Today, the Texas Attorney General issued legal guidance on the opening of schools for the upcoming school year during the ongoing COVID-19 pandemic. With this new information, EMS ISD is returning to its original plan to offer both in-person and remote learning options for students. Today, we are able to share the full details of the dual-model instructional plan with you along with FAQs that have been prepared to address many of the questions we have been collecting from your feedback. The full plan has been formatted into a dedicated web section on our district website. This has been further organized into topic areas for quick reference. The Texas Attorney General issued legal guidance on the opening of schools for the upcoming school year during the ongoing COVID-19 pandemic. Based on this information, we are returning to the original plan where families will be able to choose in-person or remote learning for their children. We are preparing to send out information to our families and staff this afternoon.

We have received many questions regarding the Tarrant County Order to restrict in-person learning until September 28 and concerns about the District’s involvement in the development of the order. The EMS ISD Regular Board Meeting will be held tonight, July 27, 2020. In an effort to maintain social distancing throughout the COVID-19 outbreak, EMS ISD will stream board meetings until further notice. To watch tonight's meeting, visit https://www.emsisd.com/boardmeetinglive. The general Public Comment portion will occur during the 5 pm session. Individuals desiring to address the Board regarding a specific item on the agenda or to address the Board on a general matter, must submit a completed Public Comment Request Form between 4:00 p.m. and 4:45 p.m. on the day of the meeting by coming in person to the Administration building and completing the Form. Once the Form is completed and submitted, you will be asked to wait in your car to be called in to speak to the Board in person. Individuals attending the meeting in person also must wear face coverings at all times in accordance with orders of the Governor of the State of Texas.

The EMS ISD Athletics and Fine Arts program will be studying the latest Tarrant County Health Order. At this time we are placing a hold on all extracurricular activities, such as strength and conditioning, sport-specific skills training, cheerleading camps/clinics, and all Fine Arts in-person activities. Tarrant County Public Health and Human Services issued an order moments ago requiring school districts to start the school year in a virtual learning only format. This means that all students and teachers will begin classes in remote learning and buildings will remain closed to students for regular on-campus, face-to-face instruction and indoor school-sponsored activities until after September 27. The first day of school is scheduled for August 18; however, pending board approval, we will move the start date to August 20 to allow additional time for staff training on the EMS ISD Remote Learning Plan.

Following the county order, district officials are now adjusting the remote learning plan to align with new state requirements. To begin the school year, parents will no longer need to complete an application for remote learning. A short orientation video will be provided to all parents in August that outlines implementation and expectations for remote learning. To all the staff and parents who follow us on social media, this TEA announcement was sent out today prior to any school districts in Texas being given the opportunity to hear it or work through it. You are seeing it at the same time we are. A meeting was already scheduled for this afternoon with TEA and they released this prior to giving any districts any information. We are going to need time to process. We are just as frustrated as you are, but please know that we will work through this as quickly as possible and provide you an update on return to school when we can sort through the ever-changing information and confirm details for you.

As the COVID-19 pandemic continues and the numbers continue to change on a daily basis, we are receiving new information from our state and county officials that impact our plans for returning to school. In fact, we began receiving new information late Wednesday and new information has continued to come throughout the day today. This situation remains fluid and information changes daily – sometimes even hourly. As a result, we are now reviewing and modifying our plans, and we know that further new guidance from state and county officials is expected in the coming days. We previously stated that more details on our current planning would come today and we will share certain components that can be released at this time. Last week while EMS ISD was closed for the annual districtwide shutdown week, the Texas Education Agency released public health planning guidance for reopening schools in August. District leaders immediately began reviewing the guidance and are working to incorporate these recommendations into our Safe Return to Schools Plan for 2020-2021. Additional details about enhanced safety measures for in-person learning, as well as plans for remote learning, will be shared with families and staff on Thursday, July 16. The full Safe Return to Schools Guide for Families will be available on the district website in the coming weeks. Boswell High School alumna Angela Stanford is joining the Texas Golf Hall of Fame in its 2020 class. Stanford graduated from Boswell HS before attending Texas Christian University. She has many accomplishments as a Ladies Professional Golf Association Tour player including winning the Evian Championship in Évian-les-Bains, France in 2018. We are #EMSproud! EMS ISD campus and district offices will be closed July 3-10. All email and voice messages will be answered when we return on Monday, July 13. Although the district will be closed that week, student summer meals will still be served with curbside pickup July 6-10. Due to COVID-19, when we return on July 13, all campuses and district offices will remain closed to the public. For assistance and questions, please continue to reach out to your campuses through email, Let's Talk, or by phone. This week, the Texas Commissioner of Education provided a general pathway for the 2020-2021 school year. While more details are still to come, EMS ISD will offer two learning options – in-person learning or remote learning. The graphic below provides a quick reference guide to EMS ISD’s school year plan. There are still many questions that cannot be answered at this time. Helpful Water Safety Tips for the Swim Season

We encourage everyone to be especially careful as we enter the hot summer season – here are some tips to help prevent drowning tragedies:

Learn to swim and teach your children to swim. Enroll in age-appropriate water orientation and learn-to-swim courses, as well as first aid and CPR courses. Local YMCAs and other locations such offer classes for kids as young as 2 months old

Actively supervise children whenever around water – even if lifeguards are present.
• Momentary distractions such as phone calls, using the restroom, or someone at the door can provide enough time for a child to access the pool and quietly slip under water.

• Use a designated adult to be responsible for actively watching the pool or lake area.
o Even use a visual cue for who is the designated watcher such having the water supervisor carry a life jacket as a reminder for both the watcher and those around them to prevent them from becoming distracted.
If you have a pool, secure it with appropriate barriers.

• Many children who drown in home pools were out of sight for less than five minutes and in the care of one or both parents at the time. Install a four-sided barrier, such as a fence with self-closing gates completely surrounding the pool.

• If the house forms the fourth side of the barrier, install alarms on doors leading to the pool area to prevent children from wandering into the pool or spa. Also install safety covers and perimeter or in-water alarms as additional layers of protection.

Practice safe habits in and around the water:
• Teach children to always ask permission to go near water.

• Know how and when to call 9-1-1.

• Remove floats, balls and other toys from the pool and surrounding area immediately after use.
o The presence of these toys may encourage children to enter the pool area or lean over the pool and potentially fall in.
Know how to respond to water emergency:

• Seconds count—learn CPR.
o CPR performed by bystanders has been shown to save lives and improve outcomes in drowning victims.
o The more quickly CPR is started, the better the chance of improved outcomes.

• If a child is missing, check the water first. Seconds count in preventing death or disability.

• If someone is in the water and needs help, reach or throw something out to them. Don’t go in unless you are trained.

• If the drowning is in a lake, find a landmark where the victim went underwater that is not subject to wind or tides. Knowing where exactly to start a search will speed the process.

• Have rescue and first aid equipment available at the pool
o Such as reaching or throwing equipment, a cell phone, life jackets and a first aid kit.
