To the Soldiers and Families of the RFCT,

1. On 26 October 2020, the El Paso COVID-19 task force identified three main vectors of COVID-19 transmission in the El Paso area: (1) visiting stores; (2) eating at restaurants; and (3) traveling to Mexico. The continuing spread of the 2019 Novel Coronavirus (COVID-19) necessitates renewed vigilance. I am issuing refined guidance requiring Battalion and Squadron commanders to assess how they can best balance readiness with mitigation of exposure to COVID-19 within their own units. These mitigation measures will preserve force readiness, limit the continuing spread of the virus and the help preserve the health and welfare of Servicemembers, DA civilian employees, their families, and the local communities in which we live. The purpose and intent of this updated policy is to reduce exposure of our Soldiers, Families and Communities to infection.2. This policy applies to all members of the Ready First Combat Team (RFCT). This manning directive supersedes the previous Brigade policy directive dated 16 October 2020. Furthermore, nothing in this policy supersedes or is meant to contradict the Fort Bliss Third Amended Fort Bliss Come to Work Safe, Live Safe Order issued by the FBTX Senior Commander (26 October 2020), however, this policy adds specified Brigade guidance. 3. This policy is punitive with regards to all RFCT Soldiers. Failure to comply with this policy may result in either punitive action under the UCMJ or result in other adverse administrative actions.4. This policy is effective immediately until rescinded. In addition, I will review this policy within 14 calendar days of implementation.

Announcement from the Commanding General of 1st Armored Division and Fort Bliss, Maj. Gen. Sean C. Bernabe:

Over the last seven days, the El Paso area has reported record increases in COVID-19 cases. Yesterday marked the highest number of active cases and hospitalizations thus far. On Fort Bliss, we have also seen an increase in the number of cases over the last seven days—although our rate of increase has not been as steep as the rate in our neighboring communities.

Fort Bliss Garrison leaders, the 1st Armored Division Staff, and I have watched these trends closely. We have also conferred with the El Paso Mayor and local health officials. Yesterday, Mayor Dee Margo announced new health protection measures for El Paso. Given the current COVID trends on Fort Bliss, we will remain in-step with El Paso and adjust our posture on Fort Bliss, as well. The changes will ensure we protect the health of our Fort Bliss community while also supporting and remaining in synch with our El Paso neighbors.

Today, I signed the Second Amended Fort Bliss Come to Work Safe, Live Safe Order.

Here are a few key changes from the updated order:
(1) Private social gatherings, on-post or off-post, are permitted with a maximum of ten (10) people --provided social distancing measures are maintained. (Previously, we allowed gatherings up to 30 people).

(2) Door-to-door trick-or-treating (on-or-off post) is not authorized. However, units on Fort Bliss may conduct trunk-or-treat events within their respective areas—provided participants wear proper PPE and maintain social distancing. Units must maintain a by-name roster of participants to facilitate contact tracing.

Additionally, the Garrison Staff and I reviewed the current protective measures at facilities and services across Fort Bliss. In general, those facilities that are currently open will remain open at the current level of service. Managers and leaders will increase their inspections of these facilities to ensure compliance with directed protective measures. Gatherings at outdoor parks will be limited to ten (10) people. We will post new signs at these locations to inform community members of this change.

As a new member of the Fort Bliss Community, I have been impressed with the level of discipline, cooperation, and compliance by everyone. Thank you! If we all do our part, we will help flatten the curve—both on Fort Bliss and in the El Paso area.

National Hispanic Heritage Month

The U.S. Army values the contributions of American Soldiers with ancestry from Spain, Mexico, the Caribbean, Central and South America. Hispanic Americans have not hesitated to defend and show their allegiance to this nation in many ways, but especially through military service. The Army and the U.S. draw strength from the diversity that makes up America's melting pot.

This year, we celebrate the 100th Anniversary of the ratification of the 19th Amendment to the U.S. Constitution, giving all females the right to vote in the United States. #DidYouKnow that females have been serving in the Armor Corps since 2013 as tank maintainers and as Armor Officers since 2016? On this, National Women's Equality Day, #AmericasTankDivision celebrates all the inspiring Soldiers that have, and continue to, serve alongside each other, in all fields. Meet SPC Jensen from Cobra Company one of the many women in the Thunderbolts Battalion! “For me being a woman in the Infantry is something that I am very proud of but don’t boast about. When I enlisted, I had no knowledge that this MOS was recently opened up to females. I told my recruiter I wanted to be challenged. I have now become a helping hand to women whom have joined the infantry and those curious about how it is to be a women in the Infantry . I just simply tell them that it’s not easy, it’s something you gotta work for. Learn to get along with the guys, you’re entering new and uncharted territory so making friends is a must. “
Today we celebrate Women’s Equality Day and recognize the accomplishments of women across the Army.

WOMEN'S EQUALITY DAY

August 26th is celebrated in the United States to commemorate the 1920 adoption of the Nineteenth Amendment (Amendment XIX) to the United States Constitution, which prohibits the states and the federal government from denying the right to vote to citizens of the United States on the basis of s*x.

It was first celebrated in 1972, designated by Congress in 1973, and is proclaimed each year by the United States President.

Women of the 1-501st Attack Reconnaissance Battalion "Iron Dragons" came together to celebrate National Women’s Equality Day.

Today marks the 100th anniversary! We’re thankful for the women who serve not only in 1AD but across the U.S. Army.

1st Armored Division Combat Aviation Brigade will send personnel and aircrafts in response to the first major storm of the 2020 Hurricane season.

The 2-501 General Support Aviation Battalion of the 1st Armored Division, based at Fort Bliss, has sent a contingent of helicopters and personnel at the direction of US Northern Command to Fort Hood, Aug 27, 2020. The unit was placed on short notice to deploy to be prepared to support Civil Authorities in response to the anticipated landfall of Hurricane Laura, currently a Category 4 Hurricane.

2-501 GSAB will bring over 150 personnel and eight helicopters capable for lift missions, medical evacuations, and maintenance. It is unknown whether they will be called forward and in what capacity until after the Hurricane makes landfall.

“The 1AD Combat Aviation Brigade 'Iron Eagles' trains to be ready for any mission, any time, any place. Whether the call is to deploy to a combat zone, or serve our fellow Citizens here at home, we are ready. Portions of the Iron Eagle team are deploying to help our fellow Citizens that are affected by Hurricane Laura and support civil authorities by helping to save lives.” Col. Geoffrey A. Whittenber, Commander.

The 1AD CAB provided quick-response missions to both Hurricanes Harvey and Maria in 2017.
