Army Counterintelligence Command (USACIC) conducts worldwide counterintelligence activities to detect, identify, neutralize, and exploit foreign intelligence entities, international terrorists, insider threats, and other foreign adversaries in order to protect the U.S. USACIC counterintelligence forces support the Army in competition, conflict, and crisis with delegated authorities and counterinte

lligence assets to protect the Army's modernization efforts and support theater requirements. Army element – and only one of four members of the Intelligence Community – capable of executing the full spectrum of counterintelligence activities: analysis and production, investigations, collections, operations, and functional services. Through its regional headquarters and local field offices, USACIC provides Army commanders and units with threat awareness and reporting briefs, counterintelligence threat and vulnerability assessments, foreign travel briefings and debriefings, linguist screenings, and other counterintelligence services. Its special agents conduct military counterintelligence collection, vulnerability assessments, local nationals screening and vetting. USACIC further supports requirements by deploying polygraph examiners where needed. Established in December 2021, USACIC was created from the former 902nd Military Intelligence Group and the U.S. Army Intelligence and Security Command’s (INSCOM) G2X Staff (Chief of Staff of the Counterintelligence and Human Intelligence Division). The establishment of USACIC as a one-star command with a reconfigured, flattened structure has improved systems and processes, resulting in a lethal and agile counterintelligence force supporting the Army in competition, conflict, and crisis.

In June 1945, German General Carl Albrecht Oberg, "The Butcher of Paris," was arrested while disguised as a private in the Austrian Army, at an Alpine peak at Kitzbuhel, Austria, along with secretary (read-mistress), by agents from the 42nd Counter Intelligence Corps Detachment. He served as Senior SS and Police Leader in occupied France from May 1942 to November 1944. Oberg was sentenced to death by two different courts in Britain and France in 1954. In 1958, his death sentence was commuted to life imprisonment and later reduced to 20 years at hard labor. Oberg was pardoned and released in 1962, three years before his death.

On May 26, 2022, Jonathan Yet Wing Soong was charged with smuggling and violating export control laws by allegedly secretly funneling sensitive aeronautics software to a Beijing university. He was later sentenced to 20 months of imprisonment, three years of supervised release, $100 assessment and $168,885 in restitution for violating the International Emergency Economic Powers Act.

On May 24, 2012, Pfc. Naser Jason Abdo was found guilty of attempting to detonate a bomb inside an unspecified restaurant frequented by soldiers from Fort Hood. An AWOL Soldier from Fort Campbell at the time of his arrest, Abdo was in possession of a handgun plus instructions on how to build a bomb as well as bomb making components. He was later sentenced to life in prison.

On May 23, 1997, Pfc. Robert Lipka, former National Security Agency staff member, pleaded guilty to one count of espionage in exchange for a jail term of no more than 18 years. Lipka worked in the NSA central communications room from 1964 to 1967 and reportedly provided the KGB with a constant stream of highly classified reports. He is believed to have caused extensive damage to U.S. intelligence collection activities.

Today, we remember and honor 1st Lt. Dennis L. Holm. On May 22, 1967, Holm, a counterintelligence special agent with the 524th MI Detachment, was killed by small arms fire in Vietnam while on duty participating in a "hearts and minds" mission, teaching English at a Catholic school in the Chinese quarter. INSCOM's G2X Conference Room was dedicated to and named in honor of Holm.
