The Alameda County Board of Supervisors unanimously voted to approve a comprehensive, 43 point reparations plan aimed at addressing systemic discrimination against Black residents. Instead of immediate, broad individual cash payouts, the initiative focuses on systemic reform across housing, healthcare, education, and criminal justice.

While the proposal did not approve a $91 million direct fund allocation, it was passed amid county officials grappling with a projected $91 million budget gap for the upcoming fiscal year.

Key initiatives in the approved plan include:

Expanding affordable housing, providing down payment assistance, and supporting Black-owned businesses to close the wealth gap.

Implementing criminal justice reforms (including restitution for wrongful convictions) and increasing targeted investments in Black youth and mental health.

While the framework currently focuses on policy changes, officials have not ruled out direct cash payouts in the future, particularly for historical grievances such as the displacement of Russell City residents.
