Moments ago, On Thursday, 25th February 2021 the Petroleum and Water Department’s Water Training Division hosted the annual moment of silence ceremony to remember the 14th Quartermaster Detachment, 30 years after the scud missile attack that occurred at 1240 hrs. Eastern Standard Time. On Feb. 25, 1991, a Scud missile struck a barracks in Saudi Arabia killing 29 and wounding 99 Soldiers. It was one of the most deadly attacks on U.S. forces during Operation Desert Storm. Soldiers from the 14th Quartermaster Detachment were in the barracks and suffered the greatest number of casualties of any allied unit during the conflict, with 13 of its Soldiers killed and 43 wounded. It has become our custom and duty every year that we, the Petroleum and Water Department, hold a moment of remembrance to foster the “Profession of Arms”, and provide an appropriate tribute to our fallen comrades All COVID protocols were followed and enforced. Below are the names of the fallen 19 Soldiers {13 from the 14th QM Detachment and six (6) Soldiers Attached from 475th QM Group (2) / 477th Transportation Company (4)}.

It is a sad day for the liquid logistics community and Petroleum and Water Department. We are saddened to report the passing of SGM (Ret) Arthur (Art) LeMire on Friday 19 February 2021. SGM (Ret) LeMire served as PWD Department SGM from 1981-1982. Upon retirement from military service, SGM (Ret) LeMire worked as a Department of the Army Civilian in the Petroleum Training Facility (PTF). On 12 January 2021, the Quartermaster School - Petroleum and Water Department hosted the TRADOC CG, General Paul Funk. GEN Funk received a briefing on QMS’ active learning initiative, collaborative classrooms, and participated in an interactive demonstration of the 3K Reverse Osmosis Water Purification Unit (ROWPU) digital training enabler. GEN Funk was also given an overview of the learner performance dashboard which provides holistic and specific feedback to the instructors ensuring that the instructors enabling real-time monitoring of student performance against specific standards as well as tracking trends that may require adjustments in instructional methodologies. All of the products demonstrated during GEN Funk will be available for operational units and self-development training. This initiative has the potential to go TRADOC wide and revolutionize the way future Army Soldiers and trained and sustain technical proficiencies.

On 14 December 2020, the Petroleum and Water Department provided an Active Learning Overview to OD School senior leaders led by Mr. Joe Kirby (Deputy to the Commandant) and several Department Directors and Department Sergeant Majors. PWD showcased virtual training capabilities supporting the QMS Enhanced Digital Content Line of Effort that can be leveraged by OD School and other CASCOM schools to create Active Learning opportunities across the sustainment portfolio with Army-wide implications. Of special interest to the OD School was the ability to develop virtual training tools that can be leveraged by training departments and the operational Army to troubleshoot and inject faults as a forcing mechanism to train sustain 91Js and other maintenance MOSs technical proficiencies.

On 18 November 2020, Ms. Ramona Walker facilitated training for the Petroleum and Water Department (PWD) 92F instructors. The interactive training session focused on equipping instructors with additional facilitation strategies to increase student motivation, engagement, and retention of lesson content. The training supported QMS-PWD's ongoing effort to promote the Learner-Centric Army Learning Model. Ms. Walker has been working with PWD as a Civilian Logistics Career Management Office (CLCMO) Apprentice since August 2020. Her background and experience as an educator coupled with her varied skillset makes Ms. Walker a tremendous asset to the Basic Petroleum and Logistics Division within PWD.

Some of the Petroleum and Water Department’s instructors volunteered to help Mr. Newcomb, a disabled veteran, tear down an old pumping station on his property. It was amazing to find out Mr. Newcomb was a retired 92W (76W) 1SG. He presented each volunteer with a retired 1SG coin to show his appreciation for their dedication to the local community and availability despite the current weather conditions. We pride ourselves on not only being the best while in uniform but to perform on that same level of intensity when we are out of the uniform as well.

The Petroleum and Water Department hosted a visit from LTG Ted D. Martin, Deputy Commanding General/ Chief of Staff, United States Army Training and Doctrine Command.
PWD gave the DCG an overview of QMS Blended Learning initiatives and skills based training. The department showcased the Virtual Training Tools (VTT) for 92Ws, 92Ls, and the 92F Virtual Reality (VR) goggles. Three 92W Soldiers from class 501-20 demonstrated real-time iterations of the virtual 3K Reverse Osmosis Water Purification Unit (ROWPU).

Following his visit, LTG Martin coined five distinguished Instructors for their outstanding service to the Quartermaster community.

U.S. Army Combined Arms Support Command

This morning Col. Donahue, the Quartermaster School Commandant, and the Petroleum and Water Department welcomed representatives from Potawatomi for their first meeting after a contract was awarded for instructional design and support for the Petroleum Specialist (MOS 92F) virtual learning products. Potawatomi will deliver an Instructional Media Package to enhance delivery of training at the school and in the operational force.

“In addition to saving time and money by enhancing our training here,” said Donahue, “this will allow a Sergeant at an operational unit to train their Soldiers more effectively and have large impacts in our readiness.”

Petroleum and Water Department

Welcome to the Petroleum and Water Department. This Department is responsible for instructing all advanced individual training for soldiers and marines in the fields of bulk fuels, petroleum laboratory and water treatment and distribution. We also train officers, reservist and national guard from all services. When the service member can't come to us, we also provide mobile training teams to units at home station or deployed in the field.

Stewart-Roye Hall is named for two distinguished NCOs; one a Marine and the other a soldier. The name is appropriate as it reflects the partnership the Marine Corps and the Army have in their training of petroleum supply specialists/bulk fuel handlers. This is the only building on Fort Lee named for a marine, again reflecting this partnership. This building is the centerpiece of the petroleum and water complex that includes two major field petroleum areas, two base petroleum laboratories, a mobile and an airmobile petroleum laboratory, four water sites and 28 classrooms.

More than 125 instructors teach in our facilities. Instructors include from the Army, Air Force, Navy and Marines; officers; civilians; noncommissioned officers; soldiers, and Marines. Our instructors are highly dedicated and among the most technically competent in the military today.

Looking to make contact with members of the original HHC that went to Cam Rahn Bay in 1967. I was a member of the Maint. Section. I came home in Aug of 1968. Lt. Col. Spinks was the Battalion Commander. CWO Perry and Master Sgt. Duckworth ran the Battalion Maint. Our company clerk's name was Carter. We slept in GP Med. Tents up on the hill from Cam Rahn.
