The responsiblity of "fence weeds," or weeds in the easement of your property (sidewalk) and the street, have always been confusing to interpret. Hopefully the following will help you determine if you or the District are responsible for the maintenance of weeds. This applies to homes that are adjacent to sidewalks (in front of the property or on the side of the property) or are sitting on a corner lot.
If the weeds are between the sidewalk and fence, or in the corner curb, the property owner is responsible for removing the weeds. The property owner's responsibility would end at the property line of your neighbors or the District's pathways, whichever applies adjacent to your property.
The District is responsible for fence and easement weeds that are adjacent to the pathways (or breezeways) and in front of the District-owned orange "brick" fences. So, if weeds are located by, around, or adjacent to any white vinyl fence, those weeds are the property owner's responsibility to dispose of. Please keep in mind fence weeds fall under the purview of landscaping maintenance, which are continuous violations, don't sunset, and continue to accrue monetary fines. The first notification is a courtesy notice, the second violation is $75, the third violation is $150, and thereafter additional violations are $150 each.
