The Army Retention Program is a commander’s program, as a result commanders, by virtue of their position are the Retention Officer for their respective commands. The program requires active involvement, support, and interest at all levels of command, including the senior Noncommissioned Officer (NCO) Corps. Additionally, the Command Sergeant Major as the senior enlisted Soldier in the command is by virtue of his/her position, the retention NCO for their command.

CYBER OPERATIONS SPECIALISTS EXECUTE OFFENSIVE AND DEFENSIVE CYBERSPACE OPERATIONS IN SUPPORT OF THE FULL RANGE OF MILITARY OPERATIONS BY ENABLING ACTIONS AND GENERATING EFFECTS ACROSS ALL DOMAINS. THE CYBER OPERATIONS SPECIALIST ENSURES THE FREEDOM OF MANEUVER WITHIN THE CYBERSPACE DOMAIN AND DENIES THE SAME TO ADVERSARIES. CYBER OPERATIONS SPECIALISTS WILL ENABLE OFFENSIVE CYBERSPACE OPERATIONS (OCO) INTENDED TO PROJECT POWER BY THE APPLICATION OF FORCE IN AND THROUGH CYBERSPACE BY TARGETING ENEMY AND HOSTILE ADVERSARY ACTIVITIES AND CAPABILITIES. The Army announced today the release of the Operational Camouflage Pattern in Soldier uniforms. The Operational Camouflage Pattern will be available for purchase in select Military Clothing Sales Stores beginning, July 1.

Reclassification Information:
AR 614-200, 3–19
Reclassification of primary military occupational specialty and/or secondary military occupational specialty
a. Soldiers will not be reclassified solely because they are not performing duties in their PMOS. However, Soldiers will be routinely reclassified as follows:
(1) Administrative reclassification of an MOS—
(a) For normal career progression.
(b) Erroneously awarded entry on ERB. These entries will be deleted per AR 600–8–104.
(c) Promotion to, or reduction from, grade that is not in line with, or authorized for, an MOS.
(2) Voluntary reclassification: Soldiers may request voluntary reclassification; however, they must meet the following criteria to be reclassified:
(a) The Soldier’s current PMOS must be listed as overstrength (N/Y) and the requested MOS must be listed as short (Y/N) on the current Reenlistment and/or Reclassification IN/OUT call message published by the HRC.
(b) Soldier must meet the required criteria of DA Pam 611–21 for new MOS.
(c) Soldier cannot be on AI. (Soldier is considered on AI when assignment has been processed through EDAS, not date of notification.)
(d) Soldier must have completed 12 months at their current duty station.
(e) Soldier may not be serving on initial enlistment under the Army Civilian Acquired Skills Program (ACASP) (see AR 601–210).
(f) Soldier must agree, in writing, to recoupment of any unearned portion of the MOS specific enlistment and/or reenlistment bonus received for the current period of service (see AR 601–280).
(g) Soldier must be within 12 months of the DEROS.
(h) Soldier may not be within 24 months of ETS.
(i) Soldier must have fulfilled all SRRs for promotion and assignments.
(j) When stabilized because of reenlistment, Soldier must waive their reenlistment option.
(k) Soldier must be fully eligible to reenlist or extend per AR 601–280.
(3) Mandatory reclassification (Soldier not at fault)—
(a) Disqualification resulting from action of the Military Occupational Specialty Medical Reclassification Board in accordance with AR 600–60.
(b) The MOS eliminated from MOS structure.
(c) Reserve component unit redesignation and/or restructure.
(d) When directed by HRC (when possible, reclassifications will be limited to SSG and below with less than 15 years of active Federal Service).

Soldiers with ETS dates with FY15 (1 October 2014 through 30 September 2015) may begin seeing their Career Counselors to discuss reenlistment options they qualify for, provided the reenlistment date is after 1 October 2013. See your Career Counselor for individual qualifications.
NOTE: The Army's reenlistment opportunity window is static (does not change throughout year). Beginning in October, Soldiers with ETS dates within FY14 and FY15 will have the opportunity to reenlist, if otherwise qualified. The policy of requiring Soldiers to reenlist prior to 90 days from ETS (90 day window) remains in effect.

Due to the current fiscal challenges, the Secretary of the Army has approved the suspension of Tuition Assistance (TA) effective 1700 EST Friday, 8 Mar 13. The suspension applies to all components and will remain effect until the fiscal situation matures.

Effective 1700 EST 8 Mar 13, Soldiers will no longer be permitted to submit new requests for Tuition Assistance through the GoArmyEd portal. Soldiers currently enrolled and participating in courses approved for tuition assistance are not affected and will be allowed to complete current course(s) enrollment.

Soldiers can continue to access their GI Bill benefits, if applicable (either the Montgomery GI Bill (MGIB) or the Post 9/11 GI Bill), or use another funding sources (i.e. grants, scholarships, or Army National Guard Soldiers using state Tuition Assistance). Soldiers should be encouraged to contact their local education centers for additional information. Updated information will also be posted to www.goarmyed.com .

The Army understands the impacts of this decision and will re-assess as the fiscal situation matures.
