise was the perfect opportunity to reinforce a critical lesson: the absolute importance of on-the-ground during Troop Leading Procedures. Next up? Facing their next graded OPORD, our officers got a chance to explore historic downtown Columbus firsthand.

WHINSEC faculty includes active-duty personnel from the defense and security forces of both the United States and numerous . Complementing this military expertise is our civilian cadre, which has long featured a faculty advisor from the U.S. Department of State. Established in a Memorandum of Understanding signed in January 2012 between the Department of War and Department of State, the advisor is one of multiple similar professional exchanges or “detail” assignments between these two Cabinet-level agencies.

The Department of State representative at WHINSEC has extensive background in Latin America and the Caribbean, speaks fluent spanish, and serves not just as a senior advisor on but is deeply integrated into the WHINSEC Command Team. He also delivers instruction to from across the Western Hemisphere on U.S. foreign policy formulation, current strategic challenges, the role of the armed forces in a democracy, and the critical function of diplomacy within the D-I-M-E model of statecraft. The Department of State provides nearly $1 million in International Military and Education Training (IMET) funds to WHINSEC annually through its Bureau of Political Military Affairs’ Office of Security Cooperation (PM/SA), and having a Department of State representative “on the ground” at WHINSEC ensures oversight and stewardship of those taxpayer dollars.

The Department of State representative at WHINSEC is an outstanding model of how two Cabinet-level agencies collaborate seamlessly with each other and our Partner Nations to build the required to confront shared challenges. This close interagency coordination allows WHINSEC to execute the strategic agenda of the White House and the senior leadership of both the Department of War and the Department of State, driving an unprecedented, laser-like focus on Latin America and the Caribbean.

Students with the Western Hemisphere Institute for Security Cooperation - NCOA's Intermediate Leader Course strengthened their understanding of ethical leadership by visiting the Andersonville National Historic Site and the National Prisoner of War Museum. Military professionals from 🇧🇷, 🇨🇴 and 🇪🇨 examined the historical impact of armed conflict while reinforcing the principles of , democracy and the responsibilities of military leaders in a Joint, Interagency, Intergovernmental and Multinational (JIIM) environment.

Throughout the course, students demonstrated their knowledge through classroom participation, written assessments and performance-based evaluations aligned with the U.S. Army Requirements Model. The experience reinforced WHINSEC’s commitment to developing disciplined, ethical and mission-ready leaders who promote security cooperation across the Western Hemisphere.

Strengthening Partnerships & Regional Interoperability!

Recently, Air Forces Southern (AFSOUTH) at Davis-Monthan Air Force Base in Arizona hosted the United States & Peru Airman-to-Airman Staff Talks. U.S. Air Force Brigadier General Henry R. Jeffress III, Deputy Commander of AFSOUTH, welcomed Major General Martin Asenjo Gallo, leader of the Peruvian Air Force (FAP) delegation. Joined by key U.S. joint and partners, the bilateral staff talks focused heavily on building partnership capacity and enhancing interoperability across the Western Hemisphere.

During the engagement, U.S. Air Force Major Juan Hurtado had the honor of briefing the FAP and other stakeholders on ’s security cooperation role in and . He also showcased WHINSEC’s full course offerings to FAP members, which sparked a dialogue and created a bridge for the FAP to attend training at WHINSEC in the upcoming years. As a recent graduate of the Spanish-language version of the Command and General Staff Officer Course (CGSOC) at WHINSEC, Major Hurtado is well-versed in all aspects of WHINSEC.
