On Feb. 10, 2026, Fort Sill joined tribal nations, veterans, Soldiers and community members to honor retired U.S. Marine Staff Sgt. Parker Emhoolah, a Kiowa elder and respected cultural bearer, during funeral services at the Fort Sill Post Cemetery.

From the songs and prayers to the military honors at historic Chief’s Knoll, the day reflected a life defined by service, family and tradition and it marked a significant moment in Fort Sill history, as Emhoolah was the last Native American to be buried in a full-body burial at Chief’s Knoll.

Fort Sill’s 𝗪𝗶𝗻𝘁𝗲𝗿 𝗦𝗽𝗼𝗿𝘁𝘀𝗺𝗮𝗻 𝗧𝗼𝘄𝗻 𝗛𝗮𝗹𝗹 may have been a smaller group than usual, but it sparked big, productive conversation about how hunting and fishing support both recreation and responsible land management across the installation.

𝐍𝐚𝐭𝐮𝐫𝐚𝐥 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 𝐁𝐫𝐚𝐧𝐜𝐡 𝐂𝐡𝐢𝐞𝐟 𝐉𝐞𝐫𝐞𝐦𝐢𝐚𝐡 𝐙𝐮𝐫𝐞𝐧𝐝𝐚 opened the discussion by welcoming the group and recognizing leadership transitions. 𝐌𝐬. 𝐉𝐮𝐥𝐢𝐚 𝐒𝐢𝐛𝐢𝐥𝐥𝐚, 𝐟𝐨𝐫𝐦𝐞𝐫 𝐝𝐞𝐩𝐮𝐭𝐲 𝐭𝐨 𝐭𝐡𝐞 𝐠𝐚𝐫𝐫𝐢𝐬𝐨𝐧 𝐜𝐨𝐦𝐦𝐚𝐧𝐝𝐞𝐫, offered a fond farewell on her last day at Fort Sill and introduced 𝐆𝐥𝐞𝐧𝐧 𝐖𝐚𝐭𝐞𝐫𝐬, 𝐭𝐡𝐞 𝐜𝐮𝐫𝐫𝐞𝐧𝐭 𝐢𝐧𝐭𝐞𝐫𝐢𝐦 𝐝𝐞𝐩𝐮𝐭𝐲 𝐭𝐨 𝐭𝐡𝐞 𝐠𝐚𝐫𝐫𝐢𝐬𝐨𝐧 𝐜𝐨𝐦𝐦𝐚𝐧𝐝𝐞𝐫, to the Sportsman community. Sibilla also shared that 𝐂𝐨𝐥. 𝐊𝐞𝐯𝐢𝐧 𝐏𝐨𝐨𝐥𝐞 is arriving to serve as 𝐢𝐧𝐭𝐞𝐫𝐢𝐦 𝐠𝐚𝐫𝐫𝐢𝐬𝐨𝐧 𝐜𝐨𝐦𝐦𝐚𝐧𝐝𝐞𝐫 until the garrison commander arrives this summer.

Zurenda then walked through key iSportsman program stats and what they tell us about outdoor recreation on Fort Sill. In 2025, users recorded 24,491 trips to the field (made by 16,164 unique users), including 10,047 fishing trips and 11,300 hunting trips, all during a year that included significant disruptions. He also shared harvest updates and management priorities, including efforts to keep the elk herd at a level that supports the training mission while maintaining healthy habitat.

One of the most important takeaways: hunting is a land management tool. When Fort Sill manages deer and elk numbers, it helps protect habitat, reduce over-browsing, and support long-term ecosystem health, while also sustaining quality hunting opportunities. Zurenda discussed ongoing habitat work such as timber stand improvement, targeted clearing, prescribed fire preparation, pond accessibility projects, and vegetation control efforts that improve conditions for wildlife and for the people who enjoy the outdoors here.

Looking ahead, Natural Resources previewed upcoming actions and opportunities:

- Turkey season will remain draw-based this year, but will be structured into three weekend hunts (Fri–Sun), plus a youth hunt.
- A turkey census is planned for late February to inform quotas.
- An aerial elk census is planned for late November/early December.
- A volunteer conservation project is being scheduled for March 7 or March 14, focused on cedar removal.

The group also raised thoughtful questions about habitat impacts (including rabbits), iSportsman check-in area boundaries, and how increased online attention can affect demand and workload. The conversation reinforced something Fort Sill’s Sportsman community already knows: stewardship takes teamwork, patience, and consistent communication.

To close, Dennis Sheppard presented Zurenda and the Natural Resources team a plaque thanking them for their commitment and dedication through this past year’s hunting season, including all the long weekends that keep the program running.

🏘️ Patriot Estates Walking Town Hall & Neighborhood Tour

Feb. 25, 5–6 p.m., Patriot Estates

Fort Sill leaders and key partners are coming to Patriot Estates for a Walking Town Hall on Wednesday, Feb. 25, 5–6 p.m. We’ll be walking the neighborhood, knocking on doors, and listening to residents about what’s working and what needs attention.

You’ll see representatives from across Team Sill, including Garrison leadership, Corvias, DPW, the hospital, fire/emergency services, and other installation leaders. If you have concerns, ideas, or maintenance issues, bring them up, work orders can be addressed on the spot when possible, or submitted during the visit so the right team can follow up.

This is all about strengthening our connection with residents and continuing to build a stronger community because Fort Sill community rocks! 💪⭐️

𝗙𝗘𝗕𝗥𝗨𝗔𝗥𝗬 𝗦𝗶𝗹𝗹𝗙𝗔𝗖𝗧𝗦 𝗨𝗣𝗗𝗔𝗧𝗘 𝗮𝗻𝗱 𝗨𝗣𝗖𝗢𝗠𝗜𝗡𝗚 𝗠𝗔𝗥𝗖𝗛

Fort Sill leadership met with community members Feb. 10 for the monthly SillFACTS town hall, providing updates on upcoming events, community services, health resources and installation priorities. The meeting, typically held the first Tuesday of each month, was delayed due to the partial government shutdown.

Leaders encouraged participation in the ongoing 𝗠𝗮𝘀𝘀 𝗧𝗿𝗮𝗻𝘀𝗶𝘁 𝗦𝘂𝗿𝘃𝗲𝘆, a joint effort between the Logistics Readiness Center and Fires Center of Excellence, with a goal of 1,000.

Health and wellness updates included upcoming nutrition classes and walk-in wellness hours at Reynolds Army Health Clinic, as well as the opening of the Family Life Chaplain Counseling Center’s new location in Building 4700. Recreation officials promoted Valentine’s cabin specials at Lake Elmer Thomas Recreation Area and several March events, including tournaments and the 3rd Annual Warrior Run/Marathon.

Army Community Service announced tax preparation classes and the upcoming Army Emergency Relief campaign kickoff. Installation safety officials reminded attendees that “Run, Hide, Fight” emergency protocol training remains mandatory for all on-post organizations and brigades.

Not briefed, but a couple major events shown on a slide, included the Counter-UAS Forum set for Feb. 24-25 at FISTA Innovation Park in Lawton, followed by the Fires Symposium April 13-16.

The 428th Field Artillery Brigade was recognized for volunteer service supporting families transitioning into stable housing through Embrace Hope Collaboratorium. Additionally, three Logistics Readiness Center team members were recognize for their exemplary work in overseeing Fort Sill dining facilities, which provided over 6 million meals to service members, family members and DA civilians last year.

Yesterday, Fort Sill gathered at the Patriot Club to honor an extraordinary leader, mentor, and teammate. Ms. Julia Sibilla.

Family, friends, leaders, directors, colleagues from across the Garrison, community partners, tribal friends, and the mayor of Lawton and his lovely wife came together to celebrate her service and wish her well. A heartfelt video message from former Garrison Commander Col. Rhett Taylor added to a truly special farewell, filled with memories, gratitude, and deep respect.

For more than 25 years, Ms. Sibilla has served Soldiers, Families, and military communities around the world. Since joining USAG Fort Sill in October 2020 as Deputy Garrison Commander, and more recently serving as Acting Garrison Commander, she led with calm, courage, and compassion through winter storms, power outages, government shutdowns, hiring freezes, and some of our toughest moments. Through every challenge, she showed what steady leadership looks like: mission-focused, people-first, and always grounded in service.

From installation leadership roles across Europe, including Romania, Bulgaria, Belgium, and Italy to strategic assignments at the Pentagon and the U.S. Department of State, Ms. Sibilla brought global experience and strategic depth to every decision. A Distinguished Graduate of the National War College with a master’s degree in National Security Strategy, she paired expertise with humility and heart in a way that made everyone around her better.

During the farewell, Dr. Alvin Peterson, Deputy to the Commanding General, presented Ms. Sibilla with the Superior Civilian Service Award, a fitting recognition for a leader who has given so much to this community. Her husband, Angelo, shared a moving tribute to her strength and growth in federal service, reminding all of us that behind great leadership is deep character and unwavering commitment.

Ms. Sibilla has always made time to recognize others, lifting up the people doing the hard work that keeps Fort Sill strong. She has been a champion for this installation and for every person who serves here. She is truly one of a kind, and she will be deeply missed.

Please join us in thanking Ms. Julia Sibilla for her remarkable service and in wishing Julia and Angelo safe travels and continued success as they begin their next chapter at the Presidio of Monterey.

Fort Sill’s Better Opportunities for Single Soldiers (BOSS) team was recognized at the Lawton City Council meeting, where Mayor Stan Booker presented a City of Lawton proclamation designating “Fort Sill BOSS Day.”

Escorted by Garrison CSM Jared English, the Soldiers were introduced to council members and community attendees as examples of service, leadership and community engagement.
